Under limited supervision, perform advanced professional accounting work and overseeing state expenditure comparison and budget estimates, and analyzing complex accounting transactions and reports for compliance and the use of program management.</p> <p>Duties and expectations:</p> <ul> <li>Selected candidate should have knowledge of generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAP), and all other applicable state laws, state regulations, federal laws, and federal regulations. </li><li>Position requires the ability to apply knowledge of government accounting standards and financial information systems. </li><li>Employee will assist a Financial Reporting Specialist 2 in the completion and/or review of closing books by all divisions and offices of the department and make adjustments using GAAP, wvOasis, and any other required/mandated authority. </li><li>Employee will assist a Financial Reporting Specialist 2 in preparing governmental financial statements; prepare GAAP financial statements, footnote disclosures, audit adjustments, and management discussion and analysis for major proprietary funds of the state of West Virginia. </li><li>Employee will assist contracted CPAs and other auditors performing audits of GAAP state financial statements. </li><li>Employee will be responsible for federal grants reporting to the US Environmental Protection Agency. </li><li>Employee will perform other duties as assigned or required. </li><li>Ideal applicant would be very proficient in the use of a personal computer and Microsoft office software to compile information on database, spreadsheet, and word processing programs. </li><li>Some overtime may be required for special projects during periods of audit or annual review. </li><li>Working knowledge of processes within the State Auditor's office and the State Treasurer's office will be beneficial. </li><li>Effective oral and written communication skills are vital as is the ability to think analytically. </li></ul> <p>Notes:</p> <ul> <li> <p>The experienced manager who has been performing these duties will be training this employee.</p> </li><li> <p>Regular attendance is an essential part of this position.</p> </li><li> <p>Qualified applicants will be required to complete an internet best based profile assessment to compare the applicants thinking and reasoning skills, behavioral traits and the occupational interest against the traits determined to be important to the posted position.</p> </li><li> <p>Employees involved with specific DEP programs subject to the surface mining control and reclamation act (SMCRA) of 1977 must file prior to final appointment and annually thereafter, a statement of employment and financial interest (OSM23).</p> </li></ul> <p>Click The APPLY Link To Apply Online.</p> <p>IMPORTANT:Your eligibility will be based on information provided in your resume or application; therefore, make sure your resume or application is detailed and complete. Preference may be given to applicants with CPA certification, a Master of Professional Accountancy or a Master of Business Administration.</p> <p>AND</p> <p>Experience:One (1) year of full-time or equivalent part-time paid experience in preparing or auditing GAAP based audited financial statements or maintaining accounting systems which support the preparation of GAAP based audited financial statements which included substantial experience with applicable software.</p> <p>OR</p> <p>Substitution:Graduate course work in the above areas from an accredited college or university may substitute at a rate of fifteen (15) semester hours for every one (1) year of required experience.</p> <ul> <li>The Division of Personnel uses your complete work history to qualify you for positions.
