<p>DEPARTMENT</p> <p>PUBLIC WORKS -TRAFFIC</p> <p>SALARY</p> <p>$59,217.60-$81,972.80</p> <p>FLSA</p> <p>EXEMPT</p> <p>CIVIL SERVICE</p> <p>INCLUDED</p> <p>BARGAINING UNIT</p> <p>NON - BARGAINING</p> <p>GENERAL STATEMENT OF DUTIES</p> <p>The Smart City Specialist will play a critical role in advancing the City of Waterloo's efforts to integrate cutting-edge technology and data-driven solutions into an urban infrastructure. This role involves working on smart city projects that enhance the quality of life, sustainability, and operational efficiency by leveraging IoT, data analytics, artificial intelligence (AI), and other digital innovations.</p> <p>EXAMPLES OF ESSENTIAL FUNCTIONS (Illustrative only)</p> <p>These functions are considered essential for successful performance in this job classification.</p> <ul> <li>Project Development & Implementation: Lead and manage initiatives to implement smart city technologies in transportation, energy management, infrastructure, department software, and urban services. Projects may include smart grids, smart traffic systems, public safety innovations, IoT-connected infrastructure, sustainable energy solutions, and both inter- and external department software. </li><li>Collaboration & Stakeholder Engagement: Work with city officials, city staff, tech companies, and community organizations to ensure alignment with city goals and address local challenges. Facilitate collaboration with government agencies, private partners, and non-profits to foster successful partnerships. </li><li>Data Management & Analysis: Oversee the collection, processing, and analysis of city data (e.g., traffic, workflow, utilities) to generate insights that inform decision-making. Utilize AI and machine learning models to predict trends and optimize city operations for better performance. </li><li>Technology Integration & Innovation: Stay abreast of emerging smart city technologies, such as autonomous vehicles, fiber optics, 5G, renewable energy, and advanced sensor networks. Explore how these technologies can be integrated into the city's infrastructure to address pressing city issues. </li><li>Policy & Regulatory Compliance: Work with city officials to ensure that smart city projects comply with local, state, and federal regulations, including privacy laws, cybersecurity, and environmental standards. </li><li>Sustainability Initiatives: Identify opportunities to use technology to drive environmental sustainability, such as reducing energy consumption, improving waste management, and promoting green energy solutions. </li><li>Public Engagement & Education: Develop outreach programs to educate citizens about the benefits of smart city technologies and encourage public participation in technology-driven city initiatives. </li><li>Continuous Improvement: Monitor the success of deployed technologies and systems, identify areas for improvement, and recommend alternative changes or expansions. Use performance metrics to track the impact of smart city projects. </li></ul> <p>REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES</p> <ul> <li>Education: Bachelor's degree in City Planning, Computer Science, Engineering, Environmental Science, Traffic Engineering, or a related field. A Master's degree in a relevant area is a plus. </li><li>Any experience in a smart city, city planning, or technology-related role. </li><li>Experience with IoT systems, smart grids, urban infrastructure, or AI applications in urban settings. </li><li>Strong project management experience with the ability to manage multiple projects and complex timelines. </li><li>Proficiency in data analysis tools, programming languages (Python, R, etc.), and GIS systems. </li><li>Knowledge of smart city technologies such as smart meters, connected infrastructure, autonomous vehicles, and green energy systems. </li><li>Familiarity with cloud computing platforms and city management software. </li><li>Collaborative mindset and ability to work in cross-functional teams. </li><li>Ability to review work logs and statistical data and present facts and findings clearly and concisely. </li><li>Ability to enforce rules, policies and procedures; ability to observe and enforce appropriate safety precautions. </li><li>Ability to understand, give and carry out written and verbal instructions. </li><li>Ability to discuss work-related issues with the public tactfully and promptly in a clear, concise and easily understandable manner. </li><li>Ability to complete assigned work without direct supervision. </li><li>Ability to write grants and manage grant projects, particularly state and federal grants. </li><li>Ability to travel inside and outside in all types of weather conditions to review work sites, meet with the public, and to attend meetings; will require driving to and from the destination and/or physically moving from one City facility or work site to another. </li><li>Ability to consult and communicate orally and in writing to read, analyze, record and interpret complex technical data, review materials on a variety of projects, present facts and findings clearly and concisely, give advice and recommendations, and respond to questions by the public, public officials, coworkers and contractors; ability to prepare written reports, complete forms and perform required record keeping. </li><li>Knowledge of occupational hazards and the safety precautions necessary in traffic operations. </li><li>Ability to maintain effective working relationships with other City departments, supervisor and subordinates. </li><li>Ability to work independently and with others with little or no supervision. </li><li>Ability to work with people from a broad variety of social, economic, racial, ethnic and educational backgrounds. </li><li>Attend work regularly at the designated place and time. </li><li>Perform all work duties and activities in accordance with City policies, procedures and OSHA, City, and Traffic Operations safety rules and regulations. </li><li>Performs all other related duties as assigned. </li></ul> <p>Preferred Qualification:</p> <ul> <li>Experience working on any government development or smart city projects. </li><li>Knowledge of local urban challenges in Waterloo, IA. </li><li>Certifications in smart cities, urban technology, or project management (e.g., PMP, LEED, PE). </li></ul> <p>ACCEPTABLE EXPERIENCE & TRAINING</p> <ul> <li>Construction, electrical, or electronics experience a plus </li><li>Ability and willingness to learn traffic signal system simulation and optimization (VISSIM & VISTRO). </li><li>Ability to function with independent judgment and skill to plan, assist and supervise the work of others as it relates to engineering principles and practices. </li></ul> <p>ESSENTIAL PHYSICAL ABILITIES</p> <ul> <li>Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively with coworkers, vendors, contractors, elected officials, Federal, State and other government regulatory agencies in person or over a phone, to understand and give verbal instructions and respond to questions from the public or coworkers. </li><li>Sufficient personal mobility and physical reflexes that permit the employee to operate a passenger vehicle (generally a passenger vehicle) safely in all types of weather and a variety of street conditions and to access work sites in all areas of the City. </li><li>Sufficient vision or other powers of observation that permit the employee to review a variety of written material, to operate a passenger vehicle and to complete regulatory reports. </li><li>Sufficient manual dexterity that permits the employee to operate a personal computer, handle files and perform other administrative/technical responsibilities. </li></ul> <p>MISCELLANEOUS EMPLOYMENT REQUIREMENTS AND CONDITIONS</p> <ul> <li>Required to possess or obtain a State of Iowa-issued driver's license. Good driving record based on City of Waterloo driver performance criteria. </li><li>Willing to comply with the City of Waterloo's residency policy regarding emergency response time by residing within a thirty-mile radius of the city within the six-month probationary period </li><li>The City of Waterloo reserves the right to require a physical examination, including a drug test, by a physician of the City's choice to determine if an applicant can perform the essential functions of the job classification. </li><li>The City of Waterloo will conduct a background investigation, including employment, education and criminal history checks on any applicant being considered for this position. </li><li>Must submit to and pass oral interview(s). </li></ul> <p>WORK SCHEDULE</p> <p>Generally, Monday-Friday, 7:00 a.m. - 4:00 p.m. with one hour unpaid lunch. Must be available for department or City activities or meetings that require the attendance of the Smart City Specialist.</p> <p>Employees hired in this job classification may be cross-utilized in other City departments in emergency and non-emergency situations as determined by the workload.
