The University's 2,600 staff help create an annual economic impact for the Piedmont Triad region in excess of $1B.</p> <p>Primary Purpose of the Organizational Unit</p> <p>The Office of Institutional Integrity and General Counsel (OIIGC) provides an integrated and coordinated approach to the University's legal, ethical, and compliance requirements, and consists of the following functions: Legal Affairs and Governance, Compliance and Policy, Title IX Compliance, and Internal Audit. The OIIGC is responsible for providing legal advice to UNC Greensboro's Board of Trustees, the Chancellor, officers and other administrators of UNC Greensboro when they are acting on behalf of the University; serves as a strategic partner in the development and implementation of University policy, procedures and initiatives; assures legal and ethical compliance with all relevant federal, state and local laws and regulations; and provides timely collaborative legal advice at the earliest possible opportunity. The OIIGC provides advice on a broad spectrum of issues, including but not limited to contracts, federal and state regulations, due process matters, campus security, NCAA rules, equal employment and personnel laws, ADA/504, University and UNC System policies, financial aid, open meetings laws, FERPA, HIPAA, the Identity Theft Protection Act, Public Records Act, etc. The OIIGC works closely with the NC Attorney General's Office on litigation involving the University in federal and state courts and in actions pending before state and federal administrative agencies (i.e. EEOC, Dept of Education Office for Civil Rights and NC Office of Administrative Hearings).</p> <p>Position Summary</p> <p>The Deputy General Counsel (DGC) will report directly to the Vice Chancellor for Institutional Integrity and General Counsel and be responsible for providing legal advice and opinions to various academic and administrative offices. Primary duties will vary with demand, but will include providing advice and counsel regarding Academic Affairs, Human Resources, Compliance, and Governance. This position will also supervise Associate General Counsel and a paralegal, as well as advising and/or serving on University committees, working groups, and special projects as assigned by the Vice Chancellor for Institutional Integrity and General Counsel. This position involves frequent interaction with upper-level managers and administrators, including associate vice chancellors and vice chancellors.</p> <p>The DGC is responsible for providing legal advice and opinions to academic and administrative offices in every functional area of the University. This position involves frequent interaction with upper-level managers and administrators, including vice chancellors. Specific duties include:</p> <ul> <li>Advising on matters related to employment law and managing any subsequent litigation </li><li>Institutional policy drafting </li><li>Advising on matters related to compliance and governance </li><li>Creating and conducting training on various employment legal matters </li><li>Working on special projects as assigned by the Vice Chancellor for Institutional Integrity and General Counsel </li></ul> <p>The DGC participates in various University committees and working groups, and national and state professional organizations to stay abreast of developments in higher education and other applicable laws.</p> <p>Minimum Qualifications</p> <p>Juris Doctor or LLB degree from an ABA accredited law school and at least ten (10) years of experience practicing law. Must also possess a high level of integrity and professionalism, excellent analytical ability, writing skills, listening and oral communications skills, diplomacy, and interpersonal skills. North Carolina State Bar membership in good standing, or licensure in good standing in another state on the date of initial employment and licensure to practice law in North Carolina within one year following initial employment. North Carolina Bar membership must be maintained in good standing throughout the period of employment. Participation in national and state professional organizations to stay abreast of developments in higher education and other applicable laws is also required. Occasional in-state and out-of-state travel for meetings, CLE, training, and attendance at hearings and trials involving the University is also required.</p> <p>Additional Required Certifications, Licensures, and Certificates</p> <p>Juris Doctor or LLB degree from an ABA accredited law school</p> <p>Preferred Qualifications</p> <p>Strong academic background, familiarity with and/or experience in providing legal services in a college/university, and knowledge of, and demonstrated success in, the areas of governance, NCAA compliance, student affairs, and employment law, a familiarity with college/university operations, and substantial knowledge of higher education law such as FERPA, Title IX, and the Clery Act. Working knowledge of other various laws impacting higher education in North Carolina such as HIPAA, ADA, FMLA, FLSA, and the NC Umstead Act.</p> <p>Experience working with federal and state administrative agencies such as the U.S. Department of Education, the U.S. Equal Employment Opportunity Commission, the NC Office of Administrative Hearings, the NC Department of Justice, the NC Office of State Human Resources, and on issues related to academic freedom and tenure. Experience creating and conducting training on various legal topics.
