<p>Position Summary</p> <p>This Program and Policy Analyst Advanced position provides high-level operations and policy analysis, planning, and implementation of complex division, department, and statewide transportation programs and initiatives. This position evaluates and recommends solutions for fiscal and emerging issues with primary focus on strategic directions.</p> <p>This position oversees the division's performance measures and continuous improvement initiatives and reports. This position also completes high-level program and policy evaluation for the division's strategic performance measures. This includes formulating, developing, evaluating, and implementing metrics to measure goal achievement of DTSD programs. Additionally, this position oversees the division's position management program. This includes tracking, assigning, and reconciling DTSD's position numbers. This position collaborates with division leadership and HR partners to manage over 1,300 FTE position numbers.</p> <p>This position provides advanced level program analysis, program evaluation, workforce/organizational analysis, impact assessment, and applies advanced research and planning knowledge to all aspects of the programs and processes for the division initiatives. This position is responsible for selecting study design, choosing research and analysis techniques, developing and analyzing alternatives, and developing conclusions and recommendations.</p> <p>This position collaborates with division management teams, Region 1 Human Resources, training staff, communications, and program experts, as well as external partners that relate to division programs and initiatives. This position conducts professional analyses and provides recommendations, often documented in reports, used by management in deciding when, where, and how transportation initiatives and emerging issues should be considered, planned, financed, and implemented with training and outreach provided.</p> <p>To view the full position description, please email Allie Strullmyer at allison.strullmyer@dot.wi.gov.</p> <p>Salary Information</p> <p>This position is in schedule-range 07-03 with an annual salary of $32.00 - $45.67, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.</p> <p>Job Details</p> <p>This state agency does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.</p> <p>Prior to any appointments for position(s) filled from this announcement, candidates may be subject to a comprehensive criminal background check which may include FBI fingerprinting.</p> <p>Qualifications</p> <p>Qualified applicants will have experience with all the following:</p> <ul> <li> <p>Experience with program or project coordination.</p> </li><li> <p>Experience may include organizing and leading workgroups, organizing work related to program/project, developing and implementing programs, developing timetables and monitoring program for progress, etc.</p> </li><li> <p>Experience monitoring or evaluating the performance of a program or project using applied policy/program analysis techniques.</p> </li><li> <p>Analysis techniques may include research, design, data collection, quantitative analysis methods, etc.</p> </li><li> <p>Experience compiling and presenting data/information through reports and/or presentations to a variety of partners.</p> </li><li> <p>Experience utilizing Microsoft Excel to analyze and report on program data.</p> </li><li> <p>Experience may include developing budgets, tracking spending, tracking performance data, making projections, etc.</p> </li></ul> <p>In addition to having all the above, well qualified applicants will have experience with one or more of the following:</p> <ul> <li> <p>Experience with complex strategic planning, including conducting solution-based analysis and developing recommendations.</p> </li><li> <p>Experience may include defining mission/vision, setting goals/objectives, evaluating strengths/weaknesses and opportunities/threats (SWOT analysis), developing an action plan, monitoring progress and making adjustments, etc.</p> </li><li> <p>Experience administering or leading a performance measure and/or a continuous improvement.</p> </li><li> <p>Experience may include identification of potential improvement opportunities, analyzing alternatives, and developing and presenting recommendations, etc.</p> </li><li> <p>Experience interpreting, applying, and/or communicating rules, statutes, policies, and/or procedures within a local, state, or federal government setting.</p> </li></ul> <p>How To Apply</p> <p>Apply online!
