<p>Under limited supervision, performs professional air quality engineering work for the County Air Quality Control Program including review of complex permit applications from major source industries in accordance with the authority of the Federal EPA Clean Air Act.</p> <ul> <li>Performs engineering review of complex permit applications, engineering reports and designs, and plans and specifications to ensure compliance with applicable regulations and sound engineering practice; makes regulatory determinations; resolves problems; approves or denies issuance of permits, including major source construction permits and Title V Operating Permits. </li><li>Conducts investigations and inspections of air emission sources, industrial facilities, and proposed and existing site conditions to determine conformance with applicable rules, standards, and construction or operating permit requirements; verifies site characteristics and provides technical assistance on various environmental issues. </li><li>Participates in the development and review of departmental regulations, policies, and methods relating to air quality; conducts air quality studies and surveys to gain further information on a specific problem or issue and to plan for future needs; assists in the development of engineering design standards to develop standards that reflect sound engineering practice and are justifiable as minimum requirements for adequate construction or performance. </li><li>Facilitates the implementation, interpretation, and enforcement of federal, state, and local regulations, codes, and ordinances governing air pollution control; enforces major source compliance actions resulting from inspections, reporting requirements, and excess emissions in violation of local, state, and federally delegated regulations and laws. </li><li>Serves as a Quality Assurance Manager (QAM) for the Ambient Air Monitoring Program, providing technical support and review of reports, project plans, standard operating procedures, and data certifications. </li><li>Responds to written or telephone requests received from various public or private entities or individuals for information or technical assistance on numerous air quality or related issues to assist them with problems or questions and to clarify or explain regulations. </li><li>Meets with public or private entities or individuals to discuss issues relating to a variety of air quality problems and programs; gives informational talks to groups of public or private entities to provide information on environmental programs. </li><li>Prepares written, statistical, and/or verbal reports to disseminate or explain information to staff, various government or industry officials, or the general public. </li><li>Performs related duties as required. </li><li>Considerable knowledge of engineering principles, techniques, practices, and methods and their application to air pollution control issues. </li><li>Considerable knowledge and ability to perform complex air pollution engineering mathematical calculations involving the application of engineering principles. </li><li>Knowledge of the principles, objectives, and procedures of federal, state, and local laws and regulations governing air pollution control. </li><li>Knowledge of New Source Performance Standards (NSPS) and National Mission Standards for Hazardous Air Pollutants (NESHAP). </li><li>Knowledge of the fundamentals of natural science as they relate to air pollution control. </li><li>Knowledge of the techniques used in identifying, measuring, sampling, and studying environmental quality. </li><li>Ability to demonstrate initiative, effort, attention to detail, and commitment by completing assignments efficiently with minimal supervision. </li><li>Ability to provide guidance to professional or technical personnel on a project basis. </li><li>Ability to read and understand construction and operating plans and specifications and make factual comparisons to appropriate regulations. </li><li>Ability to exercise sound judgement in evaluating situations and making decisions. </li><li>Ability to make technical computations and calculations involving the application of engineering principles. </li><li>Ability to understand and interpret public health and environmental regulations and to explain them to public or private entities or individuals. </li><li>Ability to apply technical knowledge to problems and arrive at the most effective, economical, and logical solution. </li><li>Ability to collect and organize engineering and technical facts and data and to present them clearly and concisely, both verbally and in written reports. </li><li>Ability to plan and conduct inspections and investigations on various aspects of the construction and design of facilities or structures and to apply applicable regulations and policies. </li><li>Ability to effectively and tactfully deal with public or private entities or individuals. </li><li>Ability to establish and maintain working relationships with County employees, representatives of other agencies, and the general public, fostering a collaborative and professional work environment. </li><li>Bachelor's Degree from an accredited college or university in Environmental, Sanitary, Civil, Chemical, Nuclear, Mechanical, Industrial, Agricultural, Biomedical, or Public Health Engineering, and </li><li>Four years of professional experience in air pollution control or a closely related field, or </li><li>Master's Degree in Environmental, Sanitary, Civil, Chemical, Nuclear, Mechanical, Industrial, Agricultural, Biomedical, or Public Health Engineering, and </li><li>Two years of professional experience in air pollution control or a closely related field, or </li><li>Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities. </li><li>Possession of a valid Professional Engineer (PE) license in the State of Iowa is preferred. </li></ul> <p>Special Requirements: </p> <ul> <li>A criminal background check is required. </li><li>A drug screen is required prior to final offer of employment. </li><li>A valid State of Iowa driver's license is required. </li></ul>
