The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage. </p> <p>Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.</p> <p>What you'll be doing:</p> <ul> <li>Developing new standardized procedures for the analytics unit, participate in efforts to develop and document prepayment review efforts, and design new research project opportunities, particularly for the new high risk provider efforts. </li><li>Develop and completing a range of statistical and data analyses of claims data in the main data warehouse to support the Division's data mining functions of identifying suspected fraud, possible overpayments, and suspicious prescribing behavior. Comparison of Medicaid claims data to other data may also be required. </li><li>Using database software made available by the Department and descriptive statistical techniques to extract, manage, analyze, and summarize Medicaid claims data and other data that may be available. </li><li>Developing and completing a range of analyses and reports using software provided by the Department employing various techniques, including statistical software, data analytics, algorithm development, data matching, automation, and regression analysis. </li><li>Understanding and interpreting written materials, including technical materials, rules, regulations, reports, charts, graphs, or tables. </li><li>Identifying providers with aberrant billing patterns outside the norm for any services, accuracy of claim data, and relevance of information and use research skills to generate reports that will be the basis for referrals to law enforcement or recovery actions from providers. </li><li>Evaluating alternative methods to detect provider fraud, waste and abuse of Medicaid dollars and program revisions to improve compliance monitoring. </li><li>Conducting assigned, routine, and monthly data analysis projects as well as formulating original quarterly projects to monitor provider compliance with Medicaid statutes and regulations. </li><li>Documenting all analyses in the format required by Section standard operating procedure. </li><li>Providing data analytical support to the Program Integrity Division. </li><li>Collaborating with others and working with team to accomplish Advanced Analytics Unit goals. </li></ul> <p>Residency Requirement:</p> <p>This posting is only open to residents of the State of Colorado at the time of submitting your application. </p> <p>Class Code & Classification Description: Statistical Analyst II</p> <p>MINIMUM QUALIFICATIONS: </p> <p> </p> <p>There are two ways to qualify for this position:</p> <p>Option 1:</p> <p>Experience Only:</p> <p>Six (6) years of professional experience performing data analyses to include working in Microsoft Excel, Python, SQL or R.</p> <p>Option 2:</p> <p>Education and Experience:</p> <p>A bachelors degree from an accredited institution in Statistics, Mathematics, Political Science or a field of study related to the work assignment AND two (2) years of professional experience performing data analyses to include working in Microsoft Excel, Python, SQL or R.</p> <p>Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:</p> <ul> <li> <p>An associate will count as two years of experience</p> </li><li> <p>A bachelors will count as four years of experience</p> </li><li> <p>A masters degree will count for six years of experience</p> </li><li> <p>A doctorate or juris doctorate degree will count for seven years of experience</p> </li></ul> <p>PREFERRED QUALIFICATIONS:</p> <ul> <li> <p>Prior general state experience related to the duties of this position</p> </li><li> <p>Prior experience with Medicaid data structures and program operations</p> </li><li> <p>Prior experience working with State and Federal regulations and policies</p> </li><li> <p>Prior experience working with Power BI, Tableau or other data visualization tools</p> </li></ul> <p>CONDITIONS OF EMPLOYMENT:</p> <ul> <li> <p>All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.</p> </li><li> <p>Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.</p> </li></ul> <p>Appeal Rights:</p> <p>An applicant who has been removed from an employment list or removed from consideration during the selection process may request a review by the State Personnel Director.</p> <p>As an applicant directly affected by the results of the selection or comparative analysis process, you may file a written appeal with the State Personnel Director.</p> <p>Review of the completed, signed and submitted appeal will be timely on the basis of written material submitted by you, using the official appeal form signed by you or your representative.
