<p>This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.</p> <p>JOB OBJECTIVE: To provide assistance to the Director of Housing and Neighborhood Programs with planning, developing, directing, and managing assigned Departmental Division activities, operations, programs, and services to include Animal Services Division, Code Enforcement Division, Community Development Division, Environmental Services Division, Homeless Services Division, Landbank, and Neighborhood Resource Division; provides assistance to the Director with the establishment of Departmental short and long range goals.</p> <ul> <li> <p>Provides assistance to the Director of Housing and Neighborhood Programs with planning, developing, directing, and managing Departmental activities, operations, programs, and services to include Animal Services Operations, Code Enforcement, Community Development, Environmental Services, Homeless Services, Landbank, and Neighborhood Resource Operations;provides assistance to the Director with the planning and establishment of Departmental short- and long-range goals.</p> </li><li> <p>Reviews, evaluates, and monitors the efficiency and effectiveness of the performance of Departmental service delivery methods, programs, operations, policies, procedures, and activities; identifies opportunities for improvement and develops comprehensive policies, procedures, and programs designed to effectively correct operational deficiencies, consults with the Director of Housing and Neighborhood Programs and directs the implementation of changes.</p> </li><li> <p>Prepares tentative annual budget figures for the Department by compiling information received from division managers; reviews budget for approval by the Director; monitors the Departmental budget by reviewing monthly budget reports to ensure budgeted amounts are not exceeded; reviews and approves all budget transactions including purchase requisitions, payroll travel requests and account transfers; makes recommendations for resource allocation and cost saving measures within the Department.</p> </li><li> <p>Investigates operational and administrative problems and complaints regarding Departmental activities, operations, programs, and facilities; reports findings and recommends solutions to Director; responds to and resolves sensitive and controversial issues, inquiries, and complaints. </p> </li><li> <p>Assigns and directs the work activities and monitors the performance of assigned staff; ensures assigned staff completes training as required.</p> </li><li> <p>Reviews and monitors changes in laws, regulations, and procedures that may affect Departmental operations to ensure compliance with all applicable regulations and mandates as required; develops and implements policies and procedures as required; monitors and reviews proposed legislation affecting housing and the potential impact, analyzes proposed legislation pertaining to affordable housing issues, assists in the development of legislative proposals, and testifies as a technical expert before legislative committees and other public forums as required.</p> </li><li> <p>Coordinates with community coalitions and organizations, stakeholder agencies, and the general public to develop strategies, establish outreach efforts and to assist people who have low or moderate income to access appropriate services; works with Department of Finance Grants Division, and agencies, committees, and other stakeholders addressing issues related to affordable housing to create a cohesive network of services to individuals and families in central Arkansas; works to attain consensus among the stakeholders to ensure policies and proposed policies are consistent with local, regional, state and federal guidelines</p> </li><li> <p>Coordinates redevelopment projects and activities with the Community Housing Advisory Board to include transfer of properties within the City of Little Rock for profit and non-profit developers for affordable housing projects.</p> </li><li> <p>Serves as administrative liaison between the Department and other City departments and the general public; plans and organizes meetings with citizens, City officials, and department staff to discuss Departmental project activities; briefs the Office of Executive Administration on key data-driven decisions, strategies, opportunities, and activities to ensure the City is having the greatest impact through its resources, efforts, and partnerships; advises on public policy issues related to affordable housing.</p> </li><li> <p>Conducts research and assesses feasibility and opportunities for creating programs and projects, including new program and new technology development, prepares statistical reports and recommendations for the Director; writes articles, speaks to community groups, and utilizes various social media platforms including Facebook, Twitter, Instagram, YouTube and the news media to disseminate information.</p> </li><li> <p>Conducts research, identifies emerging trends to create affordable housing; develops and implements plans, policies and procedures for the administration and operation of the programs designed to increase affordable housing and related issues; facilitates discussion on programs available and make recommendations for un-met housing needs; presents educational programs to promote community understanding and increase public awareness of the issues relating to affordable housing in central Arkansas coordinates the city's efforts with non-profit service providers, and other governmental agencies in order to develop and present policy and strategy recommendations for consideration by the Mayor, senior management and City Board of Directors.</p> </li><li> <p>Oversees all contract management and procurement activities for various projects and organizations to include the homeless day resource center, micro-home village, Bridge to Work program and other contracting agencies.</p> </li><li> <p>Develops policies that support ongoing data collection, data integration and evaluation related to assigned Division activities and operations.</p> </li><li> <p>Develops and tracks performance measurement metrics to monitor the success of strategies and solutions to address Division activities and operations to include affordable housing issues; compiles information and prepares monthly activity reports to reflect any achievements and progress; submits information and makes recommendations to the Director.</p> </li><li> <p>Attends City Board of Directors meetings and various meetings with other agencies, and diverse community groups to answer questions, provide and present information regarding Departmental programs, projects, activities and related housing issues in the City of Little Rock; represents the City at meetings of community boards, coalitions, task forces, committees, and other related groups.</p> </li><li> <p>Meets with members of the community and assists them in developing neighborhood revitalization plans which involve community participation and support; meets with financial institutions and related organizations to gain economic support assistance with housing and neighborhood revitalization programs.</p> </li><li> <p>Researches and conducts surveys and studies to obtain information required for Department action.</p> </li><li> <p>Monitors all grants and contracts to ensure compliance with local, State and Federal guidelines and regulations; works with Department divisions to identify grant sources and complete appropriate funding requests.</p> </li><li> <p>Strategically aligns resources by developing and maintaining strong partnerships with local, state, and federal agencies that provide funding for housing to include Arkansas Department of Human Services, Metropolitan Housing Authority, U.S. Department of Health and Human Services and other governmental agencies, service providers, and housing developers; solicits funding for sponsorships; works with civic, community, and business leaders to obtain funding and sponsorships in seeking funding through contributions from the community and other sources to support the work of the coalition of agencies.</p> </li><li> <p>Establishes and maintains hard copy and computer files and records of all Departmental activities, special programs and projects, including cost, participation and results, records of housing-related events, activities, and programs.</p> </li><li> <p>Directs Departmental activities in the absence of the Director.</p> </li><li> <p>Operates a computer with database, desktop publishing, graphics, internet, spreadsheet, and word processing software in the performance of essential job functions.</p> </li><li> <p>Operates a City pool automobile in the performance of essential job functions.</p> </li></ul> <p>SUPERVISORY RESPONSIBILITIES: Administrative Assistant I, Animal Services Manager, Chief Homeless Officer, Code Enforcement Manager, Community Development Manager, Community Services Coordinator, Neighborhood Resource Center Operations Supervisor, Neighborhood Resource Center Coordinator, and Redevelopment Administrator.</p> <p>These knowledge, skills, and abilities are usually, although not always, acquired through the completion of a Bachelor's degree in Business Administration, Public Administration, Urban and Regional Planning, Sociology, or a related area, four (4) years of professional-level experience working with community development, housing or neighborhood programs (preferably municipal experience) or a related area to include four (4) years of demonstrated experience working within the community managing and developing policies, programs, and initiatives to resolve community needs and working with individuals and/or families experiencing homelessness; four (4) years of managerial-level experience in related to social services, supportive housing programs or related area; and four (4) years of experience supervising professional and managerial-level employees.
