Directs and coordinates the Behavior Risk Factor Surveillance System, YRBS, School Health Profiles surveys, and other programs as assigned. Oversees and directs grants management tasks such as developing, monitoring progress, and reporting for proposals, work plans, budgets, staffing, and evaluation for assigned grants and cooperative agreements. This will include significant level of program development (e.g., interpreting funder expectations, establishing internal and external collaborations, developing in-house protocols, setting timelines, training staff, directing work plan implementation, instigating quality improvement activities, and establishing criteria for performance monitoring and evaluation) for school-based data collection. Ensures funder deliverables are met. Routinely meets with, secures approvals from, and coordinates with the Senior Epidemiologist and Director for YRBS, BRFSS, MCH, and Chronic Disease Epidemiology for data aspects of assigned programs. This includes strategies for data collection and management, data sharing, data interpretation and use, and program evaluation. Maintains communication with federal and private funders and works with bureau and agency leadership on long-term funding options for the provision of local/regional data. Ensures internal and funder deadlines and targets for performance measures and processes (e.g., routing for approvals) are met. Maintains relationships with temp agencies and school districts to ensure programs maintain an adequate pool of interviewers for BRFSS and samples for school-based surveys.</p> <p>Directs and maintains advisory functions to problem-solve and implement solutions to financial, policy, and informational barriers to data collection, develop content for program surveys, increase data use, and understand emerging data needs. Includes development of School-Based Data Collection Coalition, which will advise and provide guidance on the establishment of the YRBS to KDHE and overcoming barriers to data collection in schools (e.g., YRBS, School Health Profiles, KCTC). Develop and maintain communication with bureau and agency leadership and coalitions. Collaborates with bureau leadership and other program staff (e.g., PHHSBG Program Manager) to lead and maintain advisory groups and coalitions as required by assigned programs. Requires coordination across multiple bureaus (e.g., BFH) and the bureau's chronic disease and injury programs, including program epidemiologists. Develops and maintains productive relationships with other state agencies (e.g., KSDE, KDADS) and external partners (e.g., KUMC, Alzheimer's Association, school districts, Kansas Association of School Boards, Greenbush Education Service Center, KAHLD). Builds capacity within the section to support community needs assessments. Seeks opportunities and resources for survey-based data collection through new modules or surveys (e.g., Youth Tobacco Survey), and other data collection methods. Oversees the transition to and maintenance of an online data collection process and collection platform for YRBS.</p> <p>Provides leadership for use of public health data. Ensures processes are in place for gathering and development of public health prevalence and risk factor data and producing data documents for professionals and the public. Engages the expertise of epidemiologists, evaluators, and communications to coordinate the interpretation of chronic disease and injury information for release to health policy leaders and the general public. This includes the development and publication of high-quality reports and supplements, press releases, professional journal articles, and other media sources. Supervises and directs responses to public inquiries for information and survey legitimacy. Ensures processes are in place to manage and respond in a timely manner to data requests for assigned data sets including approvals per agency data dissemination guidelines, secure data transfer, and development of Data Use Agreements as needed. Works with Communications to ensure program websites are updated, maintained, and meet the needs of data users and the public. Appropriately represents assigned programs, the bureau, and the agency at meetings and conferences to promote the appropriate use of public health data and maintain awareness of current and upcoming data needs in the state.</p> <p>Job Responsibilities may include but are not limited to the following:</p> <p>Supervises directly and indirectly the work of staff within the BHP Population Health Strategies Section and other professional level staff as assigned, including program managers for BRFSS, School-Based Data Collection, other professional level staff, and 40-60 temp employees. Oversee the work of staff through verbal and written instructions to ensure that program performance standards are met. Develops position descriptions, recruits, and orients new staff. Interpret personnel policies and procedures for program staff. Completes performance evaluations and provides performance feedback within the designated time frames. Consults with the Bureau Director regarding significant personnel matters.</p> <p>Responsible for the development and management of budgets for assigned programs. Oversees development of contracts, sub-recipient agreements, and task orders necessary to meet program objectives. This includes oversight and review of agreement content and adherence to bureau and agency routing procedures.
