<p>APPLY NOW</p> <p>PURPOSE: The purpose of this position is to inspect construction on existing properties and new construction; review building permits for properties to be appraised; and prepare scale drawings of buildings. The work is performed under the supervision of the Commercial Appraisal Analyst or the Supervisor- Residential Appraisals.</p> <p>JOB DESCRIPTION:</p> <ul> <li>Plans inspections. Compiles and examines information such as blueprints, building permits within the department computer, worksheets, maps, etc., for properties to be inspected. </li><li>Creates an index to be exported into a handheld computer for input of field data collection information. </li><li>Locates parcels using a GIS mapping system. </li><li>Conducts field audits of construction on existing properties and new construction. Measures and sketches a detailed diagram of structures into the computer. </li><li>This includes basic structures such as small office or retail shops as well as large warehouses, manufacturing plants, senior living facilities, apartments, and multi-story office buildings. </li><li>Enters building materials used in foundations, exterior/interior walls, floors, finishes, electrical, roofs, and plumbing. Estimates age of improvement and condition to apply to cost approach. </li><li>Records information from property owners and construction personnel. </li><li>Classifies construction as to quality and attention to detail work. </li><li>Reviews data collected and analyzes new cost approach value prior to leaving property. </li><li>Completes utility assessment reports to be filed with State Tax Commission. </li><li>Calculates the New Construction amount for new data collected and adds the proper coding. </li><li>Maintains knowledge of construction industry and materials; construction site safety standards; appraisal process and real estate assessment regulations; and department procedures and policies. </li><li>Trains new employees and assists them with becoming acclimated to the field appraiser process. </li><li>Assists taxpayers by telephone and in-person with appraisal process questions. </li><li>Locates permit identification numbers. </li><li>Receives new subdivision plats, completes form with necessary appraisal information. </li><li>Conducts yearly field audits on commercial Board of Equalization appeals and updates supporting documentation. </li><li>Assess commercial buildings to determine any changes in occupancy. </li><li>Reviews agricultural parcels in commercial neighborhood codes to ensure proper farming practices are being implemented to secure agricultural property classification. </li><li>Gather information from leasing agents, conduct investigations, and assist in generating values for the income approach. </li><li>Photograph and perform field audits on existing commercial structures for sales validation. </li><li>Input commercial building permits. </li><li>Assist the Special Assessment Department with cellular towers and exempt property field audits. </li><li>Assist the residential department by conducting field audits whenever required. </li><li>Answers the phones. </li><li>Performs other duties as assigned. </li></ul> <p>REQUIREMENTS:</p> <ul> <li> <p>Education</p> </li><li> <p>General or technical high school diploma or equivalent required</p> </li><li> <p>Vocational/technical training in real estate appraisal preferred</p> </li><li> <p>Certifications</p> </li><li> <p>A valid motor vehicle operator's license and satisfactory driving record required.</p> </li><li> <p>Job Experience</p> </li><li> <p>Two years real estate appraisal or construction industry experience highly preferred.</p> </li><li> <p>Employment is contingent on successfully passing a full criminal background check.</p> </li><li> <p>Requires the successful completion of the following tests:</p> </li><li> <p>Basic Math Test - Minimum score 75%</p> </li><li> <p>Written Appraisal Test - Minimum score 50%</p> </li><li> <p>*Please call the Human Resources Office at 636-949-7320 to schedule on-site testing.</p> </li></ul> <p>BENEFITS: This is a full-time 40 hour per week position which includes a full range of benefits including Paid Time Off, Extended Medical Leave, Holidays, Employee Health, Dental, Life, Disability, Retirement, and Tuition Assistance programs.</p> <p>TO APPLY: All applications must be submitted using the APPLY NOW link above.
