<p>ASSISTANT WELFARE MANAGEMENT SYSTEM COORDINATOR 30080</p> <p>(Competitive)</p> <p>DISTINGUISHING FEATURES OF THE CLASS</p> <p>This is an administrative position involving responsibility for assisting in the implementation and monitoring of an automated system for centralized management of social services program data. An incumbent is primarily responsible for the smooth implementation of new data processing systems to insure the effective operation of specific social services programs. Emphasis is on program management, systems analysis, problem solving and a thorough knowledge of social services programs in order to affect the successful conversion to the State's welfare management system. Work involves extensive communication with the various program directors within the Onondaga County Department of Social Services to facilitate conversion to new EDP systems and to plan for the impact of such changes. The incumbent also works with both State and local data processing persons.</p> <p>This position is distinguished from the Welfare Management System Coordinator by the emphasis on organizational and management skills and thorough program knowledge rather than data processing expertise. This class is characterized by its knowledge of various aspects of social services administration, such as food stamps and Medicaid, which is applied in gathering data relating to work processing for use by electronic data processing technicians in programming. The Assistant Welfare Management System Coordinator is not a data processing technician but assists those experts in implementing data processing technology to a particular function of social services administration. Work is performed under the general supervision of the Welfare Management Systems Coordinator in the Department of Social Services. Considerable leeway is allowed for initiative and independent judgment with guidance and direction provided on work product, priorities and agency goals and objectives. Supervision may be exercised over subordinate professional, technical and/or clerical staff. The incumbent may also be expected to act as the WMS Coordinator in his or her absence. Does related work as required.</p> <p>TYPICAL WORK ACTIVITIES</p> <p>Analyzes existing systems of recording and managing program data in assigned programmatic area(s) such as Food Stamps, Medical Assistance, IV-D, etc.</p> <p>Determines needed modifications to local systems of organization and operation in order to integrate local programs and systems with state EDP systems in every aspect of social services programs.</p> <p>Develops methods and procedures for integrating State and Local systems to maximize effective use of State system and minimize disruption.</p> <p>Evaluates existing local data processing systems in order to obtain understanding of existing systems and to be able to plan for the impact of change.</p> <p>Assists State EDP staff in developing local data processing application of State system by providing expertise in program and agency organization and operation.</p> <p>Provides technical assistance to agency program directors, managers and supervisors in implementing new or modified systems and trains agency staff in use of new systems.</p> <p>Assists program directors to determine staff needs and job assignments based on impact of the welfare management system in their area.</p> <p>Documents new and/or modified systems, which describes all components of the system in detail, all impacts of the system and all changes necessitated by the systems implementation.</p> <p>Monitors systems by reviewing reports and other data (computer and non-computer related) to identify unresolved problems with implementation of new systems and to ascertain the achievement of required objectives.</p> <p>May supervise a small staff of Administrative Analysts (Social Services).</p>
