<p>The Office of Financial Institutions (OFI) is responsible for the supervision of various entities that provide financial services to the citizens of the State of Louisiana. Licensing Analysts provide administrative support for the Licensing Section, which processes new and renewal license applications for consumer lenders (finance companies, payday loan companies, and insurance premium finance companies); pawnbrokers; check cashers; bond-for-deed escrow agents; sale of check companies; loan brokers; residential mortgage lenders; residential mortgage lending originators; repossession agencies; and repossession agents (includes regular, qualifying and apprentice) and registering notification filers. </p> <p>AN IDEAL CANDIDATE SHOULD POSSESS THE FOLLOWING COMPETENCIES:</p> <p>Accepting Direction: The ability to be open and willing to follow guidance or instructions.</p> <p>Communicating Effectively: The ability to convey information, ideas, and emotions using structured communication methods that promote understanding and engagement.</p> <p>Following Policies and Procedures: The ability to follow, reinforce, adapt, or develop policies and procedures to maintain compliance with federal and state legal requirements, State Civil Service rules, and organizational policies.</p> <p>Making Accurate Judgments: The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning.</p> <p>Thinking Critically: The ability to analyze information objectively, identify connections across sources, and form logical, well-supported conclusions.</p> <p>Acting with Ethics and Integrity: The ability to make choices that reflect ethical standards, integrity and honesty, regardless of circumstances or personal benefit.</p> <p>Adapting to Change: The ability to demonstrate flexibility in thoughts, behaviors, and actions in response to evolving circumstances or unexpected change.</p> <p>Displaying Professionalism: The ability to uphold workplace standards through consistent conduct, responsible communication, and consideration for others.</p> <p>Managing Time: The ability to prioritize tasks, meet deadlines, and allocate time to ensure timely completion of work goals.</p> <p>Solving Problems: The ability to identify root causes, analyze relevant data, and apply practical or innovative solutions to challenges.Three years of experience in the issuance, maintenance, or reinstatement of licenses; OR</p> <p>Six years of full-time work experience in any field; OR</p> <p>A bachelor's degree.</p> <p>EXPERIENCE SUBSTITUTION:</p> <p>Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>Job Duties:</p> <ul> <li> <p>Independently reviews applications for new licensees. Verifies that all required documents are accurate and complete before accepting for filing. Contacts executive officers to discuss any discrepancies and follows up with appropriate correspondence, if necessary. Where applicable, verifies that licensees have completed the necessary continuing education, as required.</p> </li><li> <p>Researches the database for any pertinent information that would affect licensing decisions, such as other OFI licenses held, negative aspects such as unlicensed activity or complaints, etc.</p> </li><li> <p>Independently reviews, processes, and approves Residential Mortgage originator license applications on the National Mortgage Licensing System & Registry, which is a web-based system that allows mortgage companies, originators, and branches to apply for, amend, and renew licenses online. Analyzes fees submitted with all applications to ensure checks are for the correct amount, depending on the reason for submission; assigns accounting codes and posts checks for fees owed. Contacts the company concerning additional fees; or, if a refund is due, posts checks accordingly, writes a memo to Accounting, and submits the memo to a Supervisor for approval. Once the refund check is issued by Accounting, it prepares and mails a letter to accompany the refund check.</p> </li><li> <p>Submits completed company applications for LCCL, Pawnbrokers, Check Cashers, Sale of Checks, Bond for Deed, Repossession Agents, and Notification filers for approval. When approval is received, issues licenses. </p> </li><li> <p>Updates files with pertinent information.</p> </li><li> <p>Prepares and mails correspondence concerning checks returned to this department due to missing signatures, insufficient funds, and closed accounts.
