<p>General Summary & Essential Responsibilities</p> <p>JOB SUMMARY</p> <p>Performs responsible clerical work processing a variety of personnel-related transactions, maintaining applicable files and records, reporting personnel-related statistics, screening, and processing applicants for employment, facilitating, and maintaining training classes as well as materials. Explains personnel policies, procedures, regulations, employee benefits, and pension programs to employees. Work involves considerable public contact and requires the exercise of patience, tact, and some degree of judgment, based on knowledge gained through experience.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <ul> <li>Performs customer service duties such as greeting and assisting visitors, answering phone calls and emails, and providing information and answering questions regarding policies, procedures, regulations, and County benefits. </li><li>Assists in screening applications for hiring managers; conducts background checks including criminal, motor vehicle, past employment, and education; schedules pre-employment physicals; and communicates status with hiring managers and human resource coordinators. </li><li>Processes new employee documentation; prepares personnel transaction forms and enters employee data in computer systems; coordinates with other County staff regarding access to computer systems, payroll, benefits enrollment, etc.; creates ID badges; and conducts E-Verify on all new hires. </li><li>Codes, enters data, and processes personnel transactions; verifies forms for accuracy, completeness, and compliance with personnel rules and regulations. </li><li>Verifies current and past employment of County employees; prepares forms and reports concerning employment. </li><li>Performs a variety of basic administrative duties including written reports, memorandums, letters, newsletters, electronic correspondence, interaction with vendors, communication through telephone and meetings, and maintaining office supplies and equipment. </li><li>Facilitates new employee orientation; schedules presenters; distributes forms; provides information and answers questions regarding County systems, codes, policies, programs, etc. </li><li>Coordinates employee recognition activities including compiling and posting list of employees to be recognized, preparing, and mailing invitations, coordinating with managers, preparing certificates, ordering pins, awards and plaques, taking photographs, etc. </li><li>Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication. </li></ul> <p>Min. Education, Licenses and Certifications</p> <p>Education and Experience:</p> <p>An equivalent combination of relevant training, education and experience:</p> <ul> <li> <p>Associate's Degree</p> </li><li> <p>Preferred:</p> </li><li> <p>Human Resources</p> </li><li> <p>Human Resources management</p> </li><li> <p>Two (2) years of experience in administrative support or customer service in a human resources environment</p> </li></ul> <p>Licenses and/or Certificates: N/A</p> <p>Knowledge, Skills and Abilities</p> <ul> <li>Knowledge of departmental policies, plans, and procedures. </li><li>Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications. </li><li>Knowledge of federal, state, and local employment laws, reference materials, and resources relative to human resources. </li><li>Knowledge of County employment rules, policies, and collective bargaining agreements. </li><li>Knowledge of modern governmental office practices, procedures, equipment, and standard clerical/administrative support techniques. </li><li>Analytical and research skills. </li><li>Skill in effective communication, both orally and in writing. </li><li>Skill in prioritizing and organizing work. </li><li>Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier. </li><li>Ability to exercise judgment and discretion in applying and interpreting County rules, regulations, policies, and procedures. </li><li>Ability to assume the responsibility of working with highly confidential material on a routine basis. </li><li>Ability to detect personnel transaction errors and communicate such to other departments. </li><li>Ability to perform basic mathematical calculations. </li><li>Ability to ascertain priorities and meet deadlines and objectives. </li><li>Ability to make recommendations and to use resourcefulness and tact in solving new problems. </li><li>Ability to maintain accurate records and reports. </li><li>Ability to provide internal/external guidance and customer assistance via all forms of communication. </li><li>Ability to use computers for data entry, word processing, and/or accounting purposes. </li><li>Ability to author reports, business correspondence, and procedure manuals. </li><li>Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public. </li></ul> <p>Supplemental Information</p> <p>PHYSICAL DEMANDS</p> <p>Walking, sitting, hearing, seeing up close, talking, standing, finger movement, repetitive motions. Occasional lifting up to 15 lbs.</p> <p>WORK ENVIRONMENT</p> <p>Work is performed in a relatively safe, and secure work environment.</p> <p>RISK/SAFETY CONDITIONS</p> <p>The position requires no exposure or risk related to physical and/or mental health and safety.</p> <p>To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily.
