As the Director of Planning, you play an important role in helping us fulfill this mission by performing and managing complex administrative function in support of Capital Programs.</p> <p>Enjoy these benefits when you join the DHA team!</p> <p>Flex Work: 4.5 or 4-Day Work Week</p> <p>Paid Time Off + 12 Paid Holidays</p> <p>Retirement Plan with 5% Employer Contribution & 457(b) Deferred Compensation Plan</p> <p>Tuition Reimbursement</p> <p>Employee Assistance Program: Financial, Legal, Mental Health and Counseling</p> <p>Medical, Dental and Vision Plans</p> <p>Section 125 Pre-Tax Cafeteria Plan</p> <p>Health Savings and Flexible Spending Accounts</p> <p>Term Life Insurance: Short- and Long-term Disability Plans</p> <p>Key Responsibilities</p> <ul> <li>Prepares and submits DHA's Annual and Five Year PHA Plans, including all activities related to the Plans' preparation and submission. </li><li>Working with Capital Programs and property staff, develops and monitors capital expense budgets for grant-funded developments. </li><li>Develops, prepares, and submits DHA's Capital Fund Program budgets; monitors expenditures; works with staff to ensure all reporting requirements are met; prepares or reviews all Capital Fund Program reports and budgets prior to submission. </li><li>Works with DHA's Resident Advisory Board (RAB) in the development of the Annual and PHA-Plans and the Capital Fund Plans; prepares meeting notices, agenda, minutes, etc. as needed for the RAB; </li><li>Prepares and submits amendments as necessary to DHA's Capital Fund, Annual and Five-Year PHA Plans. </li><li>Monitors obligation and expenditure activity to ensure program requirements are met. </li><li>Ensures timely submission of reports. </li><li>Works with DHA Development team to assist with the timely closing of real estate transactions including with meeting the requirements of financial partners including HUD and lending institutions. </li></ul> <p>Knowledge and Skills for Success</p> <p>A successful Director of Planning has…</p> <ul> <li>Knowledge of DHA policies and procedures. </li><li>Knowledge of HUD and Federal regulations, building codes and ADA accessibility standards. </li><li>Knowledge of personnel rules and budgeting systems. </li><li>Knowledge of the principles of record keeping and records management. </li><li>Knowledge of business and personal computers, and spreadsheet software applications. </li><li>Skill in planning, designing, and reviewing a variety of construction/renovation projects. </li><li>Skill in interpreting oral, written, technical information and data dealing with complex variables to identify, analyze and solve construction/development problems. </li><li>Skill in leadership, coordinating staff, and delegating tasks and authority. </li><li>Skill in assessing and prioritizing multiple tasks, projects and demands. </li><li>Skill in reviewing and performing mathematical calculations. </li><li>Skill in working under pressure of deadlines and establishing and maintaining cooperative working relationships with other DHA staff. </li><li>Skill in effective communication, both verbal and written. </li><li>The ability to interact effectively with diverse groups of people. </li></ul> <p>Qualifications</p> <ul> <li>Bachelors degree in Business Administration, Public Administration, Finance, Construction Management or related field </li><li>Three (3) years of management level experience with direct responsibility for planning development of housing or construction related activities </li><li>Or an equivalent combination of education and experience </li><li>Valid Texas driver's license </li></ul> <p>How to Apply</p> <p>Applications must be submitted online by using the Apply button at the top of this page.</p> <p>Be sure to answer every question on the application.
