<p>Job Summary</p> <p>Collier County Board of County Commissioners is seeking an individual for the position of Director - Public Transit and Neighborhood Enhancement to plan, direct, review, and supervise the public transit system and neighborhood enhancement program within Collier County.</p> <p>The Public Transit and Neighborhood Enhancement (PTNE) Division is responsible for the safe and efficient operation of the County's Public Transit system (Collier Area Transit) which consists of 19 Fixed routes and a door-to-door paratransit system. These services seek to provide mobility options that improve access to destinations throughout the County, reduce congestions on our roadways, and limit the impact on the carbon footprint. CAT is managed by a small team of County staff and the County hires an operating vendor to conduct the day-to-day operations. The System's Fleet is maintained by highly experienced staff under the County's Fleet Management Division.</p> <p>PTNE is also responsible for managing 12 Municipal Service Taxing Units (MSTU). A MSTU is a funding mechanism for community members to create, through approval of the Board of County Commissioners, a special taxing district to make improvements to their neighborhood and/or community or to provide additional services based on community desires. Improvement can include:</p> <ul> <li>Beautification </li><li>Drainage Improvements </li><li>Roadway Improvements </li><li>Powerline Underground Burial </li><li>Waterway Dredging </li><li>Potable Water Connections </li><li>Lighting Improvement </li></ul> <p>Essential Functions</p> <ul> <li>Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; interviews and selects new employees; coordinates staff training activities. </li><li>Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise. </li><li>Ensures divisional compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. </li><li>Consults with County Administration, County officials, or other officials to review division operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; attends meetings of Board of County Commissioners and Advisory Committees, and provides recommendations; prepares executive summaries for Board meetings. </li><li>Develops, recommends, updates, and implements policies and procedures pertaining to alternative transportation modes. </li><li>Develops and implements long and short-term plans, goals, and objectives for the division; prepares major updates to alternative transportation modes; evaluates efficiency and effectiveness of division operations, programs, methods, and use of resources, and implements improvements as needed. </li><li>Develops and implements division budget; monitors expenditures to ensure compliance with approved budget; prepares and submits grant applications to obtain funding for projects/activities from federal, state, or other funding agencies. </li><li>Plans, directs, reviews, and supervises operations and activities of the PTNE Division; evaluates existing alternative transportation modes; reviews and provides comments on development and implementation additional alternative transportation modes and determine impact of proposed development; makes recommendations concerning conditions or changes to development plans as appropriate; reviews transportation study reports reflecting results/conclusions of transportation/transit projects or policy implications and recommends revisions or approval; prepares scopes of service for projects. </li><li>Manages Public Transit activities to ensure compliance with state/federal guidelines governing funding of alternative transportation programs; develops Transit documents, including budgets and state/federally mandated documents such as Transit Development Plan (TDP); Transit Asset Management Plan (TAM); or Public Transportation Agency Safety Plan (PTASP); ensures timely submission of required reports/documents. </li><li>Attends meetings, serves on committees, and makes presentations as needed; conducts Public Transit Advisory committee meetings; serves as Transit expert on various committees; presents alternative transportation modes to other governmental entities, community groups, and other organizations; attends regional/state meetings relating to transit and alternative transportation issues. </li><li>Educates communities about the Municipal Services Taxing Unit/Benefit Unit process; provides guidance with the establishment of such units; works with the County Attorney's Office, Office of Management & Budget, and Constitutional Offices to create applicable unit. </li><li>Manages established MSTU/BU, including implementing all impactful projects and initiatives desired by the MSTU/BU and coordinates efforts to ensure meeting the established purpose. </li><li>Manages Advisory Boards and associated budgets for each MSTU and monitors operational expenditures for fiscal compliance. </li><li>Oversees selection and supervision of outside consultants and contractors; reviews and evaluates consultant proposals and contracts; reviews progress reports and approves consultant activities; resolves conflicts and problems involving consultants/contractors. </li><li>Coordinates division projects and activities with those of other divisions, contractors, consultants, outside agencies, or others as needed. </li><li>Provides information to developers, consultants, the public, County staff, and County officials; responds to questions and complaints; research problems/complaints and initiates problem resolution. </li><li>Compiles or monitors administrative and/or statistical data pertaining to division operations; analyzes data and identifies trends; summarizes data and prepares reports. </li><li>Performs administrative tasks; reviews documentation prepared by staff members; reviews/approves timesheets and leave requests; reviews/approves invoices and payment vouchers; prepares, reviews, and approves travel requisitions and training requisitions. </li></ul> <p>Minimum Qualifications</p> <ul> <li>Bachelor's degree is required. </li><li>Six (6) years of related experience. </li><li>Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805. </li><li>Fingerprinting Required. </li></ul> <p>Supplemental information</p> <ul> <li>Salary offers above the minimum of the pay grade may be considered based on qualifications. </li><li>Essential Employees may be required to work during an undeclared emergency and/or declared emergency.
