<p>Job Title: Physical Plant Manager</p> <p>Reports To: Director of Buildings and Grounds</p> <p>Location: Lebanon Community School Corporation - Lebanon, Indiana</p> <p>FLSA Status: Exempt</p> <p>Date Prepared: May 5, 2025</p> <p>Job Summary: The Physical Plant Manager is a hands-on leadership position responsible for the overall maintenance, repair, operation, and energy management of the school corporation's physical facilities and infrastructure. Utilizing required HVAC and Electrical licenses, this position ensures building systems operate safely and efficiently, directly performs and oversees complex technical work, manages maintenance staff, and implements energy conservation strategies to support a safe, comfortable, and cost-effective learning environment.</p> <p>Essential Duties and Responsibilities:</p> <p>Technical Maintenance & Repair (Hands-On & Oversight):</p> <ul> <li>Performs advanced diagnostics, installation, modification, repair, and preventative maintenance on complex building systems, specifically utilizing required HVAC and Electrician licenses. This includes HVAC systems (boilers, chillers, rooftop units, controls, VAV systems, refrigeration), electrical systems (distribution, lighting, low-voltage, fire alarms, generators), and related equipment. </li><li>With the assistance of the Director of Buildings and Grounds, develops, implements, and manages a comprehensive preventative maintenance program for all building systems and equipment, ensuring timely completion and documentation. </li><li>Responds to and manages corrective maintenance requests, prioritizing work based on safety and educational impact. </li><li>Oversees and inspects work performed by maintenance staff and external contractors related to HVAC, electrical, plumbing, and other building systems to ensure quality and code compliance. </li><li>Maintains accurate records of maintenance activities, repairs, inspections, and equipment inventories, often utilizing a Computerized Maintenance Management System (CMMS). </li></ul> <p>Energy Management:</p> <ul> <li>Monitors and analyzes utility consumption (electricity, natural gas, water) for all facilities. </li><li>Operates, programs, and optimizes Building Automation Systems (BAS) / Energy Management Systems (EMS) to ensure occupant comfort and maximize energy efficiency. </li><li>Identifies, recommends, and implements energy conservation measures (ECMs) and strategies. </li><li>Assists in developing specifications for energy-efficient equipment upgrades. </li><li>Stays current with energy management best practices and technologies applicable to school facilities. </li><li>Provides reports on energy usage and conservation efforts to administration. </li></ul> <p>Supervision & Administration:</p> <ul> <li>Directly supervises, trains, schedules, assigns work to, and evaluates performance of assigned maintenance staff (e.g., maintenance technicians, potentially skilled trades helpers). </li><li>Provides technical guidance and mentorship to maintenance staff. </li><li>Ensures adherence to safe work practices, including lockout/tagout, electrical safety, confined space entry, and proper use of personal protective equipment (PPE). </li><li>Provides input for the departmental budget related to maintenance, repairs, parts, supplies, tools, and utilities. </li><li>Manages inventory of maintenance parts, tools, and supplies, initiates procurement requests. </li><li>Coordinates with specialized vendors and contractors for services beyond the scope of in-house staff or licenses. </li></ul> <p>Compliance & Safety:</p> <ul> <li>Ensures all assigned work and building systems comply with relevant federal, state (Indiana), and local codes and regulations, including the National Electrical Code (NEC), mechanical codes, EPA regulations (refrigerant handling), fire codes, and OSHA standards. </li><li>Maintains all required personal licenses (HVAC, Electrical) and ensures proper documentation. </li><li>Conducts or coordinates required system inspections (e.g., fire alarms, elevators, boilers). </li><li>Participates in facility safety inspections and emergency preparedness planning. </li></ul> <p>Supervisory Responsibilities: Directly supervises and evaluates assigned Maintenance Technicians and/or other skilled trade staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.</p> <p>Qualifications:</p> <ul> <li>Licenses (Required): </li><li>Valid State of Indiana HVAC Contractor License (or appropriate Journey/Master level license depending on state/local requirements and scope of work). Must include appropriate EPA Universal Certification for refrigerant handling. </li><li>Valid State of Indiana Electrical Contractor License (or appropriate Journeyman/Master level license depending on state/local requirements and scope of work). </li><li>Valid Driver's License. </li><li>Experience: </li><li>Minimum of five (5) to seven (7) years of documented, hands-on journey-level experience working as both a licensed HVAC technician and a licensed Electrician in commercial, industrial, or institutional settings. </li><li>Minimum of two (2) to three (3) years of experience in a supervisory or lead technician role preferred. </li><li>Demonstrated experience with preventative maintenance programs and work order systems (CMMS). </li><li>Proven experience operating and programming Building Automation Systems (BAS)/Energy Management Systems (EMS). </li><li>Experience in a K-12 school or public sector environment is highly desirable. </li><li>Education: </li><li>High School Diploma or GED required. </li><li>Completion of accredited apprenticeships or vocational/technical school programs in BOTH HVAC and Electrical trades required. </li><li>Associate's degree in Facilities Technology, Industrial Maintenance, or a related technical field is a plus. </li><li>Skills & Knowledge: </li><li>Expert-level technical knowledge and diagnostic skills in commercial HVAC and electrical systems. </li><li>Proficiency in reading and interpreting blueprints, schematics, wiring diagrams, and technical manuals. </li><li>Strong understanding of energy management principles, BAS/EMS operation, and energy conservation techniques. </li><li>Working knowledge of other building trades (plumbing, carpentry, life safety systems). </li><li>Thorough knowledge of applicable codes, safety regulations (OSHA), and environmental regulations (EPA). </li><li>Effective supervisory, leadership, and training skills. </li><li>Strong problem-solving and decision-making abilities. </li><li>Good communication and interpersonal skills. </li><li>Ability to work independently and manage multiple priorities. </li><li>Proficiency with basic computer applications (email, work order systems, potentially energy monitoring software). </li></ul> <p>Working Conditions & Physical Demands:</p> <ul> <li>Work requires a combination of office tasks and significant hands-on work in mechanical rooms, electrical closets, rooftops, crawl spaces, and other building areas, both indoors and outdoors. </li><li>Requires ability to perform physically demanding tasks associated with HVAC and electrical trades, including frequent standing, walking, climbing ladders/scaffolding, bending, kneeling, crawling, lifting, and carrying objects up to 50-75 pounds. </li><li>Exposure to potential hazards including electricity, heights, confined spaces, varying temperatures, noise, dust, chemicals, and refrigerants.
