<p>University Compliance Manager (Multiple Vacancies)</p> <p>POSITION DETAILS</p> <p>The Center for Inclusivity and Equal Opportunity ("CIEO" or the "Center") was established by the Board of Trustees and the Chancellor for the City University of New York ("CUNY" or the "University") in June 2024, as part of CUNY's ongoing efforts to combat discrimination and harassment, and CUNY's ongoing efforts to continuously foster understanding amongst our diverse community members. The Center is responsible for systemwide report management and compliance pertaining to discrimination and harassment, policy review, development, and implementation of all CUNY policies prohibiting discrimination and harassment, regular and comprehensive training and orientation for administrators implementing CUNY's policies prohibiting discrimination and harassment, systemwide educational programming addressing discrimination and harassment, and monitoring and analyzing discrimination and harassment data obtained from all 25 campuses in the CUNY system and from the central office. The goal of the Center is to eliminate discrimination and harassment in the CUNY community, including discrimination and harassment that violates Title II, Title VI, Title VII, Title IX, and associated federal, state, and local civil rights laws.</p> <p>The Center is seeking six Compliance Managers to ensure that reports of discrimination and harassment, including those under Title II, Title VI, Title VII, and Title IX, are effectively managed across the entire system. Reporting to the Center's Deputy Director for Compliance and Policy, this role involves providing comprehensive/expert guidance to the campus and Central Office Chief Diversity Officers (CDO) throughout the investigative process, conducting investigations as needed, providing trainings on relevant laws, regulations, and policies, and ensuring the University is in compliance with all laws, regulations, and policies pertaining to discrimination and harassment.</p> <p>Key responsibilities include, but are not limited to the following:</p> <ul> <li> <p>Overseeing the implementation of and conducting routine comprehensive review of strategic initiatives to enhance compliance processes and identifying areas for improvement within the compliance framework, proposing and executing strategic initiatives to streamline processes, and ensuring that all compliance activities are aligned with the University's goals and regulatory requirements. This could include optimizing investigation protocols, enhancing training programs, and improving communication channels for reporting and addressing compliance issues.</p> </li><li> <p>Executing and routinely assessing CUNY's non-discrimination policies and procedures to ensure rigorous adherence to all applicable federal, state, and local civil rights statutes. This includes identifying potential compliance issues, suggesting enhancements, and implementing corrective measures.</p> </li><li> <p>Collaborating with CUNY Chief Diversity Officers to develop and finalize investigation plans for discrimination and harassment investigations while providing ongoing guidance throughout the investigative process.</p> </li><li> <p>Assessing preliminary investigative reports authored by CUNY Chief Diversity Officers to ensure accuracy and compliance, while offering strategic recommendations. Leveraging these insights to develop and implement comprehensive, impactful training initiatives that address identified needs and promote organizational equity.</p> </li><li> <p>Creating and presenting reports to CDOs on emerging trends and best practices for investigating, documenting, and responding to discrimination and harassment complaints.</p> </li><li> <p>Developing, coordinating and conducting training sessions and orientations on topics related to discrimination and harassment, with a focus on compliance with Title II, Title VI, Title VII, Title IX, the Clery Act, New York Education Law Articles 129-A and 129-B, the Americans with Disabilities Act, Section 504, applicable state and local disability laws, as well as CUNY policies and bylaws.</p> </li><li> <p>Acting as an investigator or co-investigator. This involves collecting evidence, interviewing witnesses, and documenting findings to assess whether a violation of University policy or any federal, state, or local civil rights law has taken place.</p> </li></ul> <p>NOTE:</p> <p>Until further notice, this position is eligible for a hybrid work schedule.</p> <p>QUALIFICATIONS</p> <p>Minimum:</p> <p>Bachelor's degree and six years' related experience required.</p> <p>Preferred:</p> <ul> <li> <p>Master's Degree in Law, Business, Higher Education or in a related field</p> </li><li> <p>Knowledge of applicable regulatory requirements, laws, and guidelines including Title II, Title VI, Title VII, Title IX, the Clery Act, New York Education Law Article 129-A and 129-B, the Americans with Disabilities Act, Section 504, state and local disability laws, and relevant CUNY policies and bylaws</p> </li><li> <p>Experience conducting equal employment opportunity (EEO)/compliance investigations, preferably in a higher education setting</p> </li><li> <p>Effective conflict resolution skills and the ability to determine mutually acceptable outcomes for difficult problems requiring the consideration of competing interests</p> </li><li> <p>Self-directed results and detail orientation with the ability to use sound judgment and/or data in decision-making</p> </li><li> <p>Excellent interpersonal, analytical, and oral/written communication skills</p> </li><li> <p>Outstanding analytical and research skills</p> </li><li> <p>Strong organizational skills with the ability to establish plans, launch new initiatives, and manage multiple assignments with conflicting priorities and strict deadlines</p> </li><li> <p>Computer applications proficiency in Microsoft Word, Excel, PowerPoint, Access, and PeopleSoft</p> </li></ul> <p>CUNY TITLE OVERVIEW</p> <p>Manages University-wide recruitment and diversity policies, procedures, and initiatives to support CUNY's strong commitment to a diverse and respectful workplace.</p> <ul> <li>Oversees the implementation, administration, and communication of University recruitment and diversity programs </li><li>Collaborates with college Chief Diversity Officers and campus management to develop and implement programs, prepare plans and reports, perform internal compliance audits, and resolve questions and concerns </li><li>Prepares and trains on CUNY compliance mandates and relevant city, state, and federal statutes such as Title VII, Title IX (Sexual Harassment Policies), Section 504, and the Americans with Disabilities Act </li><li>Works directly and cooperatively with external governmental agencies in order to prepare and share University and campus statistical information and reports </li><li>Collects, analyzes, and prepares University reports, identifying and presenting findings, patterns and trends, and recommending University policy and procedural changes </li><li>Performs related duties as assigned. </li></ul> <p>CUNY TITLE</p> <p>Higher Education Associate</p> <p>FLSA</p> <p>Exempt</p> <p>COMPENSATION AND BENEFITS</p> <p>The salary range is $107,789 - $117,805 , commensurate with qualifications, education and experience.</p> <p>CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 6.09% with additional increases of 3.25% effective 9/1/2025 and 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.</p> <p>CUNY's benefits contribute significantly to total compensation, supporting health and wellness, financial well-being, and professional development.
