<p>Description</p> <p>SCOPE OF WORK</p> <p>The Department of Energy (DOE) Hanford Field Office (HFO) requires general support services for the Assistant Manager for the River and Plateau (AMRP). AMRP requires three (3) full-time equivalent (FTE) general support contractor (5760 labor hours). Of the three FTEs, one will serve as the lead coordinator. All three FTEs will provide support in the following areas:</p> <ul> <li>Earned Value, Metrics, & Reporting </li></ul> <p>o Monitor and analyze project performance using Earned Value Management principles to recognize and report adverse trends to respective Subject Matter Experts, Division Directors, and Assistant Managers;</p> <p>o Monitor and analyze project milestones and performance metrics;</p> <p>o Integrate monthly analyses through workbook and meetings with input from the contractors and the HFO Subject Matter Experts for inclusion in One Enterprise Management System (OEMS), Project Analysis Reporting System 2 (PARS 2), and Contractor Performance Assessment Reporting System (CPARS);</p> <ul> <li>Budget </li></ul> <p>o Prepare an integrated annual budget request and provide responses to various budget data calls pertaining to budget requests;</p> <p>o Analyze contractor spend plans and budget forecasts;</p> <p>o Assist with strategic planning and document updates;</p> <ul> <li>Baseline Management </li></ul> <p>o Evaluate current schedule data and analyze the critical path schedules to recognize and report adverse trends to respective Subject Matter Experts, Division Directors, and Assistant Managers;</p> <p>o Provide scheduling support to Subject Matter Experts, Division Directors, and Assistant Managers;</p> <p>o Support HFO baseline schedule, estimate, and risk updates and life-cycle planning;</p> <p>o Support baseline reviews, HQ Peer Reviews, and other reviews as required; including recommendations and assessments of technical and non-technical project issues;</p> <p>o Evaluate and review risks, risk register, and assure accuracy of risk reports and risk management plans;</p> <ul> <li>Capital Projects </li></ul> <p>o Support capital projects through the 413.3B process and budgeting requirements;</p> <ul> <li>Contract Management </li></ul> <p>o Support the review and analysis of Independent Government Estimates;</p> <p>o Support evaluation and review of statements of work and work scope strategy for appropriateness and accuracy;</p> <p>o Support development of requests for proposal, proposal evaluations, and other contract documents;</p> <p>o Support contract change control;</p> <ul> <li>Reviews/Audits </li></ul> <p>o Assist with reviews of invoices and baseline submittals;</p> <p>o Support the respective Division Directors (DD) and Assistant Managers (AM) in preparing for project reviews and/or other draft presentations to HFO Management, Environmental Management - Headquarters (HQ) Management, etc;</p> <p>o ??Support the Environmental Liability and GAO audits;</p> <p>Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner. The Contractor employee shall submit a weekly report to the technical monitor addressing work accomplished, and deliverable progress.</p> <p>Requirements</p> <p>MINIMUM QUALIFICATIONS REQUIRED</p> <p>Contractor personnel shall possess the following minimum qualifications:</p> <ul> <li>Education - BA degree in relevant field of study. Ten years of experience may be substituted for BA degree. </li><li>At least 10 years of experience in project controls/project management. This is in addition to any experience used to substitute for educational qualifications. </li></ul> <p>PREFERRED EXPERIENCE & CAPABILITIES</p> <ul> <li>Excellent verbal and written communications skills; </li><li>Proficient with MS Word, MS Excel, MS PowerPoint, and Primavera (P6); </li><li>Knowledge of reporting systems including One Enterprise Management System (OEMS) and Project Analysis Reporting System 2 (PARS 2), Hanford Data Integrator (HANDI), and COBRA; or similar systems. </li><li>Experience related to Hanford's environmental cleanup activities including deactivation, decontamination, decommissioning, and demolition of industrial and nuclear facilities, remediation of waste sites, groundwater, waste management/disposition, and CERCLA/RCRA documentation is preferred. </li><li>A knowledge of DOE/HFO policies and procedures. </li><li>Knowledge of program and project management practices, policies, and procedures; preference for knowledge of and experience with DOE Order 413.3B, "Program and Project Management for the Acquisition of Capital Asset Projects." </li><li>Experience with cost estimating, risk management, and scheduling on a DOE project. </li><li>Expertise in budgeting, resource planning & allocation, and business management practices. </li><li>Experience with project planning, tracking, reporting, and management. </li><li>Experience with audits, project evaluations, and baseline change control. </li><li>Experience with risk identification, mitigation, and management. </li><li>Experience in process improvement. </li><li>Sufficient knowledge of contract change management to prepare requests for proposals, review independent government estimates, evaluate contractor proposals, and produce/maintain performance/fee documentation. </li><li>Knowledge of the Hanford Federal Facility Agreement and Consent Order </li><li>Familiarity with, or ability to quickly learn and utilize, various technology management tools used at Hanford. </li></ul> <p>REQUIRED TRAINING (OTHER THAN HGET)</p> <p>o None</p> <p>OTHER REQUIREMENTS</p> <ul> <li>Weekly status report emailed to the technical monitor at the end of each week. The weekly report shall be as detailed as requested by the technical monitor. </li><li>Non-Disclosure/Conflict of Interest form signed by both the general support contractor and authorized contractor representative must be submitted to procurement before any work/support can start. </li><li>Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors. </li><li>Compliance with site specific safety and security requirements, including badging and office protocols. </li><li>U.S. Citizenship </li></ul> <p>PLEASE NOTE: THE STATE OF WASHINGTON REQUESTS A SALARY RANGE ACCOMPANY A JOB POSTING.
