Research Grant or Time-limited positions may be eligible for all, some, or no benefits, based on the grant or project funding.</p> <p>Position Description</p> <p>Advertised Job Summary</p> <p>The Capital Projects Manager is responsible for the professional accounting activities and fiscal management of 250+ capital and maintenance projects which includes research and analysis of projects, verification and documentation of financial transactions, reconciliation of all funding sources, determination of capitalization and construction in progress, and reporting capital projects to include review and preparation of monthly and annual reports and recording.</p> <p>Job Related Minimum Required Education and Experience</p> <ul> <li>Requires a bachelor's degree in a job related field and 3 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience. </li></ul> <p>Required Certification, Licensure/Other Credentials Preferred Qualifications</p> <ul> <li>CPA or CGFO preferred. </li><li>PeopleSoft or other ERP Experience preferred. </li><li>Higher Education experience preferred. </li></ul> <p>Knowledge/Skills/Abilities</p> <ul> <li>Knowledge of the principles, practices, theories and terminology of accounting, capital financing, debt management, tax, banking, budgeting, financial management or investment. </li><li>Knowledge of capital assets and GAAP capitalization. </li><li>Knowledge of state capital budgeting accounting processes. </li><li>Knowledge of state government fiscal accounting processes. </li><li>Knowledge of financial statement analysis. </li><li>Ability to analyze and interpret complex financial data and reports. </li><li>Ability to plan, organizes, review and supervise the work of subordinates. </li><li>Ability to establish and maintain effective working relationships with others. </li><li>Ability to communicate effectively. </li></ul> <p>Job Duties</p> <p>Job Duty</p> <p>Manage all Capital Project functions for General Accounting in the Controller's Office to include reviewing all capital projects on a monthly basis to ensure proper funding and to</p> <p>determine proper funding sources to cover monthly expenditures; Completing and submitting all bond draws and ICPF transfers to the State Treasurer's Office, Foundation Fund requests and internal transfers accurately and timely; Ensuring all SCEIS entries within the state's accounting system and University journal entries reflecting project funding are recorded timely and accurately.</p> <p>Essential Function Yes Percentage of Time 25 Job Duty</p> <p>Establishing and closing projects as forms are received from Facilities as well as processing all budget changes; Initiating requests for Capital Reserve and Lottery funding from the state as notification of state appropriations are received and Managing and Analyzing E&GMR funds and Housing Maintenance reserves, including making transfers from tuition. Review, analyze and evaluate existing policies, programs, plans, systems, operations, procedures and documents to develop improvements in efficiency, effectiveness and productivity; assist in developing program performance standards.</p> <p>Essential Function Yes Percentage of Time 25 Job Duty</p> <p>Manage Project Costing and Construction-In-Process (CIP) for all Capitalized Capital</p> <p>Projects ensuring all month-end interfaces are successfully run between Project Costing and the Asset Management System while verifying accuracy of all transactions. Analyze projects for completion status to ensure the proper recording of assets and reclassifications from CIP to proper asset categories (Land, Building, Building Improvement, etc.). Complete review on at least a quarterly basis.</p> <p>Essential Function Yes Percentage of Time 10 Job Duty</p> <p>Review, analyze and prepare all monthly and annual reports for the Capital Projects to</p> <p>include monthly submission of Capital Projects expenditures to the SC state Comptroller General's Office for the Statewide Permanent Improvement Reporting System (SPIRS) as well as various reports needed by the University's Chief Financial Officer. Ensure coordination with University Facilities and Capital Financing departments on deadlines, timelines and preparation guidelines for monthly and annual reporting.</p> <p>Essential Function Yes Percentage of Time 15 Job Duty</p> <p>Manage the reconciliation process to include but not limited to reconciliation of the Capital Project Costing ledger to the General Ledger, all bond funds reconciled to the State Treasurer's Office Debt Management Reports, reconciliation of SPIRS (Statewide Permanent Improvement Reporting System) reports received from the State Comptroller General's Office for each campus, maintenance and reconciliation of the Retainage Schedule, E&GMR funds and Housing Maintenance reserves, and reconciliation of Construction In Process (CIP) including the Year-End Roll-forward.
