<p>This position is an anticipated vacancy. The current incumbent has a right to rescind their retirement, leave, or resignation up until the day of the expected vacancy date. Your hire will not be confirmed until the position is vacated.</p> <p>Reports to: Director of Central Staffing and Executive Director of Transportation</p> <p>POSITION OVERVIEW:</p> <p>The Human Resources (HR) Manager works within the Office of Human Capital and Transportation departments to provide Transportation with full functioning HR support. The HR Manager will support recruiting, hiring and managing within the department of Transportation. Under the supervision of the Director of Central Staffing, the HR Manager will support department staffing needs, including but not limited to: screening, recruitment, selection, onboarding, and transfers of all transportation staff. Under the supervision of the Executive Director of Transportation, the HR Manager will also support the Transportation department with employee relations and employee training functions. The HR Manager will work most closely with the Assistant Director of the Monitor's Unit, which comprises the largest portion of the transportation workforce, to proactively assess performance needs and implement actions that effectively develop and leverage organizational talent for all Boston Public Schools bus monitors.</p> <p>The HR Manager will be expected to complete a high volume of transactional processes, own a high volume working group and must be able to form tight working relationships with district leaders. This is a self-directed role, and demonstrates independence and initiative. The candidate will be required to handle confidential and time sensitive information, often working with tight deadlines.</p> <p>RESPONSIBILITIES:</p> <p>Central Staffing Functions</p> <ul> <li>Own all transactional processing for Transportation department; processing employees to fill budgeted vacancies according to hiring decisions, court orders, collective bargaining contracts, and state and city qualifications </li><li>Validate I-9 documentation in accordance to Federal guidelines </li><li>Manage the processing of all documents regarding the hiring, assignments, returns from leave and transfer for employees </li><li>Manage the employment agreement [EAE] contracts for transportation </li><li>Manage and conduct bus monitor recruitment and hiring during the annual peak hiring season and throughout the school year </li><li>In collaboration with the Recruitment team, implement a streamlined recruiting and onboarding process for bus monitors as well as other department vacancies </li><li>Plan and execute bus monitor hiring job fairs </li><li>Collaboratively develop and facilitate new employee onboarding (e.g. Welcome Sessions, annual training, ongoing training in collaboration with the Behavioral Analyst team) </li><li>Identify new training needs and assess existing training models to ensure a well-trained and prepared monitor unit in collaboration with the Assistant Director of the Monitor's Unit and Behavioral Analyst Team </li><li>Provide technical support to hiring managers in Transportation department on district policy and state/federal laws governing hiring practices </li></ul> <p>Communication and Customer Service</p> <ul> <li>Provide department candidates and staff excellent customer service by answering HR-related queries with correct information, or providing additional support by troubleshooting and/or forwarding to appropriate resources within the department </li><li>Respond to requests for information regarding Boston Public Schools HR-related policies and procedures </li><li>Compose correspondence, reports, memorandums, meeting agendas, and other documents using Google Suite and Microsoft Office software </li></ul> <p>Employee Relations</p> <ul> <li>Serve as the point of contact for transportation candidate and employee inquiries, with an anticipated focus on bus monitor candidates </li><li>Work with the Assistant Director of Monitor's Unit, and Executive Director of Transportation to create a culture of accountability by providing timely feedback to employees and addressing performance concerns. </li><li>Proactively identify and propose solutions while implementing plans and programs to improve the bus monitor employment experience </li><li>Facilitate conflict resolution meetings and training </li><li>Serve as the department's point of contact for allegations of bias-based conduct and workplace violence </li><li>Address allegations of misconduct consistent with BPS and City of Boston policies </li><li>Lead investigatory meetings and document findings </li><li>Work in collaboration with the Office of Human Capital Employee Services team to ensure administrative leaves and other disciplinary actions are processed </li><li>Implement disciplinary action and respond to grievances, arbitration notices, and other external claims filed against the district, with a specialized focus on Monitor's Unit </li><li>Work alongside the Office of Equity to ensure Transportation's mandated reporting requirements are met </li><li>Provide assistance to Transportation managers with Investigatory Meetings (IM), as needed </li></ul> <p>Data Management</p> <ul> <li>Ensure accuracy of employee data </li><li>Collect and manage employee-related data for staff communications </li><li>Prepare reports on employee data to support Department insights and program evaluation </li></ul> <p>Attendance & Leave Management</p> <ul> <li>Serve as the liaison between Transportation and OHC Employee Services, ensuring that employees are submitting their requests for leaves in a timely manner </li><li>Support the Monitor Unit with tracking employee attendance </li><li>Work with central office staff in order to manage the Absent Without Official Leave (AWOL) process for transportation staff </li></ul> <p>QUALIFICATIONS - REQUIRED:</p> <ul> <li>Bachelor's degree </li><li>1-3 years of professional experience in Human Resources or related field </li><li>Experience with full-cycle recruitment and facilitating new hire orientation </li><li>Experience conducting workplace investigations </li><li>Robust and creative problem-solving skills with the ability to act decisively </li><li>Ability to multitask and meet important deadlines </li><li>Demonstrated ability to drive cross-functional projects </li><li>Excellent verbal and written communication skills </li><li>Strong interpersonal skills </li><li>Ability to work collaboratively </li><li>Flexible, adaptable, able to work under pressure and handle multiple and competing demands </li><li>Knowledge of key strategies and trends in employee relations </li><li>High professional standards regarding customer service and work quality </li><li>Self-starter with a strong commitment to outcomes </li><li>Motivated and ability to multitask </li><li>Demonstrated ability to find solutions to difficult problems and issues </li><li>Strong quantitative and analytical skills </li><li>Negotiating, teamwork, and conflict management skills </li><li>Knowledge of Federal, state, and local employment law (e.g., FMLA, FLSA, ADA) </li></ul> <p>QUALIFICATIONS - PREFERRED:</p> <ul> <li>Master's degree in Human Resources, Business Administration, or related field </li><li>Previous labor relations, bargaining union contract interpretation, and compliance experience preferred </li><li>Mediation experience </li><li>SHRM and/or HRCI certification </li><li>Second Language Proficiency in (Spanish, Arabic, Haitian Kreyol, Chinese (Mandarin), Vietnamese, Cape Verdean Creole, Portuguese or Somali) </li><li>Experience with Oracle (PeopleSoft) operating system </li><li>Familiarity with mandated reporting requirements and guidelines </li></ul> <p>TERMS: Managerial, C42.</p> <ul> <li>This position is based out of the Bruce C. Bolling Building, travel may be required to the three bus yards, schools, and other destinations (as assigned by Supervisor), using a BPS company vehicle.
