Work involves providing general clerical support to the departments; including the sorting, processing and delivery of mail; providing customer service for the community and in-house staff; collecting and distributing documents and accepting payments for departmental programs; processing various printing, mailing and copying requests; performing general office support functions such as filing; and operating common office equipment in fulfilling clerical tasks.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <p>For All Departments</p> <ul> <li>Performs general clerical work including but not limited to answering of phones, greeting and assisting walk-in customers, distribution of mail, and general data entry tasks. </li><li>Provides internal and external customer service via phone, email and in person; responds to inquiries, takes messages, and refers inquiries to the most appropriate parties when appropriate. </li><li>Keeps appointment calendars and schedules appointments for staff and the general public seeking services. </li><li>Maintains and orders office supplies, as assigned and when needed. </li><li>Uses computers and word processing software to process letters, forms, reports, schedules, manuals, booklets, requisitions, purchase orders and related paperwork. </li><li>Assists in sending out billings and other mass mailings. </li><li>Performs basic research and compiles documents needed for various reports and management-level documents. </li><li>Prepares and completes forms and composes letters. </li><li>Sets up and maintains specialized paper and electronic office files. </li><li>May accept payments for fees, fines, goods or services as required by the department. </li><li>Files letters, reports and related technical information in the prescribed manner. </li><li>Performs work at assigned location during specified business hours. </li><li>Performs related additional duties as required and assigned. </li></ul> <p>For the Assessor's Office</p> <ul> <li>Opens and closes the office, performing computer start up and shut down procedures as needed. </li><li>Ensures all necessary forms utilized over the course of business are appropriately stocked and available daily. </li><li>Prepares, maintains, files and retrieves property records and maps used by Residential and Commercial Appraisal departments. </li><li>Maintains logs on calls regarding assessments, tax bills, property ownership and other relevant inquiries. </li><li>Updates mailing address changes and site addresses. </li><li>Enters personal property assessments from taxpayers at counter. </li><li>Assists taxpayers in filing their Personal Property declarations, researching to clear taxpayers for waivers, create waivers and tax bills for prior and current tax years. </li><li>Works with County offices throughout Missouri in verifying proper jurisdiction of taxing authority. </li><li>Assists Personal Property Division with editing certified records. </li><li>Prepares personal property BOE forms due to an amendment of a certified record and forwards paperwork to the appropriate department. </li><li>Prepares Personal Property Tax Credit forms on behalf of taxpayers and forward to the appropriate department. </li><li>Processes requests for tax maps and issues receipts upon payment. </li><li>Mails agricultural applications to taxpayers upon request. </li><li>Maintains a log of all maps and files pulled by title companies and issues monthly account statements. </li><li>Prepares 948 forms for Senior and disabled citizens (Tax credit). </li><li>Mails Homestead Preservation Credit applications and letters to senior and disabled citizens upon request. </li><li>Accounts for all receipts in accordance with office policy. </li><li>Assists with verification of mileage and expense reimbursement for office employees. </li><li>Trains and mentors' new hires. </li></ul> <p>Position Administrative Specialist II- Assessor Position Requirements</p> <p>QUALIFICATIONS</p> <p>Education and Experience:</p> <p>High School Diploma or equivalent;</p> <p>Two (2) year of related experience;</p> <p>Or equivalent combination of education and experience.</p> <p>Licenses or Certifications:</p> <p>None</p> <p>Special Requirements:</p> <p>Many situations will require early morning or late evening hours.</p> <p>Knowledge, Skills and Abilities:</p> <ul> <li>Knowledge of general office procedures. </li><li>Knowledge of department functions, resources and general practices. </li><li>Knowledge of grammar, spelling and alphanumeric sequencing. </li><li>Skills in typing, data processing and file maintenance. </li><li>Ability to create and maintain files and records. </li><li>Ability to work independently with minimal supervision. </li><li>Ability to follow both oral and written directions. </li><li>Ability to operate commonly used manual and automated office equipment. </li><li>Ability to use and trouble shoot various computer and standard office equipment. </li><li>Ability to interact with and communicate with general public in a friendly productive manner. </li></ul> <p>PHYSICAL DEMANDS</p> <p>The work is light and requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires mental and visual acuity, speaking, balancing, climbing, crawling, crouching, feeling; picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand; grasping; picking, holding or otherwise working with the whole hand; hearing, kneeling, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, and walking.</p> <p>WORK ENVIRONMENT</p> <p>The work is performed indoors in an office environment with low to moderate noise level.
