<p>Title: Compliance and Enforcement Director</p> <p>State Role Title: Salary Non-Specified</p> <p>Hiring Range: Hiring range for this position is $131,193 - $150,872, commensurate with education and experience</p> <p>Pay Band: UG</p> <p>Agency: VA Cannabis Control Authority</p> <p>Location: VA Cannabis Control Authority</p> <p>Agency Website: https://cca.virginia.gov/</p> <p>Recruitment Type: General Public - G/This position is contingent upon the approval of pending legislative actions.</p> <p>Job Duties</p> <p>The Director of Compliance and Enforcement provides strategic leadership and operational oversight for all compliance monitoring, inspections, investigations, and enforcement actions within the state's cannabis regulatory agency. This role ensures that licensed cannabis businesses operate safely, legally, and in alignment with public health and consumer protection goals. The Director is responsible for building a fair, consistent, and transparent compliance framework that supports responsible industry growth while safeguarding the public.</p> <p>Compliance Program Leadership</p> <ul> <li>Ability to design, implement, and oversee a comprehensive compliance monitoring program for all cannabis license types. </li><li>Skilled in developing compliance protocols, inspection standards, and reporting requirements. </li><li>Capacity to ensure consistent application of regulations across diverse business models and geographic regions. </li><li>Experience evaluating compliance data to identify trends, risks, and areas for improvement. </li></ul> <p>Enforcement Strategy & Oversight</p> <ul> <li>Strong understanding of administrative enforcement processes, including investigations, notices of violation, corrective action plans, and administrative hearings. </li><li>Ability to lead and manage enforcement operations, ensuring actions are fair, timely, and legally defensible. </li><li>Skilled in coordinating with legal counsel, law enforcement, and other regulatory partners. </li><li>Experience developing enforcement priorities based on risk, public safety, and regulatory objectives. </li></ul> <p>Regulatory Interpretation & Application</p> <ul> <li>Deep knowledge of cannabis statutes, administrative rules, and regulatory frameworks. </li><li>Ability to interpret complex regulations and apply them to real world compliance scenarios. </li><li>Skilled in providing guidance to licensees, staff, and stakeholders on regulatory expectations and compliance obligations. </li><li>Capacity to recommend regulatory or policy changes based on operational insights. </li></ul> <p>Field Operations & Inspection Management</p> <ul> <li>Ability to oversee field inspection teams, including scheduling, training, and quality assurance. </li><li>Skilled in developing inspection protocols for cultivation, processing, retail, testing, and transportation operations. </li><li>Experience ensuring inspections are conducted professionally, consistently, and in accordance with agency standards. </li><li>Capacity to manage high volume field operations in a dynamic regulatory environment. </li></ul> <p>Stakeholder Engagement & Communication</p> <ul> <li>Strong communication skills for interacting with licensees, community members, legislators, and partner agencies. </li><li>Ability to provide clear, accessible compliance guidance and respond to inquiries with professionalism. </li><li>Skilled in managing sensitive or high-profile compliance issues with transparency and composure. </li><li>Experience representing the agency in public meetings, hearings, or industry forums. </li></ul> <p>Leadership, Team Development & Cross Agency Collaboration</p> <ul> <li>Ability to lead compliance officers, investigators, supervisors, and administrative staff. </li><li>Skilled in performance management, coaching, and building a culture of accountability and integrity. </li><li>Experience collaborating with licensing, legal, enforcement, public health, and law enforcement partners. </li><li>Capacity to foster a unified approach to compliance and enforcement across the agency. </li></ul> <p>Risk Management & Strategic Planning</p> <ul> <li>Ability to identify emerging risks related to public safety, diversion, product integrity, and regulatory gaps. </li><li>Skilled in developing long term strategies to strengthen compliance outcomes and reduce violations. </li><li>Experience using data to inform enforcement priorities and resource allocation. </li><li>Capacity to anticipate industry trends and adapt compliance strategies accordingly. </li></ul> <p>Minimum Qualifications</p> <ul> <li>Cannabis laws, administrative rules, and regulatory frameworks. </li><li>Principles of compliance monitoring, investigations, and administrative enforcement. </li><li>Public sector operations, administrative law, and due process requirements. </li><li>Public health and safety considerations related to cannabis production and sales. </li><li>Strong analytical and investigative skills. </li><li>Excellent written and verbal communication. </li><li>Advanced organizational and project management skills. </li><li>Ability to manage complex caseloads and competing priorities. </li><li>Proficiency with compliance databases, inspection tools, and digital reporting systems. </li><li>Apply complex regulations to diverse operational scenarios. </li><li>Lead teams in a high visibility, fast paced regulatory environment. </li><li>Maintain confidentiality and handle sensitive enforcement matters. </li><li>Build trust with stakeholders and represent the agency professionally. </li><li>Promote fairness, consistency, and transparency in compliance and enforcement actions. </li></ul> <p>Required Education and Experience</p> <ul> <li>Bachelor's degree in public administration, criminal justice, regulatory affairs, business, or a related field, or equivalent combination of education and professional experience. </li><li>Significant experience (typically 5-7+ years) in compliance, investigations, regulatory enforcement, or government oversight. </li><li>Experience supervising staff or managing a regulatory, investigative, or enforcement program. </li><li>Demonstrated experience interpreting and applying statutes, rules, or complex regulatory requirements. </li></ul> <p>Additional Considerations</p> <ul> <li>Experience in cannabis regulation, controlled substances, public health, environmental health, or a similarly regulated industry. </li><li>Experience conducting or overseeing administrative investigations or hearings. </li><li>Experience working with law enforcement, legal counsel, or public sector compliance programs. </li><li>Professional certifications in compliance, investigations, or public administration. </li></ul> <p>Special Instructions</p>
