<p>The City of Wilmington is a top Delaware employer. Every department member fosters this mission.</p> <p>DUTIES AND RESPONSIBILITIES</p> <p>Directly works with victims of violent crime, including domestic violence, sexual abuse, assault, and other violent crimes. Conducts home visits, accompanies victims to court, and assists with compensation claims. This position reports to the Victim Services Manager. Additional responsibilities include:</p> <ul> <li>Provides crisis stabilization and support services to crime victims, witnesses, survivors, and co-victims and assists with identified concerns resulting from victimization. </li><li>Assesses the needs of crime victims, witnesses, survivors, and co-victims and determines the types of referrals and services indicated. Coordinates the provision of referrals and services. </li><li>Provides information using a trauma-informed approach to crime victims, witnesses, survivors, and co-victims related to criminal events and/or associated criminal justice response, policies, and practices. </li><li>Understands, upholds, and assists in the education and exercise of victims' rights per statutory and constitutional laws. </li><li>Prepares and maintains statistical records. Records case file information and appropriate documentation in identified system. </li><li>Serves as a liaison with advocacy groups, clinical and other service providers, community outreach services, and law enforcement personnel. </li><li>Participates in regional committees, task forces, outreach events and trainings to promote services and educate about victims' rights. </li><li>Conducts home and field visits, accompanies victims to court and other appointments in the community and maybe required to respond to crime scenes as needed. </li><li>Transports victims, witnesses, survivors, and co-victims as needed. </li><li>Performs other job-related duties as assigned. </li><li>Performs all related work as required. </li></ul> <p>EDUCATION AND EXPERIENCE</p> <p>Bachelor's degree in Social or Behavioral Sciences, Criminal Justice Administration, or a directly related field strongly preferred AND two (2) years' experience in counseling/social services or criminal justice work; OR any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job. A high school diploma or GED is the minimum educational requirement.</p> <ul> <li>Knowledge: Good knowledge of policies, practices, and procedures within the criminal justice system. Trauma response and crisis stabilization techniques and resources. Advocacy groups, clinical and other service providers, and community outreach services. Computer equipment to include word processing, spreadsheets, databases, and a variety of software packages. </li><li>Skills: Obtaining information from persons served and other sources. Problem-solving and decision-making. Verbal and written communication. </li><li>Abilities: Explain legal issues, terms, court appearances, and processes. Work independently, manage time well, and meet deadlines. Communicate effectively. Establish and maintain effective working relationships with persons served by Wilmington Police Department, employees and officials of Wilmington Police Department, representatives of outside agencies and providers, and the general public. Ability to become certified by the Board of Managers to work with the Delaware Justice Information System (DELJIS). </li><li>Licenses: Possess and maintain a valid driver's license with a good driving record. </li></ul> <p>WORKING CONDITIONS AND PHYSICAL REQUIREMENTS</p> <p>All selected applicants must pass a criminal background investigation, drug test, and pre-employment physical.</p> <ul> <li>Physical Requirements: Physical requirements include the ability to lift/carry up to 25 pounds occasionally. Subject to standing, sitting, walking, climbing stairs, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, driving, customer contact, and squatting to perform the essential functions. </li><li>Vision: Visual acuity necessary to operate a vehicle, computer and office equipment. </li><li>Working Conditions: This position involves working in emotionally challenging and high-pressure environments, including situations that may require the employee to be outdoors or in other settings where they are exposed to varying weather conditions such as rain, heat, and cold. The role frequently exposes employees to graphic and emotionally distressing material. Additionally, employees may encounter individuals with visible injuries, bodily fluids or other trauma-related impacts. </li><li>Location and Schedule: Wilmington Police Department, 300 N Walnut St, Wilmington DE 19801. Office Hours are Monday to Friday 9am to 5pm. Must be able to participate in an on-call rotation as needed and as assigned by the Victim Services Supervisor. </li></ul> <p>TOTAL COMPENSATION</p> <p>Compensation encompasses both salary administration and a comprehensive benefit package:</p> <ul> <li>Salary Administration: New employees are hired at the starting and up to median salary based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review. </li><li>Benefits: The City offers a robust benefit package starting on the date of hire.
