This includes the Philadelphia Gas Works (PGW), Delaware Valley Regional Planning Commission (DVRPC), Pennsylvania Department of Transportation (PennDOT), Southeastern Pennsylvania Transportation Authority (SEPTA), and Port Authority Transit Corporation (PATCO).</p> <p>Within City government, OTIS oversees the Department of Streets, Department of Sanitation, Office of Multimodal Planning (which is aligned with the national Complete Streets movement), and the Philadelphia Water Department. Special initiatives include Vision Zero and the Bipartisan Infrastructure Law.</p> <p>Job Description</p> <p>Position Summary</p> <p>The Project Manager, Infrastructure Economy will be a member of the Infrastructure Solutions Team (IST), a cross-departmental function responsible for implementing infrastructure projects with equity outcomes including growing generational wealth for Philadelphians.</p> <p>To date, the City has been awarded approximately $700M of new federal funding that will be realized as infrastructure contracts in the coming 1-5 years. The Manager will support and lead projects to advance diverse business participation on these City infrastructure contracts.</p> <p>The primary focus of the Manager's work will be developing and executing project management plans for innovative solutions that remove barriers that diverse businesses experience when contracting with City government. Example projects include solutions for faster pay terms to contractors and sub-contractors, financial products to provide working capital, and an owner-controlled insurance program.</p> <p>The Manager will excel at moving from pilot project conception to implementation, operation, and evaluation. The Manager will be responsible for defining project scopes, deliverables, metrics and will serve as the day-to-day point of contact. The Manager will facilitate regular meetings and communications to execute project delivery, aligning responsibilities among partners, and tracking progress.</p> <p>The Manager will embrace opportunities for innovation and incorporate them into project planning, while identifying project risks and mitigation strategies.</p> <p>The Manager will report to the Senior Manager, Infrastructure Economy in OTIS.</p> <p>The Manager will work with a range of stakeholders including consultant teams, SupplyPHL, PIDC and staff from other City departments such as Mayor's Office of Business Impact and Economic Advancement, Streets, Water, Aviation, Commerce, Law.</p> <p>The ideal candidate will have direct professional experience as a project manager. Ideally, they will be familiar with the construction and development industry and the challenges and opportunities diverse businesses face. The ideal candidate will also be familiar with the US Department of Transportation (US DOT) Disadvantaged Business Enterprise (DBE) Program and other regulations and policies that apply to programs designed to facilitate diverse business participation.</p> <p>Essential Functions</p> <ul> <li>Create and implement ambitious project plans for multiple pilot programs simultaneously. </li><li>Coordinate across project teams, deploy needed resources, and develop timeframes to ensure successful completion of project activities. </li><li>Lead communication and documentation for project development and implementation. </li><li>Select and implement appropriate tools and metrics for tracking and monitoring project performance. </li><li>Serve as the point of contact for internal and external stakeholders. </li><li>Actively participate in strategic planning and execution, including budgeting and resource allocation of City funding and federal infrastructure investments. </li><li>Prepare frameworks to enhance impact and efficiency with partners such as SupplyPHL and PIDC. </li><li>Liaise with consultant team(s) assisting the City with diverse business strategy and DBE compliance. </li><li>Coordinate with project managers in recommending ambitious and achievable DBE participation goals to PennDOT. </li><li>Evaluate progress of stated metrics and goals including reporting on the participation of diverse vendors across $100M+ in City public works contracts. </li><li>Prepare status reports and dashboards for presentation. </li><li>Support business engagement efforts including meetings and events. </li></ul> <p>Knowledge, Skills and Abilities</p> <ul> <li>Demonstrated experience working with multiple stakeholders and multiple projects simultaneously. </li><li>Organized and adept at various project management techniques. </li><li>Skilled communicator - both written and verbal communication. </li><li>Collaborative, seeking connections across project/process owners and stakeholders for alignment and the potential for conflict.
