<p>Motor Vehicle Specialist I</p> <p>Employment Type: 0 - Full-time Regular</p> <p>Pay Range: $45,760.00 - 59,521.00</p> <p>Location: Castle Rock, Lone Tree, or Highlands Ranch, CO</p> <p>Overtime Exempt: N</p> <p>Elected Office / Department: CLERK & RECORDER</p> <p>The Douglas County Division of Motor Vehicles provides essential motor vehicle services, limited driver services, and issues secure and verifiable identification cards to citizens while collecting revenue for state and local jurisdictions at the direction of Colorado Department of Revenue.</p> <p>Core Services: Disability Placards, Vehicle Titling, Vehicle Registration, and Issue Colorado DLs and ID Cards.</p> <p>Generally, the hiring range is $45,760-$49,601 annually. For a more detailed overview please view the full Employee Benefit Guide.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)</p> <ul> <li>Processes title applications and issues motor vehicle registrations </li><li>Determines types of titles and registrations needed </li><li>Calculates and collects appropriate tax and registration fees </li><li>Enforces emission, insurance requirements and heavy vehicle use tax when applicable </li><li>Verifies accuracy of all documentation submitted and ensures compliance with motor vehicle statutes, rules, and regulations </li><li>Understands how fees are calculated and applied </li><li>Understands the purpose of temporary registration and the requirements </li><li>Communicates daily with the public, dealerships, finance companies, and banks regarding title application procedures, license plate renewals, emission tests, and other motor vehicle issues </li><li>Responds to customer complaints and explains statutes or policies and procedures that apply to each situation </li><li>Understands and utilizes reference materials. </li><li>Effectively provides written and verbal communication to customers regarding fees, reason for rejection of documents, policies, and procedures etc </li></ul> <p>Other Duties:</p> <ul> <li>Performs other duties as assigned in support of business operations, statutory compliance and department needs </li><li>All Clerk & Recorder employees may be required to work in the Elections Division in any capacity that is needed during election cycles </li></ul> <p>SUPERVISION RECEIVED: Under close supervision, the employee performs duties and receives training to develop skills and abilities in a specific line of work or general occupational area.?Work product is subject to close, continuous inspection until proficiencies are demonstrated.</p> <p>SUPERVISORY RESPONSIBILITIES: No supervisory duties.</p> <p>INDEPENDENT JUDGMENT:</p> <ul> <li>Guidelines are generally numerous, well established, and directly applicable to the work assignment.?Work assignment and desired results are explained by general oral or written instructions. Duties assigned are generally repetitive and restricted in scope but may be of substantial complexity.?Employee primarily applies standardized practices. </li><li>Decisions or recommendations on non-standardized situations are limited to relating organizational practices to specific cases.?Situations that are not covered by guidelines or are without precedent are taken up with the supervisor for coaching and development to help foster independence and understanding to improve future decision making. </li></ul> <p>MINIMUM QUALIFICATIONS:</p> <p>EDUCATION and/or EXPERIENCE:</p> <ul> <li>High school diploma or GED Certificate is required. </li><li>One year of experience in a clerical or customer service field or in the performance of similar duties and responsibilities preferred. </li><li>A combination of education and experience may be considered. </li></ul> <p>KNOWLEDGE, SKILLS AND ABILITIES:</p> <p>Knowledge:</p> <ul> <li>Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, and other office procedures and terminology </li><li>Knowledge of principles and processes for providing customer and personal services, including but not limited to, customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction </li><li>Possesses the specialized knowledge, acquired through formal training or extensive on-the-job training, that is necessary to perform job duties </li><li>Knowledge of Colorado State statutes related to registering, licensing, and titling of all types of motor vehicles, Colorado Registration Information System, newly enacted legislative bills regarding motor vehicles, tax regulations, and other federal, state, and local policies, laws, and requirements </li></ul> <p>Skills:</p> <ul> <li>Receives, attends to, interprets, and responds to verbal messages and other cues such as body language in ways that are appropriate to listeners and situations </li><li>Uses correct English grammar, punctuation, and spelling to communicate thoughts, ideas information, and messages both orally and in writing </li><li>Shows understanding, courtesy, tact, empathy, and concern, develops, and maintains relationships, may deal with people who are difficult or upset; relates well to people from varied backgrounds and situations, and is sensitive to individual differences </li><li>Identifies problems, determines accuracy and relevance information, and uses sound judgment to generate and evaluate alternatives and to make recommendations </li><li>Uses machines, tools, instruments, and/or equipment effectively and uses computer applications to analyze and communicate information in the appropriate format </li><li>Is thorough when performing work and conscientious about attending to detail </li><li>Use of modern office practices and procedures </li><li>Operation of standard office equipment including fax machines, copiers, and computers </li><li>Basic mathematical calculations, applying concepts such as fractions, percentages, ratios, and proportions to practical situations. Calculate figures and amounts such as interest, decimals, fractions, and percentages </li><li>Work with the public in a courteous and professional manner providing professional customer service to clients, vendors, staff and public </li><li>Basic to intermediate computer skills specific to Microsoft Office Suite skills, especially Outlook, Word, and Excel are required </li><li>Bilingual in Spanish is a plus </li></ul> <p>Abilities:</p> <ul> <li>Ability to live out the competencies outlined in the Vision, Mission, and Core Values of the Douglas County Clerk and Recorder's office, maintaining a supportive environment conducive to teamwork </li><li>Ability to successfully execute many complex tasks simultaneously; with ability to work as a team member, as well as independently </li><li>Ability to maintain confidentiality where appropriate </li><li>Specifies goals and obstacles to achieving those goals, generates alternatives, considers risks, and evaluates and chooses the best alternative to decide, draw conclusions, or solve a problem </li><li>Understands and interprets written material such as manuals, process documents, etc </li><li>Organizes thoughts well, communicating and explaining ideas and/or information clearly </li><li>Recognizes and takes ownership to resolve potential miscommunications </li><li>Encourages and facilitates cooperation, commitment, trust, and a team spirit. Works with others to achieve goals </li><li>Deals calmly and effectively with stressful situations </li><li>Ability to retain information and training; applies knowledge to daily duties </li><li>Apply understanding to interpret and carry out a variety of instructions in written, verbal or diagram form </li><li>Flexible with changing tasks, without loss of efficiency or composure </li><li>Self-starter </li><li>Works well unsupervised and with teams </li><li>The ability to work onsite, with reliability including punctuality and regular attendance. </li></ul> <p>CERTIFICATIONS, LICENSES, & REGISTRATIONS: May be required to obtain and maintain Driver's License Certification through the State of Colorado.</p> <p>WORK ENVIRONMENT:</p> <p>Physical Work Environment: Work is performed in a typical office environment. May be assigned to any one of multiple offices or locations. Has close, frequent, in-person contact with staff and customers. Subject to interruptions.
