<p>This position counsels, advises and provides assistance to veterans and their dependents who apply for federal and state veterans benefits.</p> <p> </p> <p>SCHEDULE</p> <p>Days: Monday - Friday</p> <p>Work Hours: 10:00 am to 4:30 pm</p> <p>Hours Per Shift: 6</p> <p>Shifts Per Pay Period: 10</p> <p>Position FTE: 0.75</p> <p> </p> <p>Applications are being accepted from current County employees as well as members of the public. </p> <p>This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.</p> <p> </p> <p>Provide direct client assistance with regard to the interpretation of complex eligibility criteria, application preparation, and the gathering and analyzing of supporting documentation for all state and federal veterans benefit programs.</p> <p> </p> <p>Independently interpret federal and state statutes, codes and regulations and prepare justification for the development or appeals of claims.</p> <p> </p> <p>Assist clients dealing with sensitive issues of mental illness, alcohol and other drug abuse, post-traumatic stress disorder, financial distress and bereavement.</p> <p> </p> <p>Provide site visits to the clients' homes, care facility or hospital to assist those who are unable to access the office due to a disability, illness or lack of transportation.</p> <p> </p> <p>Assume many of the responsibilities and decision-making duties of the office in the absence of the Veterans Service Officer.</p> <p> </p> <p>Maintain effective working relationships and make referrals to other county offices, federal and state governmental agencies and other community organizations to meet the needs of clients.</p> <p> </p> <p>Maintain client records, claim activity, and upload records to Vetraspec database.</p> <p> </p> <p>Independently draft correspondence to clients, the US Department of Veterans Affairs, the Wisconsin Department of Veterans Affairs and other agencies as needed.</p> <p> </p> <p>Prepare necessary statistical reports.</p> <p> </p> <p>Assist with the maintenance of the Veterans Service Office website.</p> <p> </p> <p>Answer and screen telephone calls and provide counter duties in the absence of the Administrative Secretary II.</p> <p> </p> <p>Demonstrate a commitment to county safety and risk management efforts.</p> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p> </p> <p>Education and/or Experience </p> <p>High school plus two additional years of formal preparation, and four to five years of relevant prior experience. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. U.S. military service is preferred.</p> <p> </p> <p>Certifications, Licenses, Registrations</p> <p>Valid driver's license.</p> <p>Proof of minimum automobile liability insurance coverage.</p> <p>U.S. Department of Veterans Affairs accreditation must be obtained within one-year of employment.</p> <p> </p> <p>Interactions & Communication</p> <p>Provides specialized information and/or recommendations to others regarding an area of expertise.</p> <p> </p> <p>Decision Making</p> <p>This position has authority to make decisions that are within general procedures and protocols; supervision is available as required or requested.
