This role is responsible for the overall development, configuration, maintenance, administration, and technical support of the ESRI GIS Platform and related applications, to ensure system integration with business operations. The position will serve as primary support for several business-critical applications within our GIS and Specialized Business Solutions domain.</p> <p>This role is expected to contribute to the evolution of GIS and related systems by bringing forward ideas, identifying opportunities for improvement, and influencing solution direction in collaboration with senior technical leadership to improve system effectiveness, scalability, and alignment with business needs.</p> <p>Generally, the hiring range is $97,485-$121,856 annually. View the full Employee Benefits Guide.</p> <p>View the full job description here</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES:</p> <ul> <li>Key duties and responsibilities of this Senior IT Systems Analyst position include, but are not limited to, the items listed below. </li><li>Serves as an IT Application Owner for key GIS and Specialized Business Solutions applications including the County's ESRI GIS Platform and integrations. </li><li>Develops and maintains standard operating procedures to support various GIS solutions. </li><li>Assists County business units in the development of application lifecycle management strategies, including preventative maintenance, upgrades, flushing out new demands, renewal and replacement strategies, roadmaps, and financial planning. </li><li>Coordinates with cross-divisional IT staff on the integration of solutions across the enterprise. </li><li>Leads solution assessment activities for new GIS solutions to meet new County business needs. </li><li>Participates in the development of programs, projects, and roadmaps to meet the IT strategic needs of the Specialized Business Solutions departments. </li><li>Evaluates current trends in GIS principles, practices, procedures, and technology; makes recommendations for implementation; assists in the development of operational priorities related to a business unit's asset management needs. </li></ul> <p>OTHER DUTIES AND RESPONSIBILITIES:</p> <ul> <li> <p>Assists in defining project scope, requirements, timeline, hardware/software solutions, system test plans, process modeling, feature decomposition, and milestones.</p> </li><li> <p>Responsible for troubleshooting, configuration, testing, and maintenance of production software systems.</p> </li><li> <p>Provides capacity planning, monitoring and maintenance of designated systems.</p> </li><li> <p>Develop and maintain relations with 3rd party support and vendors.</p> </li><li> <p>An in depth understanding of County business processes supported by the system.</p> </li><li> <p>Participates in team-based development and support environments.</p> </li><li> <p>Implements solutions on behalf of the departments to provide technology improvements for expanding business capabilities.</p> </li><li> <p>Adheres to established Douglas County best practices, standards, and agreed upon design patterns for application implementation, application configuration, user interfaces, integration, naming, and testing on the application platforms they support.</p> </li><li> <p>Analyzes and documents business users' requirements, clarifying inconsistencies, conflicts, or ambiguities, to effectively model business processes in software.</p> </li><li> <p>Evaluates techniques and processes and makes recommendations that will improve the team's effectiveness and capabilities.</p> </li><li> <p>Configures and migrates system and application parameters across multiple instances, ensuring consistency of the solution configurations.</p> </li><li> <p>Troubleshoots and resolves application, configuration, and data integrity issues for all assigned solutions.</p> </li><li> <p>Creates and maintains reports on the supported platform(s).</p> </li><li> <p>Collaborates with IT teams to define, operationalize, and deliver IT services.</p> </li><li> <p>Explores and applies AI-assisted tools to improve efficiency in technical documentation, analysis, and solution delivery, and identifies opportunities to enhance systems through emerging AI capabilities.</p> </li><li> <p>Performs other duties as assigned including participation in projects where their skills are applicable. This may include, but are not limited to, work on asset management systems, data engineering, business intelligence efforts, workflow, and web page content management.</p> </li></ul> <p>MINIMUM QUALIFICATIONS:</p> <p>EDUCATION and/or EXPERIENCE:</p> <ul> <li>A Bachelor's degree in Management Information Systems, Geographic Information Systems, Computer Information Systems, or a closely related field from an accredited college or university is required. Alternatively, a combination of education and/or additional relevant experience may be considered. </li><li>Two years' experience working within Waterfall or Agile Methodologies is required. </li><li>Two years' Experience with enterprise GIS (ArcGIS Platform - ArcGIS Online, Enterprise, Server, Pro, etc.) integrations with business systems is preferred. </li><li>A minimum of two years of experience writing Structure Query Language (SQL) queries is preferred. </li><li>Five years' experience of platform development, configuration and support of COTS, SAAS or PAAS applications is preferred. </li><li>Three years' experience with enterprise land & asset management systems (i.e. CartegraphOMS, CityWorks, BeeHive, FASTER, etc.) is preferred. </li><li>Previous software engineering/development experience is preferred. </li><li>Project management and/or cross-functional team leadership experience is preferred. </li></ul> <p>CERTIFICATIONS/LICENSES:</p> <ul> <li>ITIL v3 (or higher) is preferred. </li><li>Agile Scrum Foundation is preferred. </li><li>A valid driver's license is required to drive to Douglas County facilities for meetings. </li></ul> <p>ADDITIONAL INFORMATION:</p> <p>Closing Date: 4/24/2026 4:59PM MST.
