<p>Job Title: Navy Program Manager</p> <p>Job Description</p> <p>We are seeking a Navy Program Manager to oversee our Navy In-Service Engineering contracts in Philadelphia, PA. The ideal candidate will have experience with the Naval Sea Systems Command (NAVSEA) or similar organizations and possess a strong understanding of the acquisition, modernization, and life-cycle support processes for naval ship systems.</p> <p>Responsibilities</p> <ul> <li>Provide administrative and programmatic leadership for multi-disciplinary contract program support related to shipboard hull, mechanical, and electrical systems. </li><li>Manage technical project and program tasks including planning, hiring, staffing, and scheduling. </li><li>Participate in testing or tasking onboard US Navy ships, which may require limited travel. </li><li>Oversee contract, task instruction, and delivery order management. </li><li>Control financial aspects and cost management. </li><li>Manage subcontractors and personnel, including supervision. </li><li>Handle stakeholder and customer management, program reviews, and communication. </li><li>Conduct change and risk management. </li><li>Ensure high-quality deliverables are delivered on time by reviewing contract data requirements, technical/status reports, and invoices. </li><li>Report internally and externally. </li><li>Participate in business development efforts and capture management. </li></ul> <p>Essential Skills</p> <ul> <li>Bachelor of Science Degree in Engineering or a related technical degree. </li><li>Active Secret Level Security Clearance. </li><li>Project Management Professional (PMP) Certification or DAWIA Level III in Program Management is a plus. </li><li>10 years of experience in DoD/Navy program management, government technical management, or industry business management. </li><li>Experience in managing engineering projects involving naval ship systems. </li><li>Effective communication skills with internal and external stakeholders. </li><li>Attention to detail and application of project management principles. </li><li>Leadership, mentorship, and personnel management skills. </li><li>Experience in risk and financial management. </li><li>Understanding of contract data requirements and scheduling using Project and Excel. </li></ul> <p>Additional Skills & Qualifications</p> <ul> <li>MS in a technical or managerial discipline is a plus. </li><li>Experience with Navy's In-Service Engineering Agents (NSWCPD) in controls, networks, cyber, or propulsion, auxiliary, logistics, and modernization business areas. </li><li>Subject Matter Expertise in Navy ship Hull, Mechanical, and Electrical systems is a plus. </li><li>Ability to lift, carry, and transport heavy equipment weighing at least 30 lbs. </li><li>Capability to work on and climb ladders, aboard ships, in shipyards, under industrial conditions, and in confined spaces. </li></ul> <p>Work Environment</p> <p>The position is based onsite at the Philadelphia Shipyard.</p> <p>Job Type & Location</p> <p>This is a Permanent position based out of Philadelphia, PA.</p> <p>Pay and Benefits</p> <p>The pay range for this position is $100000.00 - $135000.00/yr.</p> <p>Competitive Pay and PTO 11 Paid Holidays 401(k) with Matching Medical and Dental Insurance Life and Disability Insurance</p> <p>Workplace Type</p> <p>This is a fully onsite position in Philadelphia,PA.</p> <p>Application Deadline</p> <p>This position is anticipated to close on Apr 15, 2026.</p> <p>Diversity, Equity & Inclusion</p> <p>At Actalent, diversity and inclusion are a bridge towards the equity and success of our people.
