<p>Under the general direction of the Director of Airport Operations and Emergency Management, the Senior Manager of Airfield Operations and Compliance is responsible for leading and ensuring compliance with Federal Aviation Administration (FAA) regulations, specifically Title 14 Code of Federal Regulations (CFR) Part 139, and all associated requirements for the Authority. This role oversees the Airfield Operations Duty Team, manages Part 139 training programs, coordinates airfield construction activities, and implements the Safety Management System (SMS) and Wildlife Hazard Management Programs. The Senior Manager provides leadership, drives innovation in compliance and safety practices, and collaborates with various departments, external agencies, and stakeholders to maintain regulatory compliance.</p> <p>Requires availability for emergency call-in.</p> <p>SUPERVISES OTHERS: YES</p> <p>FLSA STATUS: EXEMPT</p> <p>COMPENSATION: $134,807 - $155,000 Based on Experience</p> <p>ESSENTIAL FUNCTIONS</p> <ul> <li>Establishes, implements, and continuously improves safety processes related to airfield operations in accordance with Title 14 CFR Part 139. </li><li>Ensures continuous compliance with Title 14 CFR Part 139, Part 1542, Airport Operating Certificate, and the Airport Certification Manual. </li><li>Responsible for ensuring all personnel are properly trained and records maintained per the requirements of Part 139.301 and 303.Ensure all phases of the self-inspection program follow standards set forth in Part 139.327. </li><li>Collaborate with fueling tenants, ARFF, and authority staff to maintain procedures for the protection of persons and property on the airport when handling hazardous materials in compliance with Part 139.321. </li><li>Manages the airport's Movement Area Training Program and compliance with Part 139.329. </li><li>Maintains effective oversight of the TPA Wildlife Hazard Management Plan in accordance with Part 139.337. </li><li>Reviews and evaluates Construction Safety Phasing Plans for potential operational impacts and engineering and construction documents for compliance with Part 139.341. </li><li>Ensure staff are trained and prepared to fulfil their roles and responsibilities within the Airport Emergency Plan and comply with Part 139.325. </li><li>Collaborates with the SMS Manager to ensure compliance with the Airport's approved Safety Management System Plan requirements and Part 139.401-403. </li><li>Accountable for the well-being and support of the Airfield team, providing opportunities for growth, development and offering mentorship. </li><li>Evaluates the work performance of direct reports; engages in transparent performance check-ins and appraisals and takes necessary corrective action or disciplinary measures when required. </li><li>Ensures that direct reports comply with authority standards regarding personal appearance, fostering a professional work environment. </li><li>Oversees the maintenance and accountability of all direct reports' equipment, ensuring adherence to established guidelines and promoting operational efficiency. </li><li>Regular and reliable attendance is required as an essential function of the position. </li></ul> <p>This list is not intended to be all-inclusive, and you may not be responsible for every item listed. Exhibits a sense of urgency where appropriate. </li></ul> <p>REQUIRED FOR ALL HCAA JOBS</p> <ul> <li>In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department or the HCAA Emergency Operations Center (EOC).
