<p>Under the direction of the Facilities Director, this role is responsible for planning, directing, and providing strategic leadership across all facilities operations, including capital improvement initiatives and space planning projects. The position oversees Facilities Department staff, ensuring effective coordination of maintenance and repair programs across multiple locations.</p> <p>Key responsibilities include:</p> <p>Leading and guiding departmental staff to ensure high-performing operations</p> <p>Assisting in the preparation and management of the annual budget and exercising budgetary control over maintenance programs</p> <p>Developing long-range operational plans and coordinating staff training programs</p> <p>Authorizing procurement of supplies and services and preparing cost estimates</p> <p>Reviewing and monitoring specifications, proposals, contracts, and vendor performance</p> <p>Preparing progress reports and resolving operational issues related to facilities projects</p> <p>ESSENTIAL JOB FUNCTIONS</p> <ul> <li>Assist the Facilities Director in planning and managing the operations of the Facilities Department. </li><li>Participates in the selection of consultants, fee negotiations, and approval of contracts. </li><li>Provides direction to Maintenance supervisors and ensures work complies with established policies/procedures; coordinates priorities and schedules workflow with supervisors; plans special projects; coordinates and organizes projects for work orders involving building user needs, building system repairs, etc. </li><li>Provides guidance to subordinate staff and consultants on operations and maintenance criteria, regulations, codes, standards, and schedules; participates in developing strategic facilities plans and assessments of existing structures. </li><li>Manages bargaining and non-bargaining staff (building supervisors) (approves supervisor vacations, evaluations of supervisors and bargaining unit employees, assist in interview process). </li><li>Assist in preparing department's annual budget, including but not limited to, maintaining an inventory of tools, equipment, and supplies. </li><li>Responsible and accountable for the operation and coordination of all activities involving planned, preventative and emergency, maintenance service, janitorial, custodial, and security services. </li><li>Maintains and administers a comprehensive preventative maintenance program, which includes procedures, and records to maintain facilities and equipment in a safe, sanitary, sound condition. </li><li>Administers and maintains a departmental training program to enable the facilities staff to remain current on federal, state, and local codes; provides technical training to the facilities staff to ensure proper skills and knowledge levels are maintained to properly perform duties at a high level. </li><li>Develop policy/procedures to ensure control of all maintenance, custodial, and grounds functions. </li><li>Oversee the installation, maintenance, and repair of infrastructure by Lucas County maintenance staff and outside contractors. </li><li>Makes recommendation on continuous improvements, maintenance technology, schedules, and operations budget. </li><li>Perform actions associated with potential acquisition of additional facilities or relocation of departments/agencies, including: facility assessments; establishing department/agency requirements. </li><li>Develop siting and layout of building systems, facilities, and structures to obtain optimum utilization of land and resources, and to achieve operational efficiency; estimating costs; developing Legal Notices/advertising for proposals; analysis of options; negotiation of lease terms; prepare plans and specifications for additional space acquisitions allocation and utilization of space; analyze space requirements; design and develop layouts of space. </li><li>Recommend and/or approve furniture, furnishings and equipment; facilitate establishment of standards development of space utilization configurations; coordination of moves; utility services; etc. </li><li>Perform property/building/facility assessments for all County agencies and departments, including feasibility investigations, evaluations, and surveys; develop and analyze plans, options, and alternatives for facility and space utilization considerations; perform reconnaissance of buildings and sites, analyze associated data, and prepare reports. </li><li>Coordinates project management for maintenance and renovation projects (e.g. participates in developing project scope, budget, funding, and schedule. </li><li>Works with subordinate staff to ensure timely close-out of completed maintenance projects. </li><li>Additional duties as assigned. </li></ul> <p>MINIMUM REQUIREMENTS</p> <ul> <li>Bachelor's degree in architecture, Mechanical Engineering, Business, Public Administration, Construction Management or related field; Plus, five (5) years Facilities Management experience in building and grounds maintenance programs and plant operations (HVAC, Electrical, Mechanical systems) OR any equivalent combination of training, education and work or volunteer experience as determined by the employer. </li><li>Must have three (3) years of documented supervisory experience. </li><li>Certified Facilities Manager (CFM), Preferred </li><li>Valid driver's license with driving privileges in the State of Ohio. </li></ul> <p>KNOWLEDGE, SKILLS, AND ABILITIES</p> <ul> <li>Knowledge of methods and practices applicable in the facilities management and construction field; laws, regulations and standards promulgated by federal, state, and local agencies applicable to renovation and all aspects of building management. </li><li>Knowledgeable of building design principles and building systems. </li><li>Knowledgeable of administration and management methods and practices; </li><li>Skilled in fiscal management principles and practices; departmental personnel rules and regulations. </li><li>Ability to prepare and review contracts; </li><li>Ability to plan, direct, supervise, and coordinate the work of subordinate personnel. </li><li>Ability to collect and analyze data, maintain records and prepare detailed technical reports. </li><li>Ability to maintain effective working relationships with Lucas County Elected Officials/Leaders, the public and subordinate personnel. </li><li>Ability to exercise good judgment in evaluating situations and making decisions; present ideas clearly and persuasively, orally and in writing; enforce rules and regulations with fairness and impartiality. </li></ul> <p>UNUSUAL WORKING CONDITIONS</p> <ul> <li>Working in inclement weather. </li><li>Extended working hours. </li><li>Overnight travel </li></ul>
