The Town is one of the fastest-growing and most sought-after communities in Colorado and it's consistently ranked among the best and safest places to live in the State.</p> <p>Castle Rock Water aspires to be a national leader in the water industry, developing a complete reuse system with one of the most advanced purification facilities in the country, implementing some of the most progressive conservation measures in Colorado and partnering on regional infrastructure with other water providers to secure renewable water for Castle Rock and the greater South Metro area. Whether managing water treatment at the award-winning plant, maintaining the $730 million in infrastructure, overseeing the financial security of our growing system, or ensuring sustainable long-term water supplies for the community, Castle Rock Water has many opportunities available to learn and grow with the organization.</p> <p>Castle Rock Water is looking to grow its automation system over the next 7 years utilizing the SCADA Master Plan. We will be replacing old hardware with new Allen Bradley PLC's and a FactoryTalk control system. This project will be following the PlantPax philosophy and is a great way to utilize your skills and keep up with future technology.</p> <p>Essential Duties & Responsibilities:</p> <ul> <li>Lead the planning, design, and implementation of SCADA upgrades and control system improvements, ensuring integration across water, wastewater, and water resources systems. </li><li>Participate in and lead the Installation, maintenance, calibration, and troubleshooting of a wide variety of instrumentation and control devices, including pressure, level, and flow transmitters, analytical instruments, and process sensors across plant and remote sites. </li><li>Manage the technical planning, development, and execution of a preventative maintenance (PM) program for all instrumentation and control equipment, including documentation, scheduling, and performance tracking. </li><li>Leads and enforces maintenance standards, calibration schedules, and repair protocols following industry best practices and regulatory compliance. </li><li>Provide advanced technical leadership in the troubleshooting, maintenance, programming, and optimization of SCADA, PLC, HMI, and Radio communication systems. </li><li>Oversee and perform hardware/software installation, configuration, and upgrades for control systems to ensure efficient and reliable operations. </li><li>Programs, configures, and integrates Allen-Bradley and Bristol Babcock/Emerson RTUs and PLCs; responsible for supporting the complete life-cycle management of SCADA code, control strategies, and communication protocols. </li><li>Create and maintain HMI graphics, alarm logic, and control interfaces using Studio 5000, FactoryTalk View SE/ME, Ignition, and other relevant development environments. </li><li>Develop, implement, and uphold standards and Division specifications for Instrumentation Controls equipment to ensure consistency, reliability, and integration across Castle Rock Water's system. </li><li>Coordinate SCADA system upgrades, backups, and change management procedures. </li><li>Supports cybersecurity practices related to the SCADA system, including firewalls, managed switches, VPNs, and secure remote access strategies. </li><li>Lead or support cross-departmental initiatives related to SCADA integration, facility upgrades, and capital improvement projects. </li><li>Analyze system performance data to support predictive maintenance and system optimization. </li><li>Supports the administration of access control systems that integrate with water utility infrastructure for operational and security purposes. </li><li>Assists with regulatory compliance and documentation related to SCADA, telemetry, water quality instrumentation, and communication systems. </li><li>Participates in a 24/7 on-call rotation and responds to after-hours emergencies to support system continuity and rapid issue resolution. </li><li>Assist with snow removal duties at Castle Rock Water facilities using manual tools (e.g., shovel), as necessary. </li><li>Perform other related duties as assigned. </li></ul> <p>Minimum Qualifications:</p> <p>An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.</p> <p>SCADA Instrumentation and Controls Engineer III: Generally, a Bachelor's Degree in Engineering, Computer Science, Information Technology, or in a closely related field is required. At least six (6) years of relevant, hands-on experience in instrumentation and controls engineering, SCADA technology, or industrial automation within water/wastewater utilities; or successful completion of the Town's approved career progression program; or an equivalent combination. ISA Certified Controls Systems Technician Level 2 (CCST L2) is preferred. Ignition Basic Certification, CISCO Network certifications and Rockwell Automation or Emerson-certified training credentials is preferred. A valid Driver's License is required.</p> <p>SCADA Instrumentation and Controls Engineer IV: Generally, a Bachelor's Degree in Engineering, Computer Science, Information Technology, or in a closely related field is required. A Professional Engineer (PE) in a relevant field is preferred. At least eight (8) years of progressively responsible experience in SCADA, instrumentation and control systems within water/wastewater utilities; or successful completion of the Town's approved career progression program; or an equivalent combination. ISA Certified Control Systems Technician Level 3 (CCST L3) is preferred. Ignition Basic Certification, CISCO Network certifications and Rockwell Automation or Emerson-certified training credentials is preferred. A valid Driver's License is required.</p> <p>Knowledge, Skills, and Abilities:</p> <ul> <li>Advanced-level knowledge of electrical theory, digital/analog circuits, and control system hardware/software design. </li><li>Advanced knowledge of SCADA networks, PLC/HMI development, and cybersecurity protocols. </li><li>Extensive experience with Allen-Bradley and Bristol Babcock/Emerson PLCs and RTUs. </li><li>Proficiency in industrial communication protocols, including Ethernet/IP, serial, and wireless telemetry systems (e.g., CIP, MQTT, Modbus). </li><li>Advanced-level diagnostic and troubleshooting skills for instrumentation, automation, and network systems. </li><li>Ability to analyze system performance and provide data-driven solutions. </li><li>Proficient in reading, interpreting, and editing complex engineering drawings (P&IDs, schematics, and network diagrams). </li><li>Skilled in developing, debugging, and optimizing structured text, ladder logic, and function block code within Studio 5000 and advanced SCADA programming environments. </li><li>Thorough understanding of NFPA 70E electrical safety standards and industry best practices for safely operating and working on or near high-voltage equipment. </li><li>Strong leadership, training, and mentoring skills; able to delegate tasks effectively and foster team growth. </li><li>Understanding of regulatory requirements and best practices for water and wastewater system operations. </li><li>Effective verbal and written communication skills, including the ability to explain complex technical concepts to non-technical audiences. </li><li>Ability to work independently, manage multiple priorities, and make informed decisions under pressure. </li></ul> <p>Physical Demands:</p> <ul> <li>May include exertion of moderate physical effort to include lifting, carrying, pushing and/or pulling of objects and materials up to 60 pounds </li><li>Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting </li><li>Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles </li><li>Vision for reading, recording and interpreting information </li><li>Speech communication and hearing to maintain communication with employees and citizens </li></ul> <p>Work Environment:</p> <ul> <li>Ability to drive to and physically access Town facilities </li><li>Some duties may be performed in potentially any weather and environmental conditions </li><li>Ability to safely work with and in close proximity to high voltage electrical equipment </li></ul> <p>Equipment Used:</p> <ul> <li>This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment </li></ul> <p>Must satisfactorily complete a criminal background check and driving record check prior to commencing employment.</p> <p>The Town of Castle Rock is an Equal Opportunity Employer.</p>
