<p>Job Responsibilities</p> <p>Are you an experienced professional looking for new opportunities to further your career? The South Carolina Public Service Commission is seeking a hardworking and dependable candidate just like you to apply! This position will offer great benefits with the state, including 15 days of annual and sick leave per year or more depending on applicable state service.</p> <p>Responsibilities of the Attorney V:</p> <p>To serve as a senior attorney participating in planning legal and administrative activities and handling complex issues or litigation on a regular basis. Under limited supervision, the Attorney V will advise the Commissioners and staff of legal and technical issues present in the matters that come before the Commission; draft orders; respond to various inquiries; perform legal services; and provide professional advice on legal matters. In this position you will:</p> <ul> <li>Conduct complex legal research and prepare memorandums concerning legal issues, legislative acts and court decisions. Serve as a Hearing Examiner for cases involving Application of Certificate for telecommunications providers. </li><li>Draft final orders in accordance with motions and directives of Commissioners. Review various other documents as requested by the Commission and staff. Draft, edit, and review, legal advisory memorandums, proposed motions, Commission Orders, and issue Hearing Examiner Directives. </li><li>Assist in formulating and administering Commission policies and procedures. Provide legal advice on Commission policies and procedures. </li><li>Manage workflow for timeliness and statutory compliance, to ensure compliance with laws, policy, and statutes. Deliver legal advisory memos, orders and other work product to Commissioners within department timeline procedures. </li><li>Respond to inquiries from staff and the public concerning legal aspects of the Commission's duties and functions and provide information and documentation in response. Attend hearings and public meetings to provide legal advice on evidentiary and other issues to the Commissioners. </li><li>Complete other tasks as assigned by the Chief Staff Attorney. </li></ul> <p>Minimum and Additional Requirements</p> <p>A juris doctor degree from an accredited law school, a member of the South Carolina Bar, and ten (10) years of regulatory or trial experience as a practicing attorney that includes writing, drafting, researching and making arguments/presentations. Consideration may be given for utility experience in lieu of the regulatory or trial experience, up to two (2) of these years may be spent as a judicial law clerk.</p> <p>Additional Requirements:</p> <ul> <li>Ability to interpret and apply laws and judicial decisions. </li><li>Working knowledge of the theories of legal research. </li><li>Extensive knowledge of the laws of South Carolina. </li><li>Incumbent must have a strong and extensive background in practicing before various courts and/or jurisdictions or agencies. </li><li>Incumbent must have good communication and writing skills and ability to explain technical matters in simplified terms. </li><li>Incumbent must have ability to interpret and apply federal and state law, rules and regulations pertaining to the administration and implementation of utility regulation. </li><li>Position may involve working non-traditional hours and overnight travel. </li></ul> <p>Applicants indicating college credit or degree(s) on the application will be required to bring a copy of college transcript to the interview.
