In service of these goals, Santa Monica College is committed to fostering an employment environment that offers equal employment opportunity for all and an educational environment that ensures the equal educational opportunity of all students.</p> <p>Position Profile:</p> <p>Under general direction of the Superintendent/President, the Vice President, Human Resources serves as the District's Chief Human Resources and Equal Employment Opportunity Officer and is responsible for leadership and administration of all aspects of personnel matters including employment, diversity, staff development, benefits, compensation, employee and labor relations, contract administration, and legal and regulatory compliance regarding personnel services. The Vice President serves as a member of the Superintendent/President's senior staff and provides guidance, direction and participation with policy formation and recommendations in accordance with applicable laws and regulations.</p> <p>Primary Duties and Responsibilities:</p> <ul> <li>Assume overall responsibility for the leadership and administration of all aspects of the District's personnel programs and services, including but not limited to planning and administration of recruitment and selection procedures for academic, administrative and classified positions. </li><li>Serve in the capacity as chief negotiator during collective bargaining with the college's exclusive representative groups. </li><li>Serve as liaison with the Santa Monica College Personnel Commission, which handles recruitment and selection processing and position classification matters for classified employees, managers and administrators. </li><li>Plan and direct the actions and services of the Human Resources Office staff to include effective integration of the college management information system with Los Angeles County Office of Education personnel/payroll services. </li><li>Other duties as assigned. </li></ul> <p>Leadership Responsibilities:</p> <ul> <li>Establish goals and objectives and provide leadership to the Human Resources Office and Personnel Commission Office staff to facilitate accomplishment of District's mission, goals and objectives. </li><li>Plan, develop, and administer the Human Resources Office operational budget. </li><li>Participate in setting overall District budget goals, as a member of the senior administrative staff. </li><li>Ensure that discrimination and harassment complaints are promptly investigated. </li><li>Oversee timely processing of grievances and complaints. </li><li>Maintain a working knowledge of pertinent legislation, rules, regulations and court decisions relating to human resources, labor relations, and equal employment opportunity. </li><li>Work in close collaboration with the District's Campus Counsel to ensure compliance with laws and regulations governing the area of responsibility. </li><li>Serve on the District's collective bargaining teams for negotiations with employee unions and associations. </li><li>Represent District at local, state, or national meetings pertinent to specific assignment. </li><li>Communicate effectively with administrators, faculty staff, students and the public. </li><li>Participate in District participatory governance activities and administrative committees as assigned, including chairing committees as appropriate. </li><li>Perform related duties as assigned by the Superintendent/President. </li></ul> <p>Personnel Management:</p> <ul> <li>Directly, and indirectly, supervise administrators, managers and classified staff assigned to the Human Resources Office. </li></ul> <p>Minimum Qualifications</p> <ul> <li>Master's degree from an accredited college or university. </li><li>One year of formal training, internship or leadership experience reasonably related to the administrative assignment. </li><li>Must have sensitivity to and understanding of the diverse socio-economic, academic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical and/or learning disabilities as these factors relate to differences in learning styles. </li></ul> <p>Preferred Qualifications</p> <ul> <li>Excellent analytical, organization, and presentation skills. </li><li>Ability to communicate effectively orally and in writing to all segments of the college community, including faculty, staff, students, Board of Trustees and to the general public. </li><li>Ability to execute plans and change effectively. </li><li>Six years of administrative experience at increasing levels of responsibility within a human resources office environment. </li><li>At least three years of experience supervising personnel. </li><li>Demonstrated knowledge and experience in consensus building. </li><li>Demonstrate an equity-minded understanding of the needs and challenges of low-income, traditionally underrepresented minority students, and/or first generation college students. </li><li>Experience within a community college environment is preferred. </li><li>Demonstrate excellent analytical, organization, and presentation skills. </li><li>Demonstrate excellent communication skills, both verbal and written. </li><li>Demonstrated skill and ability in building trust among all constituencies in the District. </li></ul> <p>Skills, Knowledge, and Abilities:</p> <ul> <li>Ability to apply modern principles, methods, and techniques of personnel and human resources management. </li><li>Knowledge of and ability to interpret and comply with government regulations and codes applicable to the assignment. </li><li>Ability to perform consistently under pressure of deadlines and other administrative demands. </li><li>Skills, knowledge and ability to serve as District lead in collective bargaining processes. </li><li>Skill to effect consensus building. </li><li>Communicate effectively orally and in writing. </li><li>Ability to manage others and demonstrate follow-through to achieve desired results and objectives. </li><li>Strong analytical and critical thinking skills so as to be able to collect and analyze the appropriate data andinformation to ensure that projects are regularly assessed and improved. </li><li>Solid organizational skills including attention to detail and multi-tasking skills. </li><li>Skill in resolving complex problems. </li><li>Ability to work cooperatively and collegially with others. </li><li>Ability to think analytically, creatively, strategically, and to have a big picture perspective. </li><li>Ability to successfully manage relationships and projects. </li><li>Execute effective presentations.
