This position works collaboratively with academic and administrative leaders to ensure the alignment of financial resources with institutional priorities and long-term goals. The AVP leads the development of a transparent, data-informed, and performance-based budgeting framework to support St. John's institutional effectiveness, accountability, and sustainability.</p> <p>Reporting to the Vice President for Business Affairs/Chief Financial Officer (CFO)/Treasurer, the Associate Vice President for Budget and Planning manages a team and provides leadership for the following functions:</p> <ul> <li> <p>Operating and Capital Budgeting</p> </li><li> <p>Planning and Financial Analysis</p> </li><li> <p>Debt Management</p> </li><li> <p>Insurance Planning and Renewals</p> </li><li> <p>Strategic Procurement</p> </li><li> <p>Real Estate Acquisitions and Dispositions</p> </li></ul> <p>Essential Functions:</p> <p>Strategic Budget Leadership:</p> <ul> <li> <p>Work with senior management and academic and administrative units, lead the development of the annual operating and capital budgets, and recommend resource allocations (including the utilization of designated and restricted funds) that address the University's priorities and operating plans.</p> </li><li> <p>Lead efforts to continue the development of comprehensive multi-year financial plans by engaging key stakeholders with particular emphasis on the academic sector, enrollment management and student financial services, student affairs, and information technology.</p> </li><li> <p>Ensure effective integration of the annual budget and multi-year financial plans with St. John's University's strategic plan.</p> </li><li> <p>Evaluate and lead the execution of business transactions, including but not limited to acquisition, leasing, and disposition of university real estate and other tangible assets.</p> </li><li> <p>Manage the University's long-term debt portfolio, including relationships with rating agencies, underwriters, financial advisors, and bondholders.</p> </li><li> <p>Along with financial advisors, underwriters, and the Controller/Assistant Treasurer, identify and lead debt restructuring opportunities, manage bond offerings, and oversee post-issuance tax-exempt debt compliance.</p> </li><li> <p>Oversee the University's strategic sourcing and vendor management operations.</p> </li></ul> <p>Financial Planning & Analysis:</p> <ul> <li> <p>Continuously monitor, evaluate, and report on the University's financial performance, making recommendations for enhancing revenues and/or mitigating costs, and ensuring budget discipline by operating units.</p> </li><li> <p>Prepare various reports and analyses requested by senior management and reports for the Finance Committee of the Board of Trustees.</p> </li><li> <p>Analyze internal and external trends to inform financial strategy and decision-making.</p> </li><li> <p>Leverage new and existing technology resources to drive operational efficiency and increase productivity.</p> </li><li> <p>Participate in month-end and year-end closing procedures.</p> </li><li> <p>Assist with the faculty collective bargaining negotiations, as necessary.</p> </li></ul> <p>Resource Allocation & Policy Development:</p> <ul> <li> <p>Maintain procurement policies, procedures, and guidelines and ensure compliance with such policies, as well as federal, state, and local procurement regulations.</p> </li><li> <p>Work with the Controller/Assistant Treasurer to ensure development, documentation, and compliance with financial policies and procedures.</p> </li><li> <p>Support institutional effectiveness through integrated financial and operational planning.</p> </li></ul> <p>Collaboration & Communication:</p> <ul> <li> <p>Collaborate with the Controller/Assistant Treasurer and the Chief Investment Officer to ensure that cash balances and operating endowment draws are sufficient to meet operating and capital budget needs.</p> </li><li> <p>Serve as the CFO's delegate to the Budget Committee of the University Senate.</p> </li><li> <p>Partner with deans, division heads, and department leaders to provide guidance and support on budget-related issues.</p> </li></ul> <p>Leadership & Team Development:</p> <ul> <li> <p>Supervise, mentor, and evaluate the budget and planning team to ensure high performance and professional growth.</p> </li><li> <p>Foster a culture of service, innovation, and continuous improvement within the department.</p> </li><li> <p>Champion the use of data-driven decision making across the institution.</p> </li><li> <p>Ensure effective management of the budget and planning office staff to achieve the purposes of the office.</p> </li></ul> <p>Compliance and Risk Management:</p> <ul> <li> <p>Ensure compliance with applicable federal, state, and St. John's University financial regulations and reporting requirements.</p> </li><li> <p>Identify and mitigate financial risks through effective planning and internal controls.</p> </li><li> <p>Manage the University's insurance program, lead insurance renewal negotiations, and, with the Office of General Counsel, oversee related risk management activities.</p> </li></ul> <p>Competencies:</p> <ul> <li> <p>Ability to exercise a high degree of independent judgment.</p> </li><li> team development.</p> </li></ul> <p>Supervisory Responsibility:</p> <p>This position will have oversight of 4-5 employees on the Budget and Planning team in Business Affairs.</p> <p>Work Environment:</p> <p>This position operates in a professional office environment. The role routinely uses standard office equipment such as computers, printers, copiers, phones, and filing systems.</p> <p>Physical Demands:</p> <p>Physical demands would be of a typical office environment, with the employee required to sit for long periods of time at a computer. Communicate by phone and email with various departments and outside vendors.</p> <p>Position Type/Expected Hours of Work:</p> <p>This is a full-time position. Standard work hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. Longer hours may be required to meet deadlines, as necessary.</p> <p>Required Education and Experience:</p> <ul> <li> <p>Bachelor's degree in Accounting, Finance, or a related field.</p> </li><li> <p>8-10 years' experience in budgeting and planning.</p> </li><li> <p>Five years or more of supervisory experience.</p> </li><li> <p>Demonstrated experience leading cross-functional teams and working with senior leadership.</p> </li></ul> <p>Preferred Education and Experience:</p> <ul> <li> <p>Master's degree in Finance, Public Administration, Business, Economics, or a related field.</p> </li><li> <p>Experience in a higher education environment or other complex institutional environment.</p> </li><li> <p>Knowledge of Banner Finance.</p> </li></ul> <p>Other Duties:</p> <p>Please note this job description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee for this job.
