<p>Position Overview</p> <p>General Function:</p> <p>This position performs professional work in support of the City's comprehensive Risk Management and Safety Program. The incumbent is responsible for assisting in the identification, evaluation, and mitigation of risks to reduce financial losses, injuries, and liability exposures. This includes claims administration, insurance program management, workers' compensation oversight, and the implementation and support of citywide workplace safety initiatives.</p> <p>The employee plays a key role in developing and maintaining policies and practices that promote a culture of safety and ensure regulatory compliance with applicable workplace safety laws and standards.</p> <p>Reports To:</p> <p>Director of Human Resources</p> <p>Assistant Director of Risk Management</p> <p>Supervisory Responsibilities:</p> <p>None</p> <p>Key Duties & Responsibilities</p> <p>Essential Duties and Responsibilities:</p> <ul> <li>Reviews agreements and contracts drafted insurance language to certify that City insurance requirements are met, and risk exposure of applicable project is addressed. </li><li>Reviews certificates of insurance and endorsements to confirm coverage is in accordance with agreement terms. </li><li>Assists Assistant Director with collection of subrogation claims. </li><li>Maintains Workers' Compensation program, including cost-effective treatment, rehabilitation procedures, and appropriate light-duty assignments to promote recovery and reduction of lost work time. </li><li>Assists Assistant Director in review of claims submitted under various insurance policies, legal fees, and court costs, if liable, and recommends action to be taken. </li><li>Works with third party administrators, City Attorney, or retained counsel, if necessary, throughout litigation. </li><li>In conjunction with Assistant Director, works with insurance agents and underwrites evaluating various risk exposures, and makes recommendations to prevent loss. </li><li>Maintains all of the City's workers' compensation and liability records, as they pertain to statistics, auditing, premiums, policy expiration dates, claims, cancellations, etc. </li><li>Supports the development and implementation of safety programs, policies, and training in accordance with OSHA, state, and local safety standards. </li><li>Assists the Asssistant Director in conducting incident and accident investigations to determine root causes and recommend corrective actions. </li><li>Participates in regular safety audits, inspections, and hazard assessments of City facilities and operations. </li><li>Maintains safety data and prepares reports on safety performance indicators, trends, and recommendations for improvement. </li><li>Collaborates with departments to promote safe work practices, reduce accident frequency, and foster a safety-first culture. </li><li>Coordinates safety training and awareness programs, including new hire safety orientation, annual refresher courses, and specialized departmental training. </li><li>Other assigned duties, as needed. </li></ul> <p>All of the above information is intended to indicate the general nature and level of work performed by employees in this position. Duties, responsibilities, and activities may change at any time with or without notice.</p> <p>Type of Appointment/Work hours:</p> <ul> <li>Full-time/Regular in-person position. </li><li>Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The work day may be varied for the efficient delivery of public service. </li><li>Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays. </li><li>Will be required to work occasional overtime or shift assignments, if applicable. </li></ul> <p>Qualifications & Work Environment</p> <p>Requirements:</p> <ul> <li>Bachelor's degree in Business Administration, Public Administration, Occupational Safety, or other related academic field with some course work in occupational safety, insurance, or risk is required. </li><li>Professional-related designation such as CPCU and/or ARM or 6-20 Property and Casualty license preferred. </li><li>Public sector loss prevention/risk management experience preferred. </li><li>Ability to establish and maintain effective working relationships with City departmental supervisors and managers, professional organizations and agencies, employees, and the public. </li><li>Proficiency in Microsoft Office programs. </li><li>Must possess a valid state of Florida driver's license with a clean driving record. </li><li>Must pass a background screening process. </li></ul> <p>Physical and Environmental Demands or Conditions:</p> <p>The physical and environmental demands for this position have been listed on the last page of this description.
