TheDepartment of Community Services (DCS)is seeking an experiencedJob Resource Specialist IV to supervise and coordinate the Ho'ala Program located in Honolulu. Thisfull-time temporary position involves managing program resources, developing and evaluating pre-employment training and job readiness workshops, overseeing staff performance, preparing budgets and reports, and maintaining strong relationships with community partners to support participants in the First to Work, Supplemental Nutrition Assistance, Vocational Rehabilitation, and related programs.</p> <p>What You'll Do</p> <ul> <li>Prepare and manage the annual budget, work plans, and program expenditures based on labor market trends and projected needs. </li><li>Supervise and coach staff by defining responsibilities, evaluating performance, and providing training and guidance. </li><li>Design, implement, and evaluate pre-employment development curriculum and job readiness workshops. </li><li>Coordinate program operations by monitoring attendance, maintaining participant records, and preparing statistical and operational reports. </li><li>Establish and maintain partnerships with contractors, employers, public agencies, and other community stakeholders to support program goals. </li><li>Perform other related duties as required. </li></ul> <p>Special Work Requirements</p> <ul> <li>Work schedule is Monday - Friday from 7:45 a.m. to 4:30 p.m. </li><li>May be required to work evenings, weekends, and holidays based on operational needs. </li></ul> <p>Apply today! Data and text messaging fees apply.</p> <p>Minimum Qualification Requirements</p> <p>At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.</p> <p>EDUCATION REQUIREMENT:</p> <p>Equivalent to graduation from an accredited four-year college or university with a bachelor's degree inbusiness administration, personnel administration or the social sciences.</p> <p>Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.</p> <p>For example:</p> <ol> <li> <p>Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.</p> </li><li> <p>Four (4) years of general work experience (does not need to be professional level experience) in employment services/case management/social services or related may substitute for a general bachelor's degree.</p> </li></ol> <p>The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.</p> <p>Verification Requirement: In order to be given credit for your education, clearly list your education credentials on your application. As part of the hiring process, you may be asked to furnish documentation to verify your education to satisfy this education qualification requirement. If available, please attach an electronic copy of your diploma and/or official transcript which shows the embossed seal or applicable FCE to your application. All information on your documentation must be legible and complete in order to be given credit.</p> <p>If you do not have your documentation to verify your education at this time, please note that if selected for the job, you will need to furnish verification documents in order to move forward in the hiring process.</p> <p>EXPERIENCE REQUIREMENT:</p> <p>Two (2) years of professional employment service, personnel, counseling, business or related work experience.</p> <p>Key Competencies and Skills Needed:</p> <ul> <li>Knowledge of the organization, policies, practices, services, and activities of local employment service programs or special programs. </li><li>Knowledge of sources of occupational and labor market information and materials. </li><li>Knowledge of principles, methods, and techniques applicable to employment service functions. </li><li>Knowledge of available community resources that complement employment service programs. </li><li>Ability to evaluate the technical adequacy and effectiveness of others' work performance. </li><li>Ability to understand, adapt, and apply various federal and state standards and requirements to the specific needs of assigned employment service functions. </li><li>Ability to secure, develop, and organize information and materials related to assigned programs and formulate and recommend standards and procedures. </li><li>Ability to assess and evaluate program reports. </li><li>Ability to establish and maintain effective working relationships with various community groups and the general public. </li><li>Ability to plan, assign, review, and evaluate the work of others. </li></ul> <p>LICENSE REQUIREMENT:</p> <p>Possession of a valid driver's license (type3/automobile), as required.</p> <p>Examination Process</p> <p>EDUCATION AND EXPERIENCE EVALUATION:</p> <p>In addition to meeting the above minimum qualifications, your application will be further evaluated.
