<p>Description</p> <p>The Hennepin County Elections department is responsible for the administration and supervision of all federal, state, and local elections in the county and 800,000 registered voters. Hennepin County's Elections Department is seeking an Elections Specialist - Absentee Mail. This position will be responsible for managing broad administrative tasks supporting the absentee voting by mail program area, including for international and military voters covered by the Uniformed and Overseas Citizens Voting Act (UOCAVA), and overall operations for the program area and department.</p> <p>Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. Work hours will be Monday through Friday, between 8 a.m. - 4:30 p.m. and are subject to change based on business need. Details about NEO will be provided upon hire.</p> <p>About the position type:</p> <p>This is a full-time, benefit earning position.</p> <p>This position is internally classified as an Administrative Assistant, Intermediate.</p> <p>Click here to view the job classification specification.</p> <p>In this position you will:</p> <ul> <li>Oversee and coordinate absentee voting for international and military voters covered by the Uniformed and Overseas Absentee Voting Act (UOCAVA). </li><li>Supervise and give work direction to the absentee mail seasonal staff. </li><li>Operate and troubleshoot equipment for preparing and mailing absentee ballots to voters. </li><li>Assist with training and supervision of the central count process for accepted absentee ballots. </li><li>Represent the department when working with key Hennepin County business lines, state and local elections partners, and outside organizations on issues related to absentee by mail voting. </li><li>Develop, revise, and deliver specialized training related to absentee by mail to program area staff, city clerks, and school district clerks. </li><li>Analyze training effectiveness against measurable standards by which performance can be evaluated. Provide follow up individual or group retraining, as needed. </li><li>Develop and implement procedures for absentee mail program work such as processing absentee ballot requests, mailing absentee ballots, accepting and rejecting returned ballots, processing and counting accepted absentee ballots, special absentee requests for Uniformed and Overseas Absentee Voting Act (UOCAVA) and Safe at Home voters. </li><li>Assist local and state election partners in resolving customer complaints. Assist internal department customer service staff with resolving customer complaints, or directly resolve complaints, if required. As needed, refer complaints to the program manager. </li><li>Participate in multijurisdictional initiatives, committees or task forces as a subject matter expert and a representative of the department. </li><li>Perform additional duties that may include voter registration, candidate filing, in-person absentee, customer service, clerk training, and voting equipment support. </li></ul> <p>Need to have:</p> <ul> <li>One of the following: </li><li>Six years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. General administrative work is defined as the administration and/or management of programs, policies, and/or budgets. </li><li>Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and two years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
