<p>General Functions:</p> <p>Responsible for the enforcement and administration of building, zoning, and related municipal codes to protect the health, safety, and welfare of the community in accordance with local, state, and federal laws and regulations. Duties include permitting, inspections, plan review, investigations, code enforcement, and compliance monitoring for residential, commercial, and public properties. Interprets and enforces the Massachusetts State Building Code, local zoning ordinances, municipal codes, and other applicable regulations related to construction, occupancy, and property maintenance.</p> <p>Duties and Responsibilities</p> <p>Functions include, but are not limited to:</p> <ul> <li>Building Inspections and Code Enforcement: </li></ul> <p>Conduct inspections of residential, commercial, and industrial properties to ensure compliance with applicable building, zoning, health, and safety codes. Inspect new construction, renovations, alterations, repairs, and occupancy changes. Investigate complaints related to unsafe structures, illegal construction, property maintenance, and zoning violations. Issue notices of violation, citations, stop-work orders, and other enforcement actions as necessary. Prepare detailed inspection reports and maintain accurate records.</p> <ul> <li>Plan Review and Permitting: </li></ul> <p>Review building plans, construction documents, permit applications, and specifications for compliance with state and local building codes, zoning requirements, and safety regulations. Coordinate with contractors, property owners, architects, engineers, and other departments regarding permitting requirements and code compliance. Assist with issuing permits and certificates of occupancy.</p> <ul> <li>Property and Safety Inspections: </li></ul> <p>Identify structural deficiencies, unsafe conditions, fire hazards, sanitation concerns, and violations involving electrical, plumbing, mechanical, ventilation, and related building systems. Conduct inspections of vacant, abandoned, or condemned properties as needed. Recommend corrective actions to ensure public safety and compliance.</p> <ul> <li>Complaint Investigation and Enforcement: </li></ul> <p>Respond to complaints from residents, businesses, and public agencies regarding building code violations, unsafe conditions, and zoning concerns. Gather evidence, document findings, and work with property owners to achieve compliance. Coordinate enforcement actions when necessary in accordance with applicable laws and regulations.</p> <ul> <li>Public Assistance and Education: </li></ul> <p>Provide information and guidance to residents, contractors, business owners, and the general public regarding building regulations, permit requirements, inspection procedures, and code compliance. Maintain professional and effective communication with the public while delivering high-quality customer service.</p> <p>Minimum Qualifications</p> <p>In accordance with M.G.L. c. 143, § 3 and 780 CMR 110.R7, candidates for appointment as a Local Building Inspector must meet or exceed the following minimum qualifications prior to or as a condition of appointment:</p> <ul> <li>At least five (5) years of experience in the supervision of building construction or building design; or </li><li>A two-year associate degree in a field related to building construction or design; or </li><li>A combination of education and experience that, in the determination of the Board of Building Regulations and Standards (BBRS), provides equivalent knowledge and ability; and </li><li>General knowledge of the quality and strength of building materials, accepted requirements for building construction and fire prevention, light and ventilation, safe means of egress, and other equipment and materials essential for the safety, comfort, and convenience of building occupants; and </li><li>Ability to obtain and maintain certification as a Local Inspector by the BBRS in accordance with 780 CMR 110.R7 within the timeframes established by the Commonwealth of Massachusetts, if not already certified at the time of hire; and </li><li>Possession of a valid Construction Supervisor's License (CSL). </li></ul> <p>Conditional Local Inspector Appointment</p> <p>Candidates who are not currently certified as a Massachusetts Local Inspector may be appointed as a Conditional Local Inspector, subject to Building Official Certification Committee (BOCC) rules.</p> <p>Conditional Local Inspectors must:</p> <ul> <li>Meet the minimum experience and/or education requirements for a Local Inspector at the time of appointment; </li><li>Submit an Examination Approval Request to the BOCC within six (6) months of appointment; </li><li>Attempt at least one required Local Inspector examination within twelve (12) months of appointment; and </li><li>Complete all required examinations and obtain full Local Inspector certification within the timeframes established by the BOCC and 780 CMR 110.R7. </li></ul> <p>Failure to meet these timelines may result in non-renewal of conditional status consistent with state regulations.</p> <p>Additional Requirements</p> <p>Given the nature of the position and the required field inspections throughout the City, candidates must possess and maintain a valid driver's license and have access to reliable transportation to perform inspections, investigations, site visits, and other job-related duties.</p> <p>Supervision</p> <p>Works under the supervision of the Commissioner of Inspectional Services and/or designated supervisor.</p> <p>Miscellaneous Information</p> <p>APPLICATIONS ARE AVAILABLE IN THE PERSONNEL DEPARTMENT.
