<p>General Definition of Work</p> <p>The director of federal programs planning and logistics, under limited supervision, performs senior level work with considerable decision-making discretion in the design, implementation, delivery, and management of innovative solutions that deliver district-wide programming related to Multilingual Learners (ML), Exceptional Children (EC), Pre-Kindergarten (Pre-K), charter school payments, and other federally funded initiatives. This position supports the implementation of assigned initiatives and monitors impact on student outcomes. Employee performs advanced and supervisory work related to a wide variety of programs and activities and ensures alignment to student outcome focused governance (SOFG) goals and guardrails. Employee performs district-level work to carry out Board of Education policies under the direction of the Executive Director of Federal Programs & English Language Learners.</p> <p>Qualifications</p> <p>To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.</p> <p>Essential Functions</p> <ul> <li>Adhere to all state, federal, and local laws, policies, and procedures </li><li>Lead, manage, supervise, and evaluate assigned programs/staff in the district </li><li>Investigate, analyze, and formulate methods for handling special projects/reports </li><li>Monitor and participate in the development and administration of assigned budgets </li><li>Develop long-and short-range goals and objectives for the improvement of systems and processes within each of the assigned departments </li><li>Direct, lead, and coordinate district/state professional initiatives </li><li>Monitor timelines and progress towards milestones and deadlines </li><li>Establish and implement best practices, protocols, policies, and procedures for the distribution of district-wide support federal programs, including ML, EC, Pre-K, and Federal Title program funding. </li><li>Develop and monitor systems that measure the effectiveness of support and resources; make recommendations and support continuous improvement efforts </li><li>Assist schools in developing, implementing, and monitoring SOFG projects and professional development planning </li><li>Oversee access of program resources and enforcement of compliance </li><li>Plan district-wide programs of professional development based on a needs assessment for all departments </li><li>Collaborate with key stakeholders in the development of training plans focused on the delivery of quality services to students </li><li>Facilitate professional development and organize division updates for meetings as needed/required </li><li>Complete local, state, or federal surveys and reports accurately and promptly </li><li>Participate in professional development workshops and leadership training </li><li>Create an inclusive environment with positive communication/public relations </li><li>Perform related work as assigned or required </li></ul> <p>Knowledge, Skills, Abilities</p> <ul> <li>Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies </li><li>Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school systems </li><li>Comprehensive knowledge of staff development practices, procedures, and techniques </li><li>Comprehensive knowledge of how to utilize appropriate data and information to make instructional decisions for students </li><li>Demonstrated knowledge and understanding of various learning styles, curriculum development and program evaluation, effective instructional strategies, classroom management, learning assessment and diagnosis, and research related to learning </li><li>Skilled in the use of current software to include word processing, spreadsheets, and desktop publishing applications </li><li>Ability to manage multiple small-scale and large-scale project simultaneously </li><li>Ability to learn and use specialized tools, equipment or software related to business needs </li><li>Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations </li><li>Ability to direct and evaluate the work of others </li><li>Ability to communicate effectively </li><li>Ability to reason, make judgments, and maintain effective working relationships </li><li>Ability to employ positive communication skills in all settings/mediums </li><li>Ability to problem-solve utilizing sound judgment </li><li>Ability to maintain confidentiality regarding school system business </li><li>Ability to take initiative, work independently, and exercise sound judgement </li><li>Ability to develop related charts, graphs, reports, and records pertaining to school planning and strategy </li><li>Ability to conceptualize, initiate, monitor, and evaluate new and/or current programs </li><li>Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment </li></ul>
