<p>General Description</p> <p>Highly responsible position overseeing the Financial Unit of the Administrative Division of the Police Department. Work is performed under the direction of the Chief of Police.</p> <p>Essential Job Functions</p> <ul> <li>Prepares, processes, and administers annual operating and capital improvement project (CIP) budgets. </li><li>Prepares periodic financial and statistical reports and statements. </li><li>Oversees all purchases for the Police Department. </li><li>Installs new and modifies existing office procedures to ensure most efficient use of time, labor and accurate output; assembles and summarizes information from files and documents. </li><li>Assists with compiling and preparing Grant applications and reports of same. </li><li>Maintains files on each department employee. Maintains mandatory Florida Department of Law Enforcement (FDLE) records for sworn personnel. Works closely with FDLE representatives on FDLE requirements and is contact person for periodic inspections by FDLE. </li><li>Prepares staff papers and reports, including those which require independent research; types and proofreads confidential and general letters, reports and numerical tabulations. </li><li>Attends meetings and conferences and prepares summaries as required. </li><li>Assists the Chief of Police in maintaining Florida Law Enforcement Accreditation. </li><li>Reviews all files at the end of each calendar year; referring files to storage for retention. </li><li>Member of Senior Staff, attending all staff meetings. </li><li>Oversees department inventory of equipment and supplies. </li><li>Maintains yearly current city and confidential vehicle tag records and registration for all department vehicles. </li><li>Makes sure all officers are receiving monthly salary incentive pay, supplemental pay, and specialty pay. </li><li>Works closely with Human Resources and Finance on personnel issues and hiring process. </li><li>Serves as a liaison between the department and other City departments, outside agencies, and the public on budgetary, contract, and financial matters. </li><li>Maintains department personnel documents and assists in personnel processes. </li><li>Supervises administrative staff. </li><li>Prepares legal requests for matters regarding the police department as backup. </li><li>Prepares agenda items for Commission as backup. </li><li>Performs advanced administrative/professional support functions; work involves initiative and independent judgment in resolving general to complex accounting/purchasing problems and discrepancies. </li><li>Performs other functions as required and directed. </li></ul> <p>(These essential job functions are not to be construed as a complete statement of all duties performed. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.</p> <p>Knowledge/Skills/Abilities</p> <ul> <li>Knowledge of accounting principles, practices and procedures and ability to effectively apply such knowledge. </li><li>Skill in leadership and management, to include team building and motivational skills. </li><li>Skill in the use of small office equipment, including copy machines and multi-line telephone systems. </li><li>Skill in use of computers for data entry, word processing and accounting purposes. </li><li>Ability to analyze financial reports and to prepare, present and implement complex financial reports, statements and department budget. </li><li>Ability to effectively supervise administrative staff. </li><li>Ability to effectively communicate (written and oral) and to understand, interpret and carry out instructions. </li><li>Ability to establish and maintain effective working relationships and to communicate with other City employees, city departments and outside agencies. </li><li>Ability to effectively present information and respond to questions from groups of managers, customers, and the general public. </li><li>Ability to perform basic mathematical calculations and draw logical conclusions. </li><li>Ability to use computer software programs such as Microsoft Excel, Access, PowerPoint, Word and the City's computer systems. </li><li>Ability to research and prepare documents and reports, compose letters, and memoranda. </li><li>Ability to make decisions in accordance with departmental rules, regulations and policy. </li><li>Ability to organize, prioritize, and manage daily work assignments, special assignments and ensure task completion. </li></ul> <p>WORK ENVIRONMENT</p> <p>The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Additional requirements include: balancing, climbing, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.Position may require the operation of a City vehicle(Occasional=1-3 Hrs; Frequent=3-5 Hrs; Constant=5-8 Hrs - Per Workday)</p> <p>Education, Experience, Licenses and Certifications</p> <p>Education and Experience:</p> <ul> <li>Bachelors degree in Business Administration required. </li><li>Four (4) years extensive experience in performing administrative work of a progressively responsible nature, two (2) years of which shall have been in a supervisory capacity. </li><li>Corporate or legal background preferred. </li></ul> <p>(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)</p> <p>Licenses and Certifications:</p> <ul> <li>Possession of or ability to obtain a valid Florida driver's license by date of hire. </li><li>Will be required to submit to a State and National Criminal Background Investigation. </li></ul> <p>Emergency Response Responsibility</p> <p>Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event.
