makes recommendations regarding defendant release/supervision; testifies regarding supervision adjustment/participation and makes appropriate recommendations when required. </li><li>Utilizes Motivational Interviewing and other strategies/techniques, becomes an active participant in the change process to encourage positive internal change. </li><li>Facilitates cognitive behavioral groups or other evidence-based interventions as required by the agency. </li><li>Maintains all files in accordance with State and Local Standards and inputs all information into the PSLP database. </li><li>Provides assessment, referrals and coordination of services with community-based agencies and other service providers that may be available. </li><li>Completes risk/needs assessments, identifies criminogenic risks/needs and engages in case planning when appropriate. </li><li>Provides written reports to the courts, files Show Cause and/or seeks the issuance of a Capias, when appropriate. </li><li>Adapts, modifies and/or changes in accordance to evidence-based practices. </li><li>Provides drug screening and testing per Standard Operating Procedures and refers for substance abuse assessment and treatment when appropriate. </li><li>Obtains criminal records via VCIN terminal. </li><li>Establishes and maintains effective working relationships with other service providers, court personnel, law enforcement personnel, families, community groups, the Department of Criminal Justice Services and other organizations/agencies. </li><li>Provides on-call services, as required by the agency, for defendants under GPS/alcohol monitoring and responds to violations. </li></ul> <p>Qualifications</p> <p>Skills, Abilities & Other Requirements</p> <ul> <li>Considerable knowledge of the criminal justice system, evidence-based practices, antisocial thought, and supervision. </li><li>Considerable knowledge of all federal, state and local laws pertaining to criminal justice services/position. </li><li>Demonstrated knowledge and ability to perform motivational interviewing and other techniques/strategies in accordance with evidence-based practices. </li><li>Able to effectively plan and manage assigned caseload. </li><li>Ability to manage stressful situations and high-risk individuals. </li><li>Able to establish priorities and schedule appointments. </li><li>Able to establish and maintain effective working relationships with courts and law enforcement officials, etc... </li><li>Able to exercise tact, courtesy, discretion and be firm, fair and consistent with probationers/defendants, families, etc. </li><li>Ability to use various office equipment, such as computer, copier, etc... </li><li>Ability to communicate orally and in writing. </li><li>Conducts himself/herself in a professional manner at all times, while treating all people with respect and dignity. </li><li>Share responsibility with all staff for the successful operation of the agency and conduct himself/herself as a team player. </li><li>Represent CJS positively in public at all times. </li></ul> <p>Minimum Qualifications & Experience</p> <p>Any combination of education and experience equivalent Bachelor's degree in criminal justice/psychology/social work supplemented with 1 to 2 years of experience counseling/legal proceedings.</p> <p>Special Requirements</p> <ul> <li>Must obtain satisfactory results of a criminal history background check and successfully submit and pass drug testing. </li><li>Must become VCIN certified and maintain such certification. </li><li>Must successfully complete CORE training which is provided by the Department of Criminal Justice Services. </li><li>Must be trained in Motivational Interviewing (MI), actively participate in any Learning Teams, and be able, at the minimum, to demonstrate basic MI techniques/skills/knowledge within a reasonable time as determined by the Director, after receiving the initial training. </li><li>Must possess and maintain a valid Virginia driver license. </li></ul> <p>Working Conditions & Disclaimer</p> <p>Daily contact is made with, judges, clerks of court, law enforcement officers, other legal professionals, the general public in person, by telephone and by written communications. Tasks may risk exposure to violence. Tasks risk exposure to stressful situations and high-risk individuals. Must able to lift 12-20 pounds. VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plans are defined benefit plans. The VRS Hybrid plan consists of both a defined benefit plan and a defined contribution plan.</p> <p>All individuals are required to contribute 5% of their gross salary to their retirement account each month as a condition of employment.</p> <p>LIFE INSURANCE The County of Culpeper provides a basic life insurance plan for all eligible employees. The coverage amount is an employee's annual salary, rounded up to the next highest thousand, then multiplied by 2. The County pays 100% of the cost of this benefit. Additional coverage may be purchased.</p> <p>MEDICAL INSURANCE The County offers two (2) medical plans: an HMO & an HSA.</p> <p>DENTAL INSURANCE The County offers three comprehensive dental plans for employees and their eligible dependents.</p> <p>HOLIDAY/VACATION/SICK ACCRUALS The County follows the state calendar for paid holidays. Vacation and sick accrual depend on the agency, office, or department in which an individual is employed.</p> <p>PAY FOR PERFORMANCE The County currently utilizes a merit pay system to determine employee salary increases. This does not apply to Culpeper Human Services.</p> <p>SHORT TERM DISABILITY The County offers basic income protection in the event an employee is unable to perform the essential functions of his or her position. The County pays for this coverage for all VRS members.</p> <p>LONG TERM DISABILITY The County also offers additional income protection that will continue beyond the short term disability period until an employee is able to return to work or reaches retirement age. This coverage is provided for a nominal cost to employees covered under VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plan. This coverage is provided at no cost to all employees covered under the VRS Hybrid plan.</p> <p>VOLUNTARY INSURANCE PROGRAM The County offers voluntary insurance programs through a variety of insurance carriers. These include:</p> <p>Accident Plan</p> <p>Cancer Plan</p> <p>Whole Life Insurance</p> <p>Critical Illness Plans</p> <p>FLEXIBLE SPENDING ACCOUNT The County offers a Flexible Spending Account (FSA) that allows employees to set aside up to $2,500 annually, on a pre-tax basis via payroll deductions, to pay for eligible medical, dental, or vision expenses. The IRS regulates this program and runs concurrently with the benefit plan year.</p> <p>DEPENDENT CARE ASSISTANCE PROGRAM The County offers a Dependent Care Assistance Program that allows employees to set aside up to $5,000 annually, on a pre-tax basis via payroll deductions, to pay eligible dependent care expenses. The IRS regulates this program and runs concurrently with the benefit plan year.
