<p>Sunrise St. Pete is the City of St. Petersburg's initiative for its allocation of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD). The City of St. Petersburg will receive $159.8 million in CDBG-DR to support long-term recovery efforts from the storms Idalia (August 2023) and Helene (September 2024). The Community Development Block Grant Program (CDBG) is used by the United States Department of Housing and Urban Development (HUD) to provide grants to states, cities, and counties in a variety of forms. The CDBG-Disaster Recovery (DR) is a one-time appropriation made after natural disasters to assist communities by providing decent housing and a suitable living environment and expanding economic opportunities, primarily for low and moderate-income persons.</p> <p>This is grant-funded professional accounting work in the Housing and Community Development Department supporting federal disaster recovery financial operations including Sunrise St. Pete, the City of St. Petersburg's initiative for its $159.8 million allocation of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD), including IDIS and Oracle reconciliation, subrecipient and contractor financial monitoring, procurement documentation review, allowability and cost reasonableness analysis, maintenance of audit-ready financial files, preparation of HUD-required reports, and adherence to 2 CFR 200, 2 CFR Part 300, HUD FR-Notices, and all applicable financial controls and grant compliance requirements. Work includes tracking project and cost category expenditures, reviewing reimbursement requests, ensuring proper documentation standards, and supporting drawdown processes across all Sunrise St. Pete programs. Work also includes preparation and maintenance of various financial statements and reports; performing detailed reconciliations of accounts and analysis of financial data and customer account receivable data; creating journal entries and adjustments for general ledger and account receivable systems; and participation in revision or implementation of systems and procedures. An employee in this class is expected to exercise independent professional judgment in solving problems through the application of a thorough knowledge of the City's financial policies and practices. Work may include supervisory responsibility over other employees engaged in fiscal operations.</p> <p>Salary: $61,736 - $98,425</p> <p>Close Date: 12-26-2025 (11:59 PM)</p> <p>To Qualify</p> <p>Minimum Qualifications. Applicants must:</p> <ul> <li>Possess a valid Bachelor's degree with major coursework in accounting. </li><li>Have at least two (2) years of professional accounting experience. </li><li>Have at least six (6) months of supervisory experience. </li><li>Have extensive knowledge of Generally Accepted Accounting Principles. </li><li>Be proficient in the use of a personal computer. </li><li>Have extensive experience with financial systems applications, (preferably Oracle eBusiness Suite). </li><li>Have advanced knowledge of Microsoft Office Suite. </li><li>Have experience with financial statement preparation. </li><li>Have superior analytical and critical thinking abilities. </li><li>Be able to work effectively both independently and in a team environment. </li><li>Be able to effectively multi-task, meet deadlines and coordinate activities across multi-departmental operations. </li><li>Have excellent written and oral communication skills. </li><li>Be able to competently perform detail work involving written or numeric data and to make arithmetical calculations rapidly and accurately. </li><li>Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, an applicant must be immediately available to the department before, during, and after a declared emergency and/or disaster. </li></ul> <p>Desirable Qualifications.
