<p>General Statement of Duties</p> <p>This employee provides support in the management of environmental or safety and health programs. Employee directs and supervises the efforts of environmental/safety specialists and other staff providing environmental management or safety and health services, participates as a senior staff member for assigned department, and provides responsible assistance to department management staff. As we look to the future, we're seeking a dynamic Environment and Sustainability Leader to help drive innovative strategies that further our environmental goals and strengthen our commitment to sustainable water management. This individual will lead the development and execution of strategies that align with regulatory compliance, climate resilience, and sustainability goals. Reporting to the HSSE Branch Chief, this role will collaborate across divisions to integrate environmental best practices, ensure regulatory compliance, and champion sustainability throughout the department.</p> <p>Key Responsibilities</p> <p>Lead and manage environmental compliance programs for the utility (NPDES, Biosolids, Title V, RCRA, SPCC, EPCRA).</p> <p>Monitor and interpret environmental regulations and assess their impact on utility operations.</p> <p>Collaborate with operations to ensure compliance and preparedness with all applicable local, state, and federal environmental regulations.</p> <p>Investigate and document compliance incidents or violations, lead root cause analyses, and implement corrective actions.</p> <p>Prepare, review, and submit regulatory compliance reports.</p> <p>Represent the utility in environmental forums, stakeholder meetings, and community outreach events.</p> <p>Drive cross-divisional sustainability initiatives and foster a culture of environmental stewardship.</p> <p>Oversee environmental reporting and performance metrics, including sustainability dashboards and ESG reports.</p> <p>Develop and implement sustainability strategies focused on energy efficiency, carbon reduction, climate adaptation, and resource recovery.</p> <p>Identify and pursue grants or funding opportunities for green infrastructure and sustainability innovation.</p> <p>Minimum Qualifications (KSAs)</p> <p>(Illustrative only. Any one position may not require all of the listed KSAs nor do the listed examples include all the KSAs which may be required.)</p> <p>Knowledge of:</p> <p>Principles and practices of environmental and occupational safety.</p> <p>Principles and practices of budget analysis and preparation and sound fiscal management.</p> <p>Environmental and occupational safety guidelines and related compliance issues.</p> <p>Environmental regulations including but not limited to CWA; SDWA; RCRA; CAA; Title V permitting and compliance; etc.</p> <p>Environmental permitting.</p> <p>Effective techniques for employee supervision and motivation.</p> <p>Program planning techniques for various skill levels.</p> <p>Hazards that threaten environmental quality or the safety of city workers.</p> <p>Skill to:</p> <p>Operate appropriate computer equipment; use properly all related hardware and software.</p> <p>Operate appropriate machines.</p> <p>Operate assigned vehicle in the course of duty.</p> <p>Ability to:</p> <p>Implement and maintain positive employee relations.</p> <p>Manage staff and duties proactively</p> <p>Promote and maintain highest integrity throughout all personnel.</p> <p>Analyze and manage effective EEO/AA programs.</p> <p>Manage and maintain EHS systems, including incident investigation and reporting, best practice sharing, root cause analysis (RCA), etc.</p> <p>Interpret complex environmental and safety standards and regulations, and audit facilities against such regulations.</p> <p>Develop and implement facility plans, including emergency response plans.</p> <p>Identify, analyze, and solve problems.</p> <p>Plan complex work processes and procedures for self and other to follow.</p> <p>Balance a fund; complete projects within budget requirements.</p> <p>Show appropriate assertiveness and tact with colleagues and the general public.</p> <p>Evaluate programs and personnel.</p> <p>Prepare assigned reports.</p> <p>Communicate clearly and concisely, both orally and in writing.</p> <p>Work with committees to achieve desired results.</p> <p>Required Education and Experience</p> <p>Promotional:</p> <p>Each applicant must have two years of experience with the City of Cincinnati as a Senior Environmental/Safety Specialist. Additionally, each applicant must have a Bachelor's Degree from an accredited institution in Environmental Science, Risk Management, Occupational Safety or a closely related field. A Master's Degree in a related field or certification from an accredited professional organization in an environmental or safety specialty is preferred.</p> <p>Open:</p> <p>Each applicant must have a Bachelor's Degree from an accredited institution in Environmental Science, Risk Management, Occupational Safety, or a closely related field. In addition, each application must have a minimum of five years of related work experience. A Master's Degree in a closely related field, a Certified Safety Professional (CSP) certification, and three years of supervisory experience is preferred.</p> <p>OTHER REQUIREMENTS</p> <p>Must have a valid Driver's License.</p> <p>Must be an excellent communicator and team builder.</p> <p>Experience with environmental management systems (EMS), or similar continuous improvement initiatives.</p> <p>Experience in the development and implementation of environmental and safety programs (e.g. Materials management; Lockout/tagout; confined space; etc)</p> <p>MILITARY EDUCATION & EXPERIENCE EVALUATION</p> <p>Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.</p> <p>Examples of Work Performed</p> <p>(Illustrative only. Any one position within this classification may not include all of the duties listed nor do the listed examples include all of the tasks which may be performed.)</p> <p>Directs, coordinates, and reviews the work plan for assigned environmental management and/or safety activities; assigns work activities and projects; monitors work flow and time schedules; reviews and evaluates work methods and procedures; meets with staff to identify and resolve problems.</p> <p>Monitors and evaluates employee exposures to physical, chemical, and environmental hazards; performs or direct environmental or safety and health compliance audits in all facilities.</p> <p>Participates in the development and implementation of environmental or employee safety goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.</p> <p>Identifies opportunities for improving environmental or safety methods, practices, and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.</p> <p>Prepares reports for management staff as assigned.</p> <p>Answers requests for information from commissions, contractors, other City departments, local organizations, and the general public.</p> <p>Serves on boards and committees as assigned; participates in the preparation and implementation of the budget.</p> <p>Evaluates employee performance; gives written evaluations; oversees other personnel matters, including training, employee grievances, time sheets, leave requests, discipline, etc.</p> <p>Assists those contacted in the course of duty in an effective, efficient, and professional manner.</p> <p>Working and Physical Conditions</p> <p>Environmental Conditions: Inside and outside environments; exposure to slippery surfaces, varying climate and working on ladders or scaffolds.</p> <p>Physical Conditions:Duties require maintaining physical condition necessary for sitting, standing and/or walking for prolonged periods of time; moderate lifting and carrying; audiovisual and linguistic acuity required; must be able to operate assigned vehicle.</p> <p>HR Contact: Nosakhare.Ekhator@cincinnati-oh.gov</p>
