Please make sure that the suitable candidate has at least 90% of the skillset mentioned</p> <p>Emphases for the System Business Analyst (BA) candidate will be part of a team focusing on agency efforts to understand current and future state associated with agency financial and</p> <p>administrative systems. The BA will need to learn system capabilities, analysis data and reports, work with system owner and SME to define business and technical requirements,</p> <p>future state workflows, and work breakdown. This role supports project team by performing administrative and project tasks such as developing, and reviewing draft project documents,</p> <p>task tracking, develop test plans, conduct testing, communicating with stakeholders and general assistance for assigned managers. The candidate will work in a team environment</p> <p>with other Information Technology staff and Program Area system Owners and Subject Matter Experts (SME).</p> <p>Specific duties and responsibilities will include but are not limited to the following:</p> <p>Study and learn system capabilities assigned associated with Financial and administrative systems</p> <p>Work with Program Area System Owners to learn their business requirements and</p> <p>needs Prepare and manage project documents.</p> <p>Scheduling stakeholder meetings and facilitating communication between the project</p> <p>team and stakeholders throughout the project life cycle.</p> <p>Support project team to help them complete project tasks.</p> <p>Monitoring project progress and creating project status reports for Finance and</p> <p>Operations and Office of Information Technology.</p> <p>Create supporting work requests in ticketing system when needed to support a</p> <p>project task or other approved solution like DevOps</p> <p>Assist with creating future state workflow and diagrams to streamline processes to</p> <p>meet business needs.</p> <p>Maintain system protocols by writing and updating procedures.</p> <p>Problem solving to resolve minor issues without assistance and escalation.</p> <p>Develop of test plans and work with program areas to develop their test plans</p> <p>Assist with testing and tracking outcomes to include successful results, issues and/or</p> <p>bugs that require remediation</p> <p>Assist with ensuring customer and technical needs are met as the project advances.</p> <p>Create a positive project outlook to keep the team motivated.</p> <p>Managing project management documents such as, without limitation, the project</p> <p>plan, schedule, work breakdown, lessons learned, or scope statement, as assigned.</p> <p>Support team members when implementing risk management strategies.</p> <p>Develop reporting and dashboard capabilities using excel and Power Bi.</p> <p>Adheres to Information Technology application development standards and security</p> <p>requirements.</p> <p>Assist with gap analysis of current state to future state to ensure business and</p> <p>process requirements are meet</p> <p>Work with Finance Program Area System Owners and Subject Matter experts to learn</p> <p>their business functions, processes, and needs</p> <p>Update SharePoint content associated with system collaboration sites</p> <p>Assist with system validation to ensure technical requirements are met.</p> <p>Assist with production rollout to ensure minimal disruption of services.</p> <p>Assist with the system software life cycle process</p> <p>Work with Finance Program Area and IT to present key information for</p> <p>improvements.</p> <p>Maintain system protocols by writing and updating procedures</p> <p>Assist with development of policies and procedures to conform and comply with</p> <p>agency standard cyber security policy design related to information risk management,</p> <p>designation of data as to criticality, confidentiality, and protection. (NIST 800-53,</p> <p>FISMA, SC InfoSec Requirements ;br />security/policies-and-procedures, etc.)</p> <p>The position will be utilized for 40 hours per week for the duration of this project. The</p> <p>selected candidate should be able to work flexible hours where it may be necessary for work</p> <p>to be completed outside traditional business hours.</p> <p>The candidate will work closely with the Assigned Manager to identify, prioritize, and</p> <p>schedule workload and implementation to IT standards and procedures. The candidate will</p> <p>work closely with Finance and Operations staff and subject matter experts for the system</p> <p>design and testing.</p> <p>This will also include compliance to DPH security policy/procedures as well as integrating</p> <p>systems when possible to streamline staff workflows, user security, and data correction.</p> <p>Module support of the project.</p> <p>DPH will require that selected personnel sign the DPH confidentially agreement</p> <p>and/or Business Associate (BA) agreement if applicable. All web services must be</p> <p>secure.</p> <p>DPH will not accept any offers including an up-lift charge. The rate paid per</p> <p>consultant must not exceed the maximum rate established for this position described</p> <p>in the State contract terms.</p> <p>Contractors must be onsite during each week throughout the term of the</p> <p>contract.</p> <p>Follow agency IT Standards, policies, and procedures to include</p> <p>documentation.</p> <p>All source code (compiled and un-compiled) will become the sole property of</p> <p>the South Carolina Department of Health and Environmental Control. Any</p> <p>source code, data, product, or functionality resulting from this SOW or</p> <p>previously owned/developed by DPH will remain the sole property of DPH and</p> <p>is not to be incorporated into the core product of any vendor's application. Any</p> <p>modifications and interfaces developed under said contract will be not be used</p> <p>by the contractor for any independent project of the contractor or published or</p> <p>publicized by the contractor without written permission of DPH.</p> <p>DPH has the final say on all programming choices.</p> <p>Payment Schedule:</p> <p>All timesheets shall be entered and approved in a timely manner per State contract terms. The</p> <p>State will not pay any extra costs (i.e. Travel, employee benefits, insurance, room and board,</p> <p>etc.) for temporary employees under this contract.</p> <p>DPH Support:</p> <p>DPH will provide:</p> <p>All required information including formulas, data, and mechanisms to check output.</p> <p>Staff to assist with any application or data questions.</p> <p>Conference rooms and scheduling for any application demos.</p> <p>Workstation and required software.</p> <p>REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):</p> <ol> <li> <p>5+ Years of Experience with Data Analysis & Data Mining using Excel and SQL</p> </li><li> <p>5+ Years of Experience with Workflow and Process modeling</p> </li><li> <p>5+ Years of Experience with MS Office (Word, Excel, PowerPoint, Visio), MS SharePoint</p> </li><li> <p>5+ years of experience in the Software Development Lifecycle (SDLC), driving and supporting</p> </li></ol> <p>modernization initiatives.</p> <p>PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):</p> <ol> <li> <p>Experience with security and data classification related to CDC, HIPAA, and CJIS.</p> </li><li> <p>EXPERIENCE WITH NIST INDUSTRY STANDARD INFORMATION SECURITY PRACTICES</p> </li><li> <p>MS PROJECT, MS PLANNER, MS DEVOPS</p> </li></ol> <p>ADDITIONAL SKILLS</p> <ol> <li>Ability to analyze and document business and system processes using various methods and </li></ol> <p>tools.</p> <ol start="2"> <li> <p>Knowledge of Information Technology Field, best practices, organization, and operations</p> </li><li> <p>WRITTEN COMMUNICATIONS SKILLS, VERBAL COMMUNICATIONS SKILLS.</p> </li><li> <p>UNDERSTANDING OF IT DEVELOPMENT AND IMPLEMENTATION PROJECTS</p> </li><li> <p>Ability to deal effectively with the needs of technical peers, technical and user management,</p> </li></ol> <p>users, vendors, and staff members, and to communicate clearly and effectively in spoken and</p> <p>written form</p>
