From fast-track Environmental Impact Statements (EIS), Environmental Assessments (EA) and Categorical Exclusions (CatEx) to remote fieldwork, biological assessments, and wetland delineations, our team understands the processes, people, and regulations needed to move our clients' projects to the next stage. Join our team and be one of the People Who Make it Happen!</p> <p>Summary</p> <p>The Environmental Specialist 3 provides intermediate-level support for a full spectrum of environmental research, field work, documentation, report preparation, permit applications and forms, and local, state, and federal agency coordination services to clients in support a variety of moderately complex public and private infrastructure projects. The person in this position is expected to exercise a strong work ethic, a desire to learn new concepts, and have good organizational and communication skills. The Environmental Specialist 3 works with a limited amount of oversight. This person is expected to work well with others, absorb and criticism, and seek guidance from more experienced members of the team as necessary.</p> <p>Job Responsibilities and Duties</p> <p>To be successful in this position, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p>Software</p> <ul> <li>Microsoft Office (Outlook, Word, Excel, PowerPoint) - Proficient Technical Expertise </li><li>Intermediate understanding of technical fundamentals </li><li>Performs moderately complex design tasks independently </li><li>Effectively divides projects into individual tasks </li><li>Leads technical effort on small projects </li><li>Performs quality control of basic deliverables </li></ul> <p>Teamwork</p> <p>Team player who is able to follow on large, complex projects and lead a small team on simple tasks. Anticipates the needs of other technical disciplines and takes responsibility for their results.</p> <p>Project Delivery</p> <p>Produces the following independently:</p> <ul> <li>Permit applications, reports, studies, memos associated with environmental and regulatory compliance </li><li>Field studies as needed to support NEPA and regulatory compliance </li><li>All manner of technical reports, memos and studies associated with and/or required by NEPA and state/local environmental compliance </li><li>Sections of NEPA documents (CEs, EAs, EISs) </li><li>Local, State and Federal permit applications and mitigation plans </li><li>Conduct basic research of known natural resources in a project area, and create summary for agency scoping letters </li><li>List of agency consultations and permit requirements for any given project </li><li>Agency scoping meeting presentations </li></ul> <p>Understanding Budget and Schedule</p> <p>Strong understanding of scopes, schedules, and budgets. Able to predict and deliver individual tasks within a set level of effort. Able to consistently meet budget and schedule expectations on projects.</p> <p>Industry Standards and Regulations</p> <p>Proficient in:</p> <ul> <li>NEPA and preparation of NEPA documents (CE, EA, EIS) </li><li>Laws and regulations relevant to NEPA and environmental compliance </li><li>Local state and federal resource and regulatory agencies and their jurisdictions </li><li>Environmental procedures for federal, state, and local clients </li></ul> <p>Knowledgeable in:</p> <ul> <li>BLM, DOT, FERC environmental procedures </li><li>Mining projects and associated environmental regulations </li><li>California Environmental Quality Act </li><li>Clean Water Act, Section 404 </li><li>Federal and state regulations related to cultural resources </li><li>Management in hazardous waste/substances </li><li>Biological surveys </li><li>GIS </li></ul> <p>Client Interaction</p> <p>Frequent client communications. Resolves issues on small projects. Attends client meetings and consistently uses situationally appropriate communication tools (e.g., email versus phone versus in-person).</p> <p>Other</p> <p>Other duties as assigned.</p> <p>Level of Work/Accountability</p> <p>Performs moderate to advanced levels of technical work on larger and more complex projects as assigned by the market sector. Operates with a moderate level of autonomy. Work is reviewed by others. May assist with some project management tasks.</p> <p>Education and/or Experience</p> <ul> <li>Bachelor's Degree required </li><li>Years of experience required: 4 years </li><li>Years of experience required with advanced degree: 3 years </li></ul> <p>Certificates, Licenses, Registrations</p> <ul> <li>Basic NEPA and/or permitting training preferred </li><li>Must have a valid driver's license and a good driving record </li></ul> <p>Physical Demands and Work Environment</p> <p>The physical demands and work environment characteristics described here are representative of those an employee may encounter while performing the essential functions of this job. Specific vision abilities include close vision and the ability to adjust focus. Field duties may involve driving or riding in all-terrain vehicles, small planes, or helicopters; cutting brush with machetes or shears; digging with shovels or bars; kneeling for extended periods; hiking through rough terrain, snow, and ice; and occasionally lifting or carrying between 30 and 50 pounds. Work may occur at remote sites.</p> <p>Work is typically split between office and field environments. Field work is conducted outdoors in all weather conditions and in environments ranging from dense urban areas to remote locations, requiring adaptability. The noise level in the field is generally moderate to moderately loud due to proximity to construction sites and equipment, while the office environment maintains a typically moderate noise level.</p>
