<p>General Summary & Essential Responsibilities</p> <p>JOB SUMMARY</p> <p>Performs professional technical and analytical work developing, maintaining, and editing maps, computer mapping files, and map data for various departmental projects, utilizing a variety of computer software and hardware. Work involves reading legal descriptions, preparing maps, utility and/or infrastructure designs, engineering record drawings, and/or graphic materials for presentations; collection of data via GPS of existing utilities and/or infrastructure for design plans and record drawings, and assisting the public with viewing and copying of archival drawings and plans.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <ul> <li>Creates, edits, and maintains maps and map data for various engineering projects, reports, and databases. </li><li>Prepares technical drawings using AutoCAD, ESRI ArcMap, or similar computer software. </li><li>Compiles and collects data for use in map creation, such as survey data, field data, as-built plans, GIS data, paper plans, deed and plat scans, sketches, and other data sources. </li><li>May create and maintain online mapping applications. </li><li>Prepares technical and engineering record drawings for proposed and constructed infrastructure, including field work to GPS installed utilities when necessary. </li><li>Reviews legal descriptions, record drawings, and as-built plans for accuracy and conformance with departmental standards. </li><li>Inputs, recalls, edits, and manipulates data and data files, prepares maps manually and through the use of computer graphics display terminals and plotters. </li><li>Utilizes computers to create, move, rotate, and plot design files; maintains and edits computer database; identifies mapping inconsistencies and errors and makes appropriate corrections; prepares meaningful graphic displays. </li><li>Links map features to attributes in a database to maintain and update data, and to select and display map features and perform analysis. </li><li>Assists the general public and other departments by providing departmental information in a verbal or graphic form. </li><li>Performs basic administrative duties including written reports, memorandums, letters, and electronic correspondence, interaction with customers, and communication through telephone and meetings. </li><li>Provide exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication. </li></ul> <p>Min. Education, Licenses and Certifications</p> <p>Education and Experience:</p> <p>An equivalent combination of relevant training, education and experience:</p> <ul> <li> <p>Associate Degree:</p> </li><li> <p>Geography</p> </li><li> <p>Computer Science</p> </li><li> <p>Planning</p> </li><li> <p>Civil Engineering</p> </li><li> <p>Two (2) years of experience in GIS, computer aided drafting and design, and mapping.</p> </li></ul> <p>Licenses and/or Certificates:</p> <ul> <li>Must maintain a valid driver's license. </li></ul> <p>Knowledge, Skills and Abilities</p> <ul> <li>Knowledge of departmental policies, plans, and procedures. </li><li>Knowledge of modern office practices, plans, and procedures. </li><li>Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications. </li><li>Knowledge of civil engineering principles, practices, instruments, and techniques related to computer drafting, mapping, graphics, and the design and construction of public works, engineering and/or utilities projects. </li><li>Knowledge of concepts and techniques of GIS data development, application programming, and geographic data analysis. </li><li>Knowledge of the operational characteristics and computer equipment used in CADD systems, hydraulic modeling programs, computerized mapping and graphics applications; ability to use computer drafting programs. </li><li>Knowledge of standard office computer equipment and software applications. </li><li>Knowledge of real estate, mapping, and surveying terminology. </li><li>Knowledge of database manipulation and connectivity. </li><li>Proficient skill with GPS and/or SPS equipment and software as relates to the assigned area of discipline. </li><li>Skill in effective communication, both orally and in writing. </li><li>Skill in prioritizing and organizing work. </li><li>Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier. </li><li>Ability to create and/or manipulate data using Auto-CAD Map, Map 3D, Civil 3D, ESRI ArcPAD, Arc-Info, ArcGIS, ArcPro, and/or similar software and GPS technologies. </li><li>Ability to read, analyze, and interpret hydrologic models, technical journals, financial reports, and legal documents relative to the assigned area of discipline. </li><li>Ability to work with elevation and spatial measurement tools to define hydraulic conditions, collect data, establish facts, document conditions, and draw valid conclusions. </li><li>Ability to work with mathematical concepts. </li><li>Ability to read and interpret civil engineering designs, plans, and specifications. </li><li>Ability to prepare applications for various permits from local and State agencies in relation to design and maintenance of projects and follow up with various permit agencies to keep Charlotte County in compliance with conveyed permit conditions as assigned. </li><li>Ability to make recommendations and to use resourcefulness and tact in solving new problems. </li><li>Ability to follow technical and complex written and oral instructions in conducting difficult procedures and tests. </li><li>Ability to maintain accurate records and reports. </li><li>Ability to ascertain priorities and meet deadlines and objectives. </li><li>Ability to operate a motor vehicle. </li><li>Ability to provide internal/external guidance and customer assistance via all forms of communication. </li><li>Ability to use computers for data entry, word processing, and/or accounting purposes. </li><li>Ability to author reports, business correspondence, and procedure manuals. </li><li>Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public. </li></ul> <p>Supplemental Information</p> <p>PHYSICAL DEMANDS</p> <p>Walking, sitting, hearing, seeing up close, talking, standing, finger movement, repetitive motions. Dependent upon position assignment, may frequently lift up to 25 pounds and occasionally up to 50 pounds.</p> <p>WORK ENVIRONMENT</p> <p>Work is performed in a relatively safe, and secure work environment. Work is primarily performed in an indoor, climate-controlled environment but has some degree of exposure to disagreeable elements (e.g., irate customers, extreme noise, heat, odors, heights and/or dust).</p> <p>RISK/SAFETY CONDITIONS</p> <p>The position requires no exposure or risk related to physical and/or mental health and safety.</p> <p>To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily.
