<p>ICC PMHI CERT & RBI EXAM LBP INSPECTOR LICENSE</p> <p>Reports to: Housing & Program Manager Class Code: 1422</p> <p>Grade: 21 Group: AFSCME 1058B FLSA: Non-Exempt</p> <p>Hourly Wage: $34.00</p> <p>DEFINITION: Under general supervision, performs work of moderate difficulty in inspecting homes and managing contractors completing rehab for City programs, and inspecting new and existing buildings for compliance with City codes for construction and safety.</p> <p>EXAMPLES OF DUTIES:</p> <ol> <li> <p>Inspects homes as part of the City's rehab programs, and explains building/electrical/mechanical/plumbing code violations</p> </li><li> <p>Compiles Work Item List (WIL) and establishes/maintains detailed records on rehabilitation costs.</p> </li><li> <p>Coordinates with Purchasing to prepare bids.</p> </li><li> <p>Attends rehabilitation loan closings to conduct Pre-Construction Conference, establishing work protocols, effective communication procedures, and advising homeowner of options related to WIL (i.e. roof shingles, paint colors)</p> </li><li> <p>Oversees work in progress, keeps detailed chronological sheets, makes changes in work orders as needed, and makes random on-site inspections of work being done. Logs all inspections and interactions.</p> </li><li> <p>Makes final inspection before closing the job and confirms Building Division approval.</p> </li><li> <p>Assures Lead-Safe practices applied in construction projects where Presumed Lead conditions exist.</p> </li><li> <p>Conducts lead-based paint visual clearance inspections of outdoor projects prior to close-out. Conducts or contracts to conduct lead clearance testing to indoor projects.</p> </li><li> <p>Maintains correspondence and other contacts with persons responsible for general contracting.</p> </li><li> <p>Assists in the review and coordination of construction documents with department administrative staff.</p> </li><li> <p>Inspects vacant properties for compliance with the Vacant and Foreclosing Property Registry Ordinance.</p> </li><li> <p>Inspects buildings for Housing Quality Standards HQS, National Standards for the Physical Inspection of Real Estate (NSPIRE), safety and/or health reasons, initiating any emergency measures as required by code.</p> </li><li> <p>Reports on code compliance, variations and violations, advising contractors and property owners on the needed corrections.</p> </li><li> <p>May be required to inspect development project worksites to verify work items specified in payment requests.</p> </li><li> <p>May be required to assist Building Department with inspections, including preparing reports and records</p> </li><li> <p>May respond to calls from other City Departments such as Police and Fire to investigate safety concerns.</p> </li><li> <p>May be required to respond in the case of an emergency or disaster.</p> </li><li> <p>May assume interim responsibility for Building Inspectors when appointed to do so.</p> </li><li> <p>Performs related work as required.</p> </li></ol> <p>KNOWLEDGE AND SKILLS:</p> <p>Knowledge of building construction, including structural understanding and fire safety and of generally accepted building practices. Must know construction materials and methods and have the ability to read and comprehend construction documents. Must have a general understanding of mechanical, electrical and plumbing systems.</p> <p>Skill in understanding and applying City codes and ordinances, in spotting violations and inaccurate work; in reading construction documents; and in maintaining satisfactory working relationships with contractors, property owners and the general public; significant understanding of all aspects of due process and code enforcement. Must have strong public relations skills. Working skill in report writing and record keeping; in using mathematics and business practices; an understanding of basic office procedures, and in dealing with the public.</p> <p>TRAINING AND EXPERIENCE:</p> <p>Completion of a High School diploma or GED and apprenticeship in the building trades; and three (3) years of experience in general construction work, or any equivalent combination of training and experience.</p> <p>WORKING CONDITIONS & PHYSICAL DEMANDS:</p> <p>Work involves frequent walking, standing, and driving; some lifting and carrying of objects of moderate weight (12 - 20 pounds). The majority of the work is conducted outside and may involve regular exposure to adverse conditions and exposure to the rough and uneven terrain found on construction sites. Some duties are performed in an office setting.</p> <p>NECESSARY SPECIAL REQUIREMENTS:</p> <p>Must meet the following minimum certification requirements, within twelve months of hire, as defined by the International Code Council:</p> <ol> <li> <p>Property Maintenance and Housing Inspector, and</p> </li><li> <p>Residential Building Inspector Examination</p> </li></ol> <p>Possession of or ability to obtain Lead Inspector License within first six months</p> <p>Possession of a valid Illinois Driver's License</p> <p>Ability to work well with the general public.</p> <p>Residency Requirement:</p> <p>Modified November 15, 2021: All employees (except Police Sworn and Fire Sworn) hired on or after June 1, 2018, shall reside anywhere in Winnebago County or within fifteen (15) miles of Rockford City Hall (425 E. State Street Rockford, IL 61104) within six (6) months after their introductory period. Department Heads shall live within the municipal boundaries of the City of Rockford.</p> <p>Effective June 1, 2018, all newly hired employees, including newly hired Department Heads, shall live within the municipal boundaries of City of Rockford within six (6) months of their completion of their introductory period.</p> <p>Classified employees hired after January 1, 1984, may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation.
