To accomplish our mission, we need talented, passionate people working together to make this a reality. </p> <p>The Education Program Consultant will be a member of the Bureau of Information and Analysis and work as a member of the Data and Analytics team. </p> <p>Your Responsibilities:</p> <p>This position will primarily be responsible for analyzing education data sets, manipulating data and producing education metrics and data needed for state and federal reporting. This position will work closely with assessment data and computing accountability measures and determinations. This individual will work on publications, such as the Annual Condition of Education report, the Iowa School Performance Profiles website, and additional Department reports. This position will also include working with the Department's EdFacts coordinator to compile data sets to be submitted to the US Department of Education. This position will assist in running quality assurance checks to verify the accuracy of data submitted to the Department. Additionally, this role will complete statistical modeling, work on evaluation of projects, prepare reports, develop technical documentation, and create datasets.</p> <p>If you wish to review a copy of the Position Description Questionnaire, please contact idoe.hr@iowa.gov.</p> <p>Hours: 8:00 A.M. - 4:30 P.M., Monday - Friday; occasional in-state and out-of-state travel.  </p> <p>This is NOT a remote position.</p> <p>A successful candidate will bring or have the ability and desire to learn:</p> <ul> <li>Advanced degree in Education, Statistics, Social Sciences such as Political Science, Public Policy or similar field. </li><li>Highly proficient in utilizing statistical software packages such as SAS, R, SQL, SPSS or STATA. SAS experience preferred. </li><li>Experience analyzing large data sets. Experience and competent knowledge of statistics. </li><li>Ability to build data files to meet required specifications. </li><li>Ability and experience in completing advanced statistical modeling. </li><li>Proficient in using technology and open to learning new technology tools. </li><li>Able to give oral presentations and represent the Iowa Department of Education at meetings, statewide conferences, or national conventions. </li><li>Able to effectively communicate to a non-technical audience, including policymakers, educators, and community leaders.  </li><li>Must have exceptional communication skills, both written and oral, to produce a range of report and publications from technical journal articles to high-level summaries. </li><li>Strong interpersonal skills to build relationships with team staff members, education program consultant staff, and other governmental agencies. </li><li>Ability to work in a fast-paced environment, both individually and team, and prioritize multiple tasks. </li><li>Ability to access data from database servers and database tables. A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.</p> <p>c. Possession of a professional certificate in data science, business analytics, or data analytics.</p> <p>3) All of the following (a and b):</p> <p>a. A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and</p> <p>b. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience.</p> <p>4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Data Analyst 1. </p>
