The position reports to the KOVS Director and works out of the Central Office in Topeka, KS. The position works M-F. Position is salaried exempt, paid bi-weekly. Minimum annual salary is $45,000 however; a higher salary may be negotiated based upon exceptional experience and education relative to the position. The position has an excellent benefits package including health insurance and KPERS retirement.</p> <p>As the Procurement Officer, you will:</p> <ul> <li>Prepares bids and awards contracts for the procurement of products and services needs of the agency. Work involves the solicitation and review of bids, evaluations of products and services, preparation of contracts and the development of standard specifications and requisitions for products and services. This position prepares, issues, and reviews solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including state specific required language; negotiates and reviews suppliers quotes, conditions and payment terms. </li></ul> <p>Ensures the acquisition process shifts focus from "risk avoidance" to "risk management." Exercises delegated authority in oversight and/or accomplishment of procurement of a variety of complex supply, service, construction, architect-engineer, automated data processing equipment/software/ supply items and services. Many of these contracts extend over one or more years.</p> <p>The Procurement Officer will analyze proposals for compliance with scope of work set forth in the proposed task orders, performance work statements, performance tests, price and cost analysis, analyze and evaluate cost in relation to audits and performs detailed cost/price analyses when required.</p> <p>Other tasks performed by the Procurement Officer are as follows:</p> <p>Purchase the highest quality merchandise at the lowest possible price and in correct amounts or prepares justification of awards at other than the lowest price.</p> <p>Prepare purchase orders and requisitions, solicit bid proposals, or review requisitions for goods and services.</p> <p>Research, analyze, and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history.</p> <p>May reject bids, cancel solicitation, or re-advertise when bids are unresponsive or unreasonable offers.</p> <p>Meets with pertinent agency staff to discuss requirements, recommend substitutes, and forecast agency needs.</p> <p>Monitor and follow applicable laws and regulations.</p> <p>Monitor shipments to ensure that goods come in on time, and in the event of problems trace shipments and follow up undelivered goods.</p> <p>Confer with staff, users, and vendors to discuss defective or unacceptable goods or services and determine corrective action.</p> <p>Provides critical oversight of contract administration for new and ongoing contracts, many of which are complex.</p> <p>Oversees payments for completed phases of multi-year contracts to assure the established timelines are met to prevent additional costs to the agency and to assure that service needs are met prior to payment.</p> <p>Analyzes periodic reports of purchase orders to identify standardization across agency as well as emerging trends in spending.</p> <p>Maintain supplier master data files of contacts, correspondence, signed contracts, pricing, proposals, history, etc., in hard and soft format.</p> <p>Perform other procurement duties as assigned.</p> <p>Leadership</p> <p>Plan, organize and direct the short and long-range strategic plan for the KCVAO. This includes development of agency goals, strategies, performance indicators and output measures.</p> <p>Plays a major role as a senior advisor to the Director in the development of strategies to acquire and deploy financial and other resources in support of the agency's mission.</p> <p>Facilitates conversations about how the agency can develop day-to-day best practices aligned to achieve goals and objectives of agency strategic plans. Reviews and evaluates the adequacy and effectiveness of the fiscal goals; corrects the course when needed to align.</p> <p>Provides leadership to senior level committees and task groups. Studies internal operating procedures and makes recommendations to readjust procedures to achieve efficiency and effectiveness in the overall process.</p> <p>Work with fiscal staff in developing and adjusting workload priorities, policies and processes in response to special requests and other executive communications.</p> <p>Policy Development</p> <p>Responsible for establishing policies to govern the development, management, administration and coordination of the agency's overall fiscal and property management.</p> <p>Effectively execute financial and administrative processes and policies that reflect consideration of "best practices" in fiscal and property management.</p> <p>Formulates and implements broad policies, which govern all KCVAO fiscal and property management.</p> <p>Qualifications:</p> <p>Key Requirements - You Must:</p> <ul> <li>be a U.S. Citizen or National to apply for this position, </li><li>have and maintain a valid driver's license or have the ability to travel to agency facilities and offices throughout the state as needed, </li><li>must be free from felony convictions and successfully pass a fingerprint background check through the FBI and KBI, </li><li>submit to and successfully pass a drug screening, </li><li>submit your complete application and all supporting documents by the closing date of the announcement (See How to Apply Section) </li></ul> <p>Minimum Requirements:</p> <ul> <li>Two years of experience in procuring commodities and services which includes preparing order specifications, estimates, bids, contracts and awarding contracts. Education may be substituted for experience as determined relevant by the agency, </li><li>The ability to communicate effectively, both orally and in writing, </li><li>And have a valid Driver's License. </li></ul> <p>Preferred Criteria:</p> <ul> <li>Knowledge of purchasing methods and procedures and specification writing. </li><li>Knowledge of State procurement statutes, regulations, procedures and contracting case law. </li><li>Ability to carry out administrative duties efficiently and to establish and maintain effective working relationships with vendors and agency representatives. </li><li>Significant knowledge in how to utilize computer software and hardware in everyday work. </li><li>Experience with SMART FMS and/or similar system. </li><li>Excellent communication skills both verbal and written </li><li>Excellent interpersonal skills </li><li>Ability to work independently and collaboratively while exercising good judgment </li><li>Excellent problem solving and analytical skills </li></ul> <p>Performance Standards:</p> <p>To be successful, the expectation is that a candidate will be able to competently perform the routine tasks of the position with limited supervision.</p> <p>Post-Offer, Pre-employment Requirements:</p> <p>As authorized by the 2018 Kansas Legislature, effective July 1, 2018, K.S.A. 75-4362 is amended to designate all positions with the Kansas Commission on Veterans Affairs office, to include both the Kansas Soldiers' Home and Kansas Veterans' Home as Safety Sensitive positions and subject to the drug testing program.
