<p>The Procurement Services Manager provides high-level leadership within the County's predominantly decentralized procurement program and serves as the chief procurement advisor in the Finance Department. Reporting to the Finance Director, this position oversees the County's procurement strategy, compliance efforts, policy development, and operational guidance. The role supervises a team of three and ensures alignment of day-to-day purchasing operations with strategic County goals.</p> <p>The duties listed below are not all that may be assigned, but are considered essential for an employee to perform.</p> <ul> <li>Oversee centralized and decentralized purchasing operations. Collaborate with departments to develop cost-effective strategies, including cooperative purchasing agreements and leveraging state contracts. </li><li>Partner with departments through request for proposal (RFP) and bid processes. Review draft solicitations, assist with vendor evaluations, and promote vendor accountability during the contract lifecycle. </li><li>Serve as the subject-matter expert on Uniform Guidance (UG) requirements; educate departments, update policies and procedures, and review federally funded contracts for compliance. </li><li>Develop, implement, and update local procurement policies and procedures. Educate stakeholders on best practices and statutory requirements </li><li>Review contracts and change orders for compliance, completeness, and alignment with County policy and relevant state or federal requirements. Coordinate with departments and the County Attorney regarding legal and procedural concerns. </li><li>Serve as a Deputy Finance Officer, which authorizes this position to preaudit contracts and purchase orders. </li><li>Monitor vendor performance, prepare end-of-year vendor reporting, and promote efficient, ethical vendor engagement. Negotiate multi-department contracts to optimize pricing and value. Maintain vendor records and enforce vendor procedures. </li><li>Oversee the Purchasing Card Program and ensure program integrity and compliance. </li><li>Manage purchasing and contract modules in the Tyler Munis system. Train users, develop documentation, troubleshoot issues, and coordinate fiscal year-end processes and audits. </li><li>Approve purchase requisitions and ensure adherence to relevant laws and contract terms. Follow up with departments on missing documentation or clarifications. </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Work Style: Strong work ethic emphasizing accuracy and meeting deadlines. </li><li>Interpersonal Skills: Team-oriented, able to build consensus and provide exceptional customer service while upholding procurement standards. </li><li>Problem-Solving: Analytical thinker with the curiosity to investigate and resolve issues effectively. </li><li>Relationship-Building: Demonstrates tact, diplomacy, and the ability to build strong relationships while enforcing procurement regulations. </li><li>Knowledge Requirements: In-depth understanding of local government procurement procedures, including North Carolina General Statutes and Federal Uniform Guidance. </li><li>Supervisory & Coordination Skills: Ability to lead, mentor, and supervise procurement staff, coordinate deadlines, and prioritize tasks. </li><li>Technical Skills: Proficiency in Excel, with additional skills in risk analysis, life cycle costing, and cost/price analysis as a plus. </li></ul> <p>Salary Range: $97,800.04 - $161,400.20 (Anticipated hiring range: $105,000 - $130,000)</p> <ul> <li>Bachelor's degree in Business Administration, Public Administration, Finance, Accounting, or a related field. </li><li>Minimum of seven years of progressive procurement experience. </li><li>Equivalent combinations of education and experience will be considered. </li></ul> <p>Preferred Qualifications</p> <ul> <li>Experience in local government procurement, with preference for experience in a North Carolina local government setting. </li></ul> <p> • Familiarity with the Tyler Munis financial system.</p> <p> • Certified Local Government Purchasing Officer (CLGPO), North Carolina Association of Governmental Purchasing (NCAGP) Certification, Universal Public Procurement Certification Council - Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB), or NIGP Certified Procurement Professional (NIGP-CPP)</p> <p> • Prior supervisory experience </p> <p> • Experience leading policy development, audit support, and strategic procurement initiatives.</p> <p>The applicant selected must undergo a criminal background check and pass a drug screening test prior to employment.</p>
