<p>Reports To: Katie Hill</p> <p>POSITION OVERVIEW:</p> <p>The Assistant Director of District-Wide Dual Enrollment resides in the Office of Secondary Schools of the Boston Public Schools, reporting to the Director of Early College Programs. The Assistant Director of District-Wide Dual Enrollment will work to strengthen and expand equitable access to and success in dual enrollment for all secondary school students. The Assistant Director will provide specialized leadership in designing and implementing systems, partnerships, and pathways that enable students across the district to prepare and engage in high-quality college coursework that is seamlessly integrated into their secondary school experience.</p> <p>The Assistant Director will lead the development of mutually beneficial collaborations between BPS Office of Secondary Schools and several internal and external partners (other BPS departments, individual secondary schools, institutes of higher education, and the City of Boston's Office of Workforce Development) to improve systems and enable access to college course-taking for all student profiles-including multilingual learners and students with disabilities. The Assistant Director will also collaboratively design and oversee implementation of two innovative dual enrollment consortia in partnership with Roxbury Community College and The Possible Zone. Both models will provide expanded access to sequenced dual enrollment pathways at a district-wide scale.</p> <p>RESPONSIBILITIES:</p> <p>District-Wide Dual Enrollment Leadership:</p> <ul> <li>Facilitate and lead district-level approach to and establish clear goals and objectives for district-wide dual enrollment-a city-wide initiative aligned to the Superintendent's priorities </li><li>Provide strategic leadership in design and delivery of existing and new district-wide dual enrollment opportunities and models </li><li>Determine progress made against departmental goals and use data to drive decision-making about the allocation of resources </li><li>Prepare presentations, spreadsheets, and reports related to participation and success in college course-taking for ongoing reflection, learning, and program improvement </li></ul> <p>Systems Management & Organizational Development:</p> <ul> <li>In partnership with the Office of Teaching and Learning and the Office of Instructional and Information Technology, lead strategy to improve transparency across secondary and postsecondary stakeholders as it relates to how courses are represented in the course catalogue. </li><li>Establish and manage the systems and structures for evaluating dual enrollment courses for MassCore alignment, with the goal of increasing Core course access </li><li>Codify and manage the process for new college level course requests and approval, ensuring all new courses are accurately added to the district course catalog in a timely manner. </li><li>Lead the development, implementation, and ongoing monitoring of a District-Wide College Course-Taking Grading Circular </li><li>Collaborate with school counselors, Office of Secondary Schools, and BPS Office of Teaching and Learning to develop and monitor the accurate transcription of college coursework on BPS student records </li><li>Work closely with the data and accountability team to secure reports for tracking student participation and performance and identify new areas for analysis </li></ul> <p>Program Implementation & School-Based Coordination:</p> <ul> <li>Provide ongoing technical support to schools throughout the entire dual enrollment process each semester and summer </li><li>Offer training sessions and build tools to increase understanding of and compliance with college course-taking protocols </li><li>Collaborate with the Early College Director and Executive Director of School Counseling to codify best practices for dual enrollment advising, with the goal of increasing the alignment of dual enrollment opportunities to their current course of study and postsecondary plan </li><li>Work with schools to identify and implement systems that expand student advising and supports needed for students to access and succeed in district-wide dual enrollment opportunities </li><li>Engage schools in goal setting and strategic planning to increase equitable access to dual enrollment opportunities for students historically underrepresented in higher education-particularly multilingual learners and students with disabilities </li><li>Co-facilitate alignment activities with secondary school and college faculty teams to build sequenced dual enrollment pathways within the district-wide offerings </li><li>Support the expansion of college and career planning systems (MyCAP) within college course-taking opportunities </li><li>Develop student and family-facing awareness and outreach strategy to increase participation in dual enrollment across BPS secondary schools </li><li>Continue to hone the program design and implementation strategy of district-wide consortia models </li><li>In collaboration with data and accountability, codify success metrics for district-wide dual enrollment and implement a strategy for ongoing monitoring and reflection </li><li>In collaboration with the Early College Director, provide direct administrative coordination of the Early College Pathway development </li></ul> <p>Partnership Management:</p> <ul> <li>In partnership with the Director of Early College, oversee 8 existing partnerships with institutes of higher education (RCC, BHCC, UMASS Boston, WIT, Cambridge, Fisher, Suffolk, and Franklin Cummings Tech) providing dual enrollment opportunities for spring, fall, and summer courses </li><li>Foster a positive working relationship with the Massachusetts Department of Elementary and Secondary Education (DESE) </li><li>Lead the coordination of various departments at both high-impact partners RCC and The Possible Zone that contribute to the implementation of both consortia </li><li>Identify new and establish working relationships with partners to expand access to district-wide dual enrollment, including multiple delivery models </li><li>Facilitate, negotiate, and complete all MOUs, business contracts, and NDAs with institute of higher education partners to open access to dual enrollment coursework </li></ul> <p>Grant & Financial Management:</p> <ul> <li>In collaboration with the Early College Director, engage in a multi-year planning and evaluation process to determine program readiness for Early College designation pursuit </li><li>Assist the Early College Director and school-based staff to pursue grant opportunities to support college course-taking programs </li><li>Monitor school-level outcomes and expenditures for district-wide dual enrollment budgets </li></ul> <p>Supervision & Management:</p> <ul> <li>Supervise 1 central office coordinating FTE </li><li>Supervise and coordinate stipended roles that provide critical programmatic and classroom-based support within the Early College consortia </li><li>Work collectively across 34 secondary schools with guidance counselors, dual enrollment liaisons, and other school-based staff to facilitate equitable access to and delivery of college-course-taking opportunities </li></ul> <p>Deliverables:</p> <ul> <li>Write, execute and maintain over time a district-wide strategy and implementation plan for expanding equitable access to dual enrollment opportunities for all secondary school students. Resulting outcomes will include: </li><li>Increased student participation and transferable credits earned, with the goal of students from 90% of secondary schools participating by 2028 </li><li>Increased student participation for historically marginalized populations (multilingual learners, students with disabilities) by 5 percentage points by 2028 </li><li>Increased number of high-quality district wide dual enrollment offerings available in BPS to 200 courses </li><li>Codify protocols for equitable and streamlined implementation of college course-taking programs that are in alignment with related district guidance, including the development, implementation, and ongoing monitoring of a District-Wide College Course-Taking Grading Circular </li><li>Increase the practice of aligned dual enrollment advising through a multi-modality professional learning plan </li><li>Grow and manage district-wide consortia partnerships with RCC and TPZ that allow 250 students new access to dual enrollment by 2030 </li><li>Supervise and foster the development of an FTE </li></ul> <p>QUALIFICATIONS - REQUIRED:</p> <ul> <li>At least (7) years of experience in project management within the education sector </li><li>Evidence of an ability to articulate a commitment to equity-focused work and the role advanced coursework plays in closing opportunity and achievement gaps </li><li>The ability to examine programs, policies, and systems through a racial equity lens </li><li>Strong management capabilities evidenced by successful experience in program planning and implementation, marketing, budgeting, or program evaluation </li><li>Demonstrated leadership qualities and interpersonal attributes necessary to work effectively with diverse groups of students, families, teachers, administrators, and external partners </li><li>Ability to work collaboratively and cross-functionally with members of an active team, establish and maintain effective working relationships with school leaders and staff, and professionally represent division to partners outside of BPS </li><li>Proactive, creative, and tenacious problem-solver with experience in organizing others to accomplish projects </li><li>Understanding of, and experience with, meeting the needs of students and families of varying socio-economic backgrounds and historically marginalized populations to support post-secondary opportunities </li><li>Able to work independently, employing impeccable judgment, discretion, and integrity. </li><li>Understanding of the Boston Public Schools, the local stakeholder community, and related federal and state educational policies </li><li>Understanding of current Massachusetts Curriculum Frameworks and Standards and MassCore graduation requirements </li><li>Experience analyzing data and using data to drive change </li><li>Effective presentation skills and can prepare clear materials and facilitate group meetings. </li><li>Attention to detail and accuracy and ability to organize and coordinate multiple projects simultaneously in a high-paced environment </li><li>Mastery of Google/Microsoft Office Suite and online meeting platforms such as Zoom </li><li>Current authorization to work in the United States </li><li>An understanding of and commitment to gain greater understanding of what is necessary for an urban school system to enjoy continuous improvement in an increasingly complex and competitive environment. </li><li>A deeply held and unyielding belief in the overarching mission of public education. </li></ul> <p>QUALIFICATIONS - PREFERRED:</p> <ul> <li>Masters Degree in Education, Educational or Public Policy, or a related field </li><li>Experience administering or implementing successful dual enrollment or Early College programs in Boston Public Schools, or in similar districts </li><li>Understanding of governing policies and practices in higher education including but not limited to, semester timelines, grading policies, new course development and awarding of credit </li><li>District-level managerial experience </li></ul> <p>MANAGERIAL</p> <p>COMPENSATION RANGE: C53</p> <p>The Boston Public Schools, in accordance with its nondiscrimination policies, does not discriminate on the basis of race, color, age, criminal record, physical or mental disability, pregnancy or pregnancy-related conditions, homelessness, sex/gender, gender identity, religion, national origin, ancestry, sexual orientation, genetics, natural or protective hairstyle, military status, immigration status, English language proficiency, or any other factor prohibited by law in its programs and activities.
